Dear Mr. DeI'Iart:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on May 10, 2005, for this project and have the following comments:
1. The Hamilton. County Drainage Board approved the variance from the Hamilton
County Drainage Standards at the May 23, 2005 meeting. The approval was
granted with the condition that the entire portion of land east of the creek is
dedicated to the Hamilton County Drainage Board as part of the regulated drain.
Please draft up a legal description and fill out the easement form available on our
website and fax it to me for review before it is recorded in the Office of the
Hana.ilton County Recorder.
2. Please submit the following procedural items to this office, petition for regulated
subdivision, easement agreement, engineer's estimate, and all. associated bonds
for 120% of construction cost. The applications are available on our website at
http /www.co.hamilton.in.us, go to Departments, Surveyor, and Forms. Please
note a new Petition for Regulated Drain Subdivision is posted on the website.
3. Please show the bank armorment required in the W.R. Fertig Drain on the
development plan and include HCSO Standard Detail 0-4 in the construction.
plans. This will be for the direct outlet into the regulated drain and the eastside
detention basin outlet.

4. The Hamilton County Surveyor's Office will expect the storm water quality
recommendations of John South with HCSWCD to be implemented on this
project. These many include treatment of the undetained water before it enters the
creek and Best Management Practices for the W.R. Fertig detention basin, like
wetland plantings or other water quality treatment.
5. Do to the potentially high flows that could be entering the detention basin from
the creek, the HCSO will require the inlet weir channel to be constructed with
gabion baskets and/or reno mattresses. The HCSO would suggest a Reno
mattresses bottom to the channel and gabion baskets up the banks (to the existing
bank height) plus some additional rip -rap around the baskets to tie them into the
bank. Please provide a detail so we can review what the final design will look
like. Also, rip -rap will be required under the water of the pond to dissipate the
energy from the water entering from the creek (just like we do in our pipe outlets
HCSO detail D -10).
6. Please schedule a meeting with this office to review the clearing that has taken
place and stream bank for erosion and stream bank stability issues.

Dear Mr. DeHart:
We have received the construction plans submitted May 5,2005 for this project for review for the May 18,
2005 Technical Advisory Committee meeting. The Depai tiuent of Engineering previously provided written
review comments on April 26, 2005. You have not responded to these comments in writing and it is
apparent that the construction plans submitted May 5, 2005 do not reflect our review comments from April
26, 2005.
Please respond to the previous comments in writing and submit revised construction plans that incorporate
the review comments. We will then review the construction plans and provide additional comments if
necessary. Please ensure that the plan sheets are stapled.
These comments represent the Depautnient of Engineering's second review of the construction plans for
this project. We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re- submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department
approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if
required) must be obtained prior to Engineering Department approval.
The City has provided direction to the drainage review consultant to not review any current plans or
drainage calculations. This review will be conducted on the drawings submitted that incorporate the
comments per the April 26, 2005 letter. Please provide plans and drainage calculations that incorporate any
prior comments related to the plans and drainage issues to both the City and Crossroad Engineers as TAC
members.
As previously discussed, the City is waiving the requirement for right -of -way improvements in lieu of
commitments from the Developer to participate in a future roadway project to improve the Guilford
corridor from 116` Street to Carmel Drive. Based on the frontage of the property, the estimated design,
construction, and inspection cost, the City is requesting a commitment equal to $66,305.00.

Dear Mr. DeHart:
The City has received your comment letter and drawings dated February 24, 2005 based upon the City
review of January 11, 2005.
It is our understanding that the proposed development on the east side of the creek is not being pursued and
the project will come back to TAC. Our review was limited to the development on the west side of the
creek based on the current drawings in our office. We assume any items related to "Section One" will be
clarified at the next TAC submittal as there will now be only one section.
The comments from the City review have been satisfactorily addressed with the following exceptions:
Secondary Plat
Please remove the proposed curbing and paving from the plat.
Please make the proposed monumentation at the property comers more clear.
Is the tree preservation area shown to be protected by an easement? If so, the utility easement
cannot be shown to overlap this easement.
The linetypes on the plat are confusing. Suggest the addition of a linetype legend.
Suggest showing delineation of the differing easements on -site. Presently, there are gaps in the 40-
foot wide easement of Brownstone Trace.
Please revise General Note B, Sheet 2 of 2 to include maintenance of pipes, mains, ducts and
cables.
Development Plan
Comment on previous review: "Please show pavement cuts and replacement to Depattinent
Standard for the service connections under Guilford Road (Water, Gas and Electric, if
underground)." It is apparent that there is also a telephone and gas cut on the north side of the
development. Please show a pavement cut or note for boring.
Comment on previous review: "Hatching is indicated for Heavy Duty pavement but do not see
where on site this will be installed." There still appears to be no heavy duty pavement indicated
on the development plan.
Grading and Drainage Plan
Comment on previous review: "Are the pipe crowns matched? If not, does the HGL remain in the
pipes for the stornnvater piping system Does the HGL remain in the pipes for the design storm?

Comment on previous review: "Please revise pond label on all sheets from "Retention" to
"Detention Retention ponds have no outlets, this pond appears to have an outlet. This is a
detention pond.
Comment on previous review: "Please indicate a swale along the north and south property lines.
The swale on the north property line would have to be located outside of the tree preservation area.
The Depaitnient is of the opinion that a swale is needed along the eastern property line to drain the
area behind the easternmost housing units. These swales must be 1% minimum slope and cannot
be longer than 400 -feet before discharging to the detention pond or an inlet." As it relates to the
south swale, the City requires this swale to ensure that water discharging from this property does
not have to be accommodated by a future development. The swale on the north side is required to
ensure positive drainage of the area with no ponding.
Comment on previous review: "Please indicate where on -site the curb and gutter system will
overtop if the inlet system is clogged or not functioning and designate as a flood route." Please
designate flood routes.
Comment on previous review: "The proposed grading on the north end of Salerno Court is higher
than the existing grades. How will the proposed grade in this area be brought back down to
existing grade without having a negative impact on the trees in the tree preservation area Please
confirm this item with the Urban Forester.
Entrance Plan
Comment on previous review: "Due to new County requirements, the on -site detention pond must
be sized to accommodate detention of the full thoroughfare right -of -way across the property
frontage. A stub must be provided at the property line to allow for a future connection by the City
Guilford Road project. The road project inlets are likely to be located at the existing CMP under
Guilford Road. Please show swales to maintain the current roadside drainage system." Detention
of the right -of -way and pipe sizing such that road drainage can be routed on -site to the remotely
located pond must be provided.
Comment on previous review: "Depaitnnent standard curbing must be installed within the
proposed right -of -way of Guilford Road. Please delineate a different curbing type if the
Department standard detail differs from the curbing proposed on- site." The chair back curb detail
shown on Sheet is different that the City standard. Copies of City standards are enclosed.
Detail Sheets
Comment on previous review: "Please include the Depaitment standard street cut patch detail." A
copy of the City standard street cut patch detail is enclosed.
Please delete Detail 1/6. This is no longer applicable.
The water main trench detail for the water main to be installed under Guilford Road must meet the
backfill and cover requirements added to sheet 3. Thank you for adding these notes.
Sheets L1 and L2
Please remove these sheets from this set of plans. Approval of the landscape plan does not come
from the Department of Engineering.

We have reviewed your submission for the July 21 Technical Advisory Committee meeting. We offer the
following connnents on the initial construction plans presented for review:
GENERAL INFORMATION
1. The proj ect site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:

. Commercial Curb Cut. The request for Board approval should include 8 ~" x 11" exhibits that
will indicate the existing curb cut, the proposed curb cut and all appropriate data and dimensions
including width, radii, etc. Please indicate all existing and opposing driveways and their
relationship to the proposed curb cut for this development.
. Temporary Construction Entrance. Separate BPWS approval will be required if this entrance is to
be located anywhere other the site of the permanent curb cut.

The current Water Connection Fee is $1,310.00 per EDU. Please provide this office with a listing of
the buildings, units per building and bedrooms per unit for calculation of Water Connection Fees.
*Please provide a legal description of the property that includes the acreage.
5. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of four-sets (maximum of six-sets) of approved drawings after all issues have been resolved.
The drawings will be stamped approved and signed by both the City Engineer and Director Carmel
Utilities. The Developer/Owner will receive one-set which is to be maintained on the construction site
at all times. Carmel Utilities will receive one-set. Our Construction Manager will receive one-set and
one-set will be maintained in the Department of Engineering. If more than the minimum of four-sets
are requested to be approved, the additional sets (maximum total of two additional) must be submitted
with the four required sets. If this is to be a dual approval by the City of Carmel and by the Hamilton
County Surveyor's Office, eight-sets of drawings will be required, rather than four. The eight-sets will
be stamped approved and signed by the City Engineer and by the Director of Carmel Utilities. The
eight-sets will then be sent to the Hamilton County Surveyor for approval and signatures. Three
approved sets are to be returned to the City of Carmel Department of Engineering. The Hamilton
County Surveyor will retain two sets. The Developer, Engineer and Contractor will each receive one
set.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require Consent to Encroach approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main locations.
8. Carmel Utilities will provide a separate review of this project for water issues.
9. I am including copies of the following with this correspondence:

BONDING REQUIREMENTS
10. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees/Engineer's Estin1ates
Please provide a Certified Engineer's Cost Estimate for 100% of the cost of labor and materials for the
construction of the following improvements:
. Right of Way Improvements to include the entrance, acceleration lane, deceleration lane,
passing blister, asphalt path, appropriate thermoplastic striping, etc.
. Water Mains
Individual Performance Guarantees will be required in the amount of the Engineer's Estimate. If the
interior streets are to be private, we will not require Performance Guarantees for Streets, Curbs &
Gutters, Storm Sewers, Street Sign and Interior Sidewalks.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Guilford Road, not included in constructlon covered by a
Performance Guarantee, will require a Right of Way Permit and a License and Permit Bond. The bond
amount will be determined by the number of instances of work in the right of way @ $2,000.00 per
instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and
Safety. Please contact our Right of Way Manager, Fred Glaser, to arrange permitting and bonding.

11. If this is not platted, formal dedication of the Guilford Road right of way through our Board of
Public will be required. Approved dedication forms are available electronically from our office.
12. Since the interior streets of this development are indicated to be private, the interior storm
drainage system is also considered to be private.
PROJECT COMMENTS-CONSTRUCTION PLANS
13. We have engaged Crossroad Engineers to review all drainage plans and drainage calculations
submitted to this office for review and comments. We will share the Crossroad reports as they are
received.
14. Sheet No.1 - Title Sheet
. Please provide a legal descriptio'n that includes a declaration of the total acreage.
15. Sheet No.2 - Development Plan
. Is the water main a dedicated main? Has Carmel Utilities approved the pipe size of 6-inches?
. Please provide additional data for the storm sewer system, if not on this page then on the grading
and drainage plan. We would like to see the structures identified with top of casting and invert
elevations, pipe material, size and slope, etc.
. Is the pond a retention or detention pond? Assume it is intended to be a wet pond. Please indicate
the 100-year'elevation, normal pool and bottom elevation.
. Is the indicated outlet also an Emergency Flood Route for the pond?
. It would be helpful if arrows, from the right of way lines to the centerline of Guilford, were
utilized to indicate the right of way widths.
. Are roof drain connections planned? Please indicate on the plans.
16. Sheet No.3 - Grading I Drainage Plan
. Same-comment as above regarding additional data for the storm drainage system. Pipe lengths
and sizes are provided but nothing else.
. Since the interior streets are private, it is our assumption that the storm drainage system is also
private.
17. Sheet No.5 - Site & Drainage Details
. Regarding the Right of Way Full Depth Section, please do not list options. This detail should be
what is required to be constructed. Right of way pavement section shall be 1" surface, 5" 5D Base
and 7" #5 3 stone~
. Concrete curb detail does not meet City of Carm~l standards.
18. Sheet No. 6 - Enlarged Intersection Plan
. In a letter dated March 2, 2004, we requested that the north and south entrances of Lenox Trace be
connected with a continuous lane from the north entrance acceleration lane to the south entrance
deceleration lane. This has not been indicated on the plans.
. Why is the right of way asphalt path skewered to direct pedestrian traffic towards the travel lanes

We have reviewed the proposed construction plans submitted to the Hamilton County
Surveyor's Office on July 12, 2004 for this project and have the following comments:
1. The W.R. Fertig Regulated Drain passes throu&h the proposed site.
2. The proposed site DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed site'falls in the Wf~ Fertig watershed. which has an allowable
release rate set at 0.24 cfs per acre, by the Hamilton County Drainage Board.
4. The portion of the W.R. Fertig Drain that passes through the site is currently an
unstudied area. Hamilton County Ordinance 4-26-99-C(6)(a) requires a study be
performed on this area to determine a 100 year flood elevation and any flood
plain. This oroce will require a HEC-2 or HEC-RAS study be performed and
submitted or a site specific recommeadatioD from IDNR to us before any
approval will be granted by this office.
s. Hamilton County Ordinante 4-26-99.C(6) also prohibits the fiOinS of flood
plain (Floodway aDd Floodway Fringe) of any regulated drain. Once tbe
above mentioned study is eondueted and approved~ any floodplain that is

6. Once the study is complete and accepted by this office, please submit an outlet
permit, crossing permit, and subdivision non..enforcement agreement. The
applications are available on our website at http~//www.co.ham.ilton4in.us. go to
Departments, Surveyor, and Forms.
7. If the City of Carmel does not take jurisdiction for the storm pipe, since the
roadway are private,. the Hamilton County Surveyor's Office will take jurisdiction
and the storm sewers will become regulated drains.
8. Hamilton County Ordinance 4-26-99-C(4) requires improvements to the open
reg1.11ated drain that traverses the parcel. The requirements will include tree
removal from bank to bank and 30' on each side of the ditch from top ofbankt as
outlined in the ordinance. This will also include, but not limited to, flow line
obstruction removal, and channel stabilization.
9. The trees in the tree preservation area along both side of the W.R. Fertig
Regulated Drain likely will not be protected, as under IC-36-9-27-33 and
Hamilton County Ordinance 4.26..99-C we have the right to order them removed.
10. The site soils map s110ws a large portion of the site it Shoals, which is a very wet
soil type and not well suited for buildine upon.
11. During a previous look at this site, the Hamilton County Surveyor has stated the
existing pipe on the site will not be allowed to be inoreased in size. This is to
prevent further downstream. flooding issues.
12. The provided drainage calculations do not outline the site discharge per the
restriction rate in the summary. Also, no details are provided on how the 12"
RCP outlet will be restricted to only release a maximum of 1.2 cfs.
13. Additional review "Ul be required oaee the required study is completed.
14. Please note that further comments may be necessary at a later date..

2. Identify the offsite easement to the southeast.

PROJECT NARRATIVE
James Steckley is the current owner of the 4.993 Ac. +/- site. Mr. Robert Barbato and Mr. David
Klain are the managing partners of Crawford Development, LLC. Crawford Development, LLC is
proposing to provide approximately 10 structures containing 48 Brownstone units on individual
lots on the subject real estate. This property has been rezoned from B-6 to a Planned Unit
Development. The Planned Unit Development Ordinance No. Z-448-04 was approved by the
Carmel Common Council on June 7,2004, as Docket No. 04-01-0024Z
The subject property is bounded on the West by high-density residential property (Lenox Trace).
The vacant property to the South of the subject real estate is zoned R-1, and was previously
owned by Cinergy. The property is bounded on the North and Northeast by low-density
residential property. The East side of the subject real estate is bounded by the Carmel Science &
Technology Park.
This submittal is for review and approval of the construction documents in connection with the
platting of the subdivision. All necessary utilities needed to serve the subdivision are located in
the Guilford Road right-of-way.
The development plan will greatly exceed the required green space. All building fa9ade materials
will be brick, stone, and trim. The subdivision will also provide perimeter green space, a retention
pond common area, tree preservation areas, new infrastructure and private road improvements.
This submittal is for the July 21, 2004 Carmel T.A.C. meeting. If you have any questions or
