The applicant seeks approval to plat 2 lots on 6.18 acres. The site is located at 13256 Six Points Rd. and is zoned S-1/Residence. Filed by Sharon Henady of Evolution Development Group, LLC for Cheryl & Douglas Pilkinton, owners. The applicant seeks approval to plat 2 residential lots on 6.2 acres. That will be a density of 0.32 units per acre which will be well under the 1 unit/acre density cap for this zoning district. Subdivisions with densities of 0.85 or less are not required to comply with the Residential Open Space Ordinance, either, although they will be preserving trees along the property lines. One house currently exists on the southern portion of this property. Road right of way will be dedicated, and there is a commitment to install the 10-ft wide asphalt side path in the future. Existing trees, along the property lines, will be preserved. Please view the petitioner's info packet for further detail. Outstanding Review Comments: 1. Engineering Dept. comments (where most comments might apply to the Secondary Plat phase): a) Need to submit the requisite primary plat information in accordance with the Subdivision Control Ordinance and the Stormwater Technical Standards Manual. b) Perimeter easements need to be provided around the outside of the subdivision. c) They need to study the capacity of the roadside ditch on Six Points Road. d) Only one entrance per subdivision is allowed. (Perhaps they can do a shared driveway) e) The multi-use path shall be located within the public right-of-way. f) Any required stormwater detention and stormwater quality needs to be in common area and easement. g) If stormwater facilities are not constructed at the time of the subdivision, then a disclosure to the buyer of Lot 1 needs to be provided indicating any items that buyer would be burdened with. Recommendation: The Dept. of Community Services (DOCS) recommends that the Commission votes to suspend its rules of procedure and votes to approve the plat this evening. - 1 -
