. Comment on previous review: "Concerned with the pavement widths at the median locations.
Appears that flIe equipment may have a difficult time making the turn radius at these
locations." Check with Gary Hoyt that the widths at median islands are sufficient.
18. Sheet C401, C601 Sanitary / Storm Sewer Plan & Profiles
. Comment on previous review: "On instances where storm pipes are less than 0.3% slope
(City of Carmel minimum), please provide justification for more shallow slopes." The City is
of the opinion that although the industry standards provide minimum slopes to provide a 2.5
foot per second velocity when flowing full, the minimum slopes are extremely difficult to
construct. It is likely that when placed, the pipes are not placed to the required slope. If the
pipes are designed to provide a velocity of 2.5 feet per second, this is the justification that we
were looking for.
19. SheetC801 - General Details
. Comment on previous review: "We. are revising our standard pavement section for
subdivision streets as follows: "The surface requirement is not changed. 3" H.A.C. Binder #9
is changed to 5" 5D Base. 9" Compacted Stone Sub-Base #2 is changed to 7" Compacted
Stone Sub-Base #53. Additionally, add, "All Paving is to be ,Completed in the Same
Paving Season" to the pavement section specification. This is applicable to all three-
pavement sections on this sheet." Please add "All paving is to be completed in the same
paving season"
Based on additional review, the City provides additional comments: '
1. Show curve data for horizontal curves in the plan view on street plan-profile sheets of the
construction plans.
2. ~lease provide written verification from the County Surveyor and Scott Brewer that the 20- foot
landscape easement within the 30-foot drainage easement is acceptable (lots 249-258).
3. Please dimension entrance acceleration and deceleration lanes according to the 20 Year
Thoroughfare Plan. The deceleration taper is 150 feet, the deceleration full width is 100 feet, and
the acceleration taper is 250 feet.
4. Please fmdthe attached comments regarding the drainage system review conducted by the City's
sub consultant. Please address these comments along with the comments outlined in this letter.
You may contact Crossroad Engineers directly to discuss their comments. Please contact Mr.

Construction Plans
9. The path is substantially the same as it\vas on the Primary Plat except where we were
asked to stub to the west and now where we have been asked to move Lake 5 to
accommodate possible future lacrosse fields.

Dear Greg,
The Secondary Plat and Construction Plans for Claybourne, Section 3 have been
revised according to the T AC comments. The revisions and responses corresponding to
your comments are as follows:
1. Yes, the project is in the jurisdiction of the City of Carmel.
2. No well head protection issues are involved with this project.
3. The storm sewers will be regulated drains.
4. The project does have some area draining to Lion Creek.
5. The following forms and appropriate fees are enclosed for your approval: petition
for regulated drain, non-enforcement for the Claybourne 3 arm and Claybourne
Block L arm, outlet permits for the Albert Shaw Drain and the Lion's Creek Drain.
The bonds will be based on the bid amounts from the contractor and supplied by
the developer.
6. Lion Creek is now identified on Sheet C1 02 and other sheets in the plans. As
discussed the entire Common Area 5 will be a drainage easement.
7. The detail OD-4 has been added and a note has been added to the plans
regarding the improvements to Lion Creek.
8. The developer will contact the downstream property owners to request the
^ regulated drain status of Lion Creek.
9. The developer will provide the documentation from contact with the downstream
property owners.
10. The on-site meeting will be scheduled to discuss downstream improvements.
11. A copy of the updated drainage report is enclosed.
12. The path of the emergency flood routing flow is shown along the route with the
lowest grades. There is no specific flow design criteria for the spillway to show. In
this case the overflows would eventually reach Lion Creek near the northwest
corner of the site.

13.'Lake 5 has been moved to make room for athletic fields.and the outlet pipe. now
discharges to Lion Creek on site. A note has been added to remove trees within
15' of the outlet pipe.
14. This portion of the site'was previously intended as part of Section 2. We added
that storm sewer with the design of Section 2.
15. The pads are typically bigger than the homes. No homes will be built in the
easements but we will revise the pad lines.
16. Trash guards have been added as requested.
17. The Hamilton County Surveyor storm sewer details have been added.
18. R-3501-TL and TR castings have been called out for two inlets. The R-3501-N is
what we have always used.
19. The stamped note for "dump no waste - drains to waterway" has been added to
the details and referenced on the development plan sheet C1 03.
20. The drain tile note has been added to the development plan sheet C1 01.
21. The trees have been relocated or deleted on the landscaping plans as requested.
22. The developer's fax number has been added to the cover sheet.
23. Hopefully no further comments will be necessary.

revised according to the T AC comments. The revisions and responses corresponding to

Section A
A2. The 11 x 17 layouts are enclosed.
A5.The land description is on the plat. The longitude and latitude have been added
to the plan index on sheet C805
A 17. The existing vegetative cover has been labeled for the various different types.
A 10. Lion Creek is now labeled. The existing pond to the north has been noted.
Section B
B2. The generic sequencing has been removed from sheet C805 and two separate
sets of construction sequencing notes have been added to sheets C104 and C106
B4.The grading behind lots 248- 255 has been revised to control most of the runoff
with a mound anda swale in stead of sheet drainage. Lot owners to the west
already accepted over 20 acres of runoff from this site before it was developed. This
has now been almost completely eliminated to meet your request.
B5~ The note has been added to reconstruct the existing sediment basin outlet and
seeding is shown in the basin. The proposed silt basin has been revised along with
the new lake location.
B11. The new sequencing notes are more specific on seeding.
B12. Lake 5 and the common area have been changed.

C2. Yes most of the information is aboutconstruction. Additional information has
been added on the post construction measures.

General Information
1., This is the same plan as the approved by Carmel in the Primary Plat stage.
2. All of these agencies have been provided plans for review.
3. Any Board of Works approvals other than those already applied for will be
submitted separately from these plan revisions. The secondary plat will be
checked and submitted for Board of Works approval.
4. Once approved, 8 sets of plans will be submitted for stamping and distribution.
5. Consent to Encroach requests will be submitted separately if needed.
6. Carmel Utilities' comments will be addressed.
7. Carmel Utilities will be contacted for water locations.
8. Thank you for the procedural information.
9. Bonds will be provided by the developer.
10., Availability fees will be paid by the developer.
11. Block N has a sign at the entry on Shelbourne Road. Since no signage is
planned in Block P, it will be deleted.

14. Development plans
These islands have been planned according to the details provided by the
Hamilton County Highway Department. All of the dimensions are shown
in the larger scale details on C301, C302 and C303.
The median dimensions have been added to the development plans.
They are also shown on the entrance plan and intersection sheets.
The developer will construct the asphalt paths.
The ramp has now bee ged to concrete between lots 205 and 206.

The lake is not in a wellhead protection area and will not be lined unless
soils conditions during construction indicate that a liner is needed.
Similarly, Lake 7 is not in a well head zone or planned to be lined.
The flood route for lake 6 was on the Section 2 plans but has been turned
on. The flood routing for Lake 5 was already shown but has now been
revised.
The ultimate outlet is Lion Creek.
MFPG's have been added to all lots adjacent to lakes. MFPG are relative
to the 1 DO-year storm elevation. Emergency flood routing is typically
above the 1 DO-year levels. There is no designed flow rate or calculated
flow depths with the flood routing, just consideration for where the storm
water would flow through before ever reaching the pad elevations. This
has been accounted for.
The bottom elevations have been added for Lakes 5 and 7.
Prior to the submittal you are quoting, there were no discussions with this
office about bringing drainage into Lake 5 on this. site. After TAC, enough
coordination has occurred to determine that no project will be bring water
on to this site from the north.
The flow north from Lake 5 would cross the existing gravel driveway and
flow north to the existing lake., This is where the water currently drains
and more importantly, where we were required to send the water during
the Primary Plat review because it was insisted that we not take away the
watershed to the existing lake. Much time, effort and expense was spent
accomplishing the design objective. Now, without regard for the previous
demands to keep the water flowing north or the cost of this change, we
have been required to redesign and direct the water west directly to Lion
Creek. We have done that.
True. The walk on the west side Amundson Drive was deleted as part of
. Claybourne, Section 2 in favor of the connection to the perimeter pathway
and landscaping.
The entrance on Shelborne Road is fully dimensioned on the
development plan and entrance plan.
MFPG's have been added to all lots adjoining a lake.common area even
though walkouts are not planned.
Lake was approved and constructed more than a year ago. Discharge
from Lake 6 is based on the surveyor's requirements for detention and far
exceeds the requirements.
The emergency flood routing would leave this site at the Dolan Way stub
street in Section 2 or continue' along the rear yard swale to the north
. depending on the grading of the future site at the stub street. The ground
to the west is considerably lower than this site all along the west
boundary.
Dimensions for the auxiliary lanes on She.lbourne Road are shown on
C301 and have been added to the development plan.
The street layout was completed and approved with the Primary Plat. We
would consider street design like this on future proJects.

A swale was added behind lots 249-258. The inlet spacing was based on
flows for lack of any standard. We can accommodate such design
requests if we know about them ahead of time.
15. Street Plans
The note has been added to the street plans and storm sewer plans.
The street and RIW dimensions have been added to the street plans.
No vertical curves are planned.
16. Entrance Plan
The digital files for the project across Shelbourne Road have been
inserted. The approved plans for this Primary Plat were given to
Stoeppelwerth for their use in aligning the driveways.
All of the pavement widening has been completed with previous sections.
We are only adding the accelldecellanes now with shoulders.
On the entrance plan, a stop bar is shown at the entrance along with a
lane line and turn arrow. These marking are called out as thermoplastic.
No other pavement striping is planned.
The entrance with is now 24'.
The pavement section has been revised.
17. Cul-de-sacs and Intersections
The medians are designed per the Hamilton County Highway details.
The turning radius should be fine but if you want the islands removed,
that would be fine too.
Street signs will meet the Carmel ordinances.
18. Sanitary and Storm Sewer Profiles
Water Crossings are shown. The water can be dipped below other
utilities when needed so there are no conflicts.
There is no standard requiring a minimum slope of 0.30%. Industry
standard is that the velocity must remain above two and one half feet per
second when flowing full and is specified in.many ordinances around
central Indiana and in nearby states. This establishes a different
minimum slope for each pipe size. All of the storm sewers we design
have a velocity of 2-1/2 feet per second or greater. Design requests like
this one could be incorporated into future designs as long as we know
aboutthem in advance, although I strongly disagree with this one.
Storm structures 255.and 256 have been revised along with several other
to meet this new, standard.
The Hamilton County Surveyors office did notrequire an extra.manhole
on this line and it is theirs to maintain.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on July 14~ 2004 for this project and have the following comments:
1. The proposed project falls in the jurisdiction of the City of Carntel
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. This project will be a Hamilton Co,unty Regula.ted Drain Subdivision.
4. The proposed project falls in the Lion Creek Watershed.
s. Please submit the followillg procedural items to this office, petition for regulated
subdivision; 2 subdivision non-enforcement agreements (1 for Claybourne
Section 3 arm and 1 for Claybourne Block L arm), outlet permit, engineer's
estimate, and all associated bonds for 120% of construction cost. The applications

6. Please show Lion Creek in the construction plans. this is a mapped creek on the
USGS Quad Maps" and does fall on this proposed project. The Hamilton County
GIS Mapping show many tributaries to Lion Creel{ on the parcel and they also
must be shovvn in the construction plans. Lion Creek and any tributaries that
carry point discharge from this site will become regulated drains..

7 . Improvements will be required to this existing creek as outlined in Hamilton
County Ordinance 4-26-99-C(4), The improvements will include, but not limited
to, obstruction and debris removal from the water channel, removal on dead or
leaning trees along the channel bank, repair of any eroded areas in the channel,
bank comer armorment, and clearing to HCSO Standard Detail OD-4.
8. In accordance with Ordinance No. 4...26-99-C, #5, the developer needs to contaot
owners dO\V11stream of the outlets, west of the site, until the point where it reaches
Little Eagle Creek. This must include the property ownets in Boone County and
it crosses 5 different parcels with 3 property owners in Hamilton County. This is
to detennine if the downstream owners wants the existing open ditch or waterway
to become regulated, and to notify them of their rights to appeal any_approval of
the design.
9. Provide written documentation of the notification and the outcome to this office.
Downstream improvements to this natural watercourse will be required unless
documentation is provided from the property owners that they do not want to
become part of the regulated drain,
10. After completing above item #8, please schedule an on-site meeting with the
engineering firm, developers contraotor (if selected) and this office to detennine
the scope of work for the downstream improvements.
11. Please submit drainage calculations for this section of Claybourne.
12. Please show and oross-section an emergency spillway and emergency routing at
the 100 year elevation. The elllergency routing must have a positive fall route
away from the pond to an adequate outlet.
13. The outlet of proposed lake #5 will need to be piped west to Lion Creek, instead
of north to the existing pond. The north pond is not an adequate outlet and wo\tld
take contacting the property owners and major improvements. The pipe,running
west should have no tree within 15' from the center line of pipe (run the pipe 15'
from the existing tree drip line).
14. The current design is adding a seoond outlet, to a completely different watershed,
to Lake #3. What is the purpose of this and why is the design breaking
watersheds?
15. The building pads for lots 231, 232, 2357 237~ 257, and 258 and encroaching into
the regulated drain easement. Please move these pads out of the easements, as no
structure will be allow to be built within the easement.
16. Trash guards will be required on structures 334, 336, 265, E267, 314, and 332 (if
it remains).

18. Please consider using castings that are designed for bi-directional flow in the
"sagU of the streets. The acceptable castings are Neenah 3501-L2 or East Jordan
749S~M4t The Neenah (or equivalent) 3501 TR or TL should be used when a
single direction of flow enters the inlet.
19. All casting should be labeled "Dump No Waste - Drains to Water\Vay," which are
readily available now from local casting distributors. Please add a note to the
construction plans that will make the contractor aware of this requirement.
20~ Please add a box note with the following language to the development plan: HAll
existing ofI.site drain tiles that are encountered shall be tied into the proposed
storm sewer system with a positive outflow." Any tile that are encounter that stay
completely on-site must be crushed and a.bandon.
21. The landscape plans show a few trees shown within the regulated drainage
easement and over the regulated storm pipes. No landscape planting will be
permitted or allowed within the proposed regulated drainage easements or within
15' either side of the center line ofa regulated drain per Indiana Code 36-9-27-
33(d). Please try to move tree around in the rear of lots 231-232, south-west
comer of lot 192, and the entrance median on Shelbome Road.
22. Please include the developer's fax number on the cover sheet of the construction
plans.

1. The project site is located within current City of Carmel Corporate Limits. As you are aware, this

· Temporary Construction Entrance (if applicable and if located at a location other than planned

· Please be advised that any open cuts of dedicated streets will require separate Board of
Public Works and Safety approval.

We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approval.
Because of the dual jurisdiction benveen the City of Carmel and the Hamilton County Surveyor,
.this office will require a minimum of eight-sets of drawings for approval after all issues have been
resolved. Th~ drawings will be stampegas approved and will be signed by the City Engineer and
the Director"ofCarmel Utilities. The eIght sets will then be sent to the Hamilton County Surveyor
for approval and signatures. Three approved sets are to be returned to the City of Carmel
Engineering Department. The Hamilton Surveyor will retain two sets. The Developer, Engineer
and Contractor will each receive one set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or 'dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities should be provided drawings for review of water issues. They will provide a
separate review regarding these issues. Pleas~ J~ssure that Carmel Utilities is on the distribution

. Sidewalks (interior builders lot sidewalks and perimeter right of way sidewalks/right of way
sidewalks adjacent to common areas may be bonded separately).
The amount of the Performance Guarantee is based upon a Certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
un~t costs, quantities, materials and types of materials, etc. Upon completion and release of
individual :Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds, Irrevocable Letters of Credit, Cashier's Checks or
Certified/Official Checks. Please reference the enclosures for more detailed explanation of our
procedures.

small portions of the medians. Assume the median island tapers are a traffic-calming
feature?
· Show back of curb to back of curb pavement widths at the median at the entrance and at
the median on Antonia Boulevard.
· Will the asphalt path on Antonia Boulevard be constructed by the homebuilder or by the
Developer?
· Will the intersection of the path and sidewalk in the area between lot 206 and 205 be as
indicated or will the concrete sidewalk be~continuous through the asphalt path?

16. Sheet C301 - Entrance Plan
. ')h the Shelborne Road entrance (Dolan Way) aligned with a proposed entrance (Stanford
.. Park) on the east side of Shelborne Road? If so, we would request that the proposed Stanford
~ Park entrance be included on the Claybourne Entrance Plan. Our concern is to assure that
adequate through lanes (1 north, 1 south), left turn lanes (1 north to west and 1 south to east if
applicable) and accel/decellanes are provided at this entrance.
. Was there a commitment to widen the west half pavement of SheIborne Road and the north
half pavement of 131 st Street adjacent to the Claybourne development? The Engineering
Department's normal request regarding perimeter roads would be to extend the existing half
pavement width from to IS-feet with 3-foot wide stone shoulders.
. Please provide a pavement striping/marking plan. We require thermoplastic striping and
markings.
. The entrance pavement \vidth of 18-feet on the Island Detail is acceptable. The exit pavement
width of 12-feet is marginal. Has the Carmel Fire Department signed off on this width? We
request a minimum width of 18-feet at entrances with medians.

17. Sheet C302, C303 - CuI De Sacs & Intersection Details.
. Concerned with the pavement widths at the median locations. Appears that fire equipment
may have a difficult time making the turn radius at these locations.
· Be aware that the placement of all permanent subdivision traffic control signage is governed
by Ordinances under the jurisdiction of the Carmel City Council.
18. Sheet C401, C601 Sanitary / Storm Sewer Plan & Profiles
. Recommend showing water crossings on sanitary and storm profiles to check for conflicts.

Dear Mr. Crosby:
This letter is in response to your Secondary Plat Application for Claybourne, Sec. 3. This is a preliminary letter to
let you begin on revisions. Members at the T AC Meeting will make additional comments on July 21. Please
complete the following items after you have received additional comments at the TAC Meeting.

Please provide copies of Letters of Transmittals you sent to T AC Members so that we may verify plans
were delivered on time.
Please place docket number on plat:. #04070005 SP.
Please show 131 st Street as having a 50-ft half right of way.
Please show Shelbome Rdas having a 45-ft half right of way.
Please add surveyor's signature, seal, and date on plat.
Please correct the lot widths at the right of way to be 50- ft for Lots 216, 248, and 247.
Address modification to Dolan Way to comply with the 36-ft wide cross-section, rather than the 30-ft
wide cross-section of the existing street to the southwest.
8. Provide a copy of covenants, if any.

9. Modify the path layout to reflect what was approved with the primary plat.
10. Extend asphalt path west, located north of Lot 231. Coordinate with subdivision to the west.
11. Coordinate with the owner to the north to provide a pathway connection with that property.
12. On residential driveway detail on Sheet C801, show sidewalks as being 5-ft wide.
13. Please label the easements on the landscape plan.
14. Please provide a copy of the Urban Forester approvalletter/e-mail.

Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes have been made and
comments addressed, please produce a Mylar copy for signature by this Department. Two paper copies of the plat
must be filed with the Mylar prior to recording, and three paper copies and a Mylar of the recorded plat must be
submitted following recording. Our approval of the secondary plat (signature) will be forthcoming upon revision of

the Hamilton County Surveyor and Carmel Department of community Services

2. New underdraln wtll need to be instaUed under the new c1Jrb. Please indicate this
on the p'an. A note must also be added stating the sse must be connected to
the existing SSD.
3. Note that the new Island curb must be chalrback curb with reverse slope. HCHD
Standard Plan C-5.
4. Remove the detail showing Row1ett P1ace and Rowlett Place and Salamone
way.
5. Please note that prior to any curb demolition, Mr. Chris Miner of Untted
Consu,ting must be contacted.
