Dear Mr. Reynolds:
We have reviewed the drawings submitted for this project for the July 21,2004 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
· Street and Right of Way - City of Carmel (Rangeline Road, Executive Drive)
. Waterand Sanitary Sewer - City of Carmel Utilities
. Storm Sewer - City of Carmel
3. Board of Public Works and Safety Approval Requirements:
· It does not appear that this project will require any BPWS approvals.
4. Water and Sanitary Sewer Availability (acreage) and Connection Fees
· Carmel Utilities will determine if additional fees are appropriate. It does not appear that this
will be the case.
5. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in \vriting and
be accompanied by a drawing reflecting requested revisions. Final dra\vings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require a minimum of three-sets of approved drawings
after all issues have been resolved and the construction drawings have been approved. The drawings
will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set
\vhich is to be maintained on the construction site at all times. Carmel Utilities will receive two-sets,
our Construction Manager (Inspector) will receive one-set and one-set will be maintained in the
Department of Engineering.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way and/or dedicated easements \vill require a Consent to Encroach Agreement between
the Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works
and Safety approval.
7. .Carmel Utilities does not subscribe to "Holey Moley" and should be contracted directly for all
water and sanitary se'wer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
Pleas assure that Carmel Utilities is on you distribution list for all correspondence, drawings and
drawing revisions for this project.

BONDING REQUIREMENTS
10. Upon initial review, it does not appear that there will be any bonding requirements for this project.
PROJECT COMMENTS
11. We would request that future drawings for this, and any other City of Carmel project, be submitted
on standard 24 x 36 size drawings. The drawing submitted for this project is much too large, it is
unwieldy and impossible to maintain in our drawing files.
12. It would be helpful if the street names were identified on the Title Page and all appropriate pages.
This is the extent of our comments regarding this proj ect. We would not anticipate any further reviews
unless the scope of the project changes. If you have questions, please contact Mike McBride or me at 571-

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Kroger Drive-thru Pharmacy
and has approved the plans subject to the following:
1. The fire department will require the integrity of the fire lane in the front of the building remain
intact and lettered "FIRE LANE" after building alteration.
2. The height of the drive-thru will need to be indicated on both sides of the drive-thru lanes with
the height posted on a contrasting background.
3. Will canopy area be interconnected to the buildings existing fire suppression system?

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office on July
6, 2004 for this project and have the following comments:
1. This project falls within the jurisdiction of the City of CarmeL
2. This proposed project DOES NOT fall in a Carmel Watershed Protection Area.
3. This project does not fall in a regulated drain watershed and this office will have no jurisdiction
on this project.
4. Please direct all future storm sewer questions to the City of Carmel Engineering Department.
