Rendering Depicting Perimeter Wall Detail 5+ Commitments Regarding Building Standards . ~ I H;'Jan~\Estridge\146th & Towne Road-Murphy\TOC-SC 050305.doc EXPLANATION The applicant~ Estridge Development Company ("Estridge"), is seeking primary plat approval under the Residential Open Space Ordinance ("Primary Plat Application") and a subdivision waiver from Section 6.03. 19(4) of the Subdivision Control Ordinance ("Subdivision Waiver Application") regarding the required buffer yard area adjacent to a thoroughfare for a parcel of real estate which is approximateJy 55~327 acreS and is located at the northwest comer of west 141st Street and Towne Road in Cannel ("Real Estate')). I ! "I j I t The Subdivision is to be known as "Murphy HaIr' and will contain 82 residential lots. The anticipated price range for the homes in "Murphy Hall" is approximately $375,000 to $450,000. Estridge appeared before the Plan Commission on April 19:f 2005 for initial review of the Primary Plat Application and Subdivision Wavier Application. In preparation for the Subdivision Committee Review for this projec~ included within this brochure are additional renderings which describe and depict the request and include the following: Exhibit 2 A revised site plan depicting landscauing - The only revision to the site plan was the slight reduction of the west side of Lake Number 1 in Common Area. E which is located near the entrance of this subdivision adjacent to 14611\ Street. This exhibit also depicts the perimeter and interior landscaping for the project. Exb ibit 3 A Renderin~ Depicting The Location Of The Perimeter Decorati"e Wall - At the April ] 9, 2005 Plan Commission meeting~ Estridge was asked to provide a site plan showing the exact location of the perimeter decorative wall. This exhibit shows the location of the perimeter decorative wall and provides the lineal feet for the different sections of the perimeter decorative wall Exhibit 4 A Rendering Depicting The Perimeter Wall Detail .... At the April 19, 200S Plan Commission meeting} Estridge was asked to provide more detail regarding the height and building materials for the perimeter decorative wall.. This exhibit provides that detail Exhibit 5 Commitments Rellarding The Building Standards - In the original Plan Commission brochures, an exhibit was included titled "Murphy Hall Building Standards". This exhibit refonnats the Murphy Hall Building Standards into actual commitments which can be recorded and also includes additional landscaping standards for the perimeter lots adjacent to Towne Road.. We look forward to presenting this matter to the Subdivision Committee at its May 3rd meeting. The 729~ 735 A and C Series homes shall have a front elevation of greater than 75% brick or cultured stone. All homes constructed within the Subdivision shall be prohibited from having exteriors with vinyl siding. All homes constructed within the Subdivision shall have exterior siding containing a wood composite of a. Hardi-Plank: material or the equivalent. I - ] I 3.. Garages For All Homes.. All homes constructed within the Subdivision shall have either a 2 or 3 stall garage, and said garages shall be either front-loaded or side-loaded.. 4.. Roofs For All Homes: All homes constructed within the Subdivision shall have a minimum roof pitch of 6/12, except that porches, bays~ bump outs, and dormers may have a lower pitch. All homes constructed within the Subdivision that contain a chimney chase above the gutter line shall be constructed so that the chimney chase is enclosed or the homes may be constructed in such a way that no chimney chase is above the gutter line. 5.. Windows For All Homes: For all homes constructed within the Subdivision, window grids shall be provided on all windows on all elevations~ unless the windows are glass block, basement windows in window wells or leaded glass windows. 6. Front Elevation Architecmral Elements For All Homes: All front elevations for all homes constructed within the Subdivision shall contain at least five (5) of the following enhancements: . Dormers . Extended gable rakes . Reverse gable . Covered front porch 2 I '1 I ~ . Decorative trim on porch . Partial brick or cultured stone columns . Decorative door surroun~ trim molding or header . Rear and Side Elevations For All Homes: All rear and side elevations for all homes constructed within the Subdivision shall contain at least two (2) of the following enhancements. . Finished space "pop out" . Bay window . Decorative trim molding at gutter height . Decorative shaped window . Donner . Varied building planes . Accent siding . Extended rakes . Chimney chase . Shutters or window trim on all operating windows . Shadow line roof shingles . Wood deck . Screened-in porch or covered porch . Brick wrap or brick water table 8. Monotony Code For AIl Homes The front elevation and the color scheme as a combination) selected for the subject home~ shall not be the same combination on any other home within a three (3) home "snapshot" on the same side of the street or immediately across the street :1Iom the subject home (the center home of the three (3) home 'isnapshot").. Further, in addition to the foregoing~ each home on each side of the subject home or directly across the street from the subject 3 home, shall not contain the same front elevation as the subject home. Bindine on Successors These Commitments are binding. on the Developer, the owners of tl1e Real Estate, each subsequent owner of the Real Estate, and each other person acquiring an interest in the Real Estate, unless modified or terminated by the Plan Commission. These Commitments may be modified or tenninated only by a decision of the Plan Commission after a public hearing wherein notice as provided by the rules of the Plan Commission has been made. The provisions of this Section 5 notwithstanding, these Commitments shall tenninate as to any part or parts of the Real Estate hereafter reclassified (rezoned) on the City of Carmel's Official Zone Map to another zoning classification. Section 6.. Effective Date The Commitments COlltained herein shall be effective upon the occurrence of all of the following events: 1 ~ The approval of the primary plat and secondary plat applications for the Subdivision by the Plan Commission pursuant to Dock~t NumJJers 05020Q19PP and 05020Q22SW; 4 1 . \ j t 1 1 I 2. The acquisition of the Real Estate by the Developer or its successors and assigns; and 3. The commencement of the development of the Real Estate in accordance with the approved primary plat and secondary plat applications pursuant to Docket Numbers 05020019PP and 05020022SW. Section 7.. Recordin~ The undersigned hereby authorizes the Secr~tary of the Plan Commission to record these Commitments in the Office of the Recorder of Hamilton County, Indiana. Section 8.. Enforcement -;;p These Commitments may be enforced by the Plan Commission of the City of Cannel, Indiana and any ptoperty owner within or immediately adj acent to the Real Estate..
