The Impact Fee Advisory Committee considered the following item:
1. PC Resolution No.PC-10-16-12: Parks&Recreation Impact Fee Ratification(2013). Plan
Commission Resolution to implement increase in the Parks and Recreation Impact Fee (PRIF) and
ratify the scheduled fee increase for June 2013.
Present for Petitioner: Adrienne Keeling, Dept of Community Services.
Overview:
• Park Impact Fee was previously assessed
• The increase in place last year was $1,526.per new construction dwelling unit
• June, 2013,the subsequent increase will be $1,679 per new construction dwelling unit
• Zone Improvement Plan also included in packets
• Note: Park Impact Fee applies to New Construction ONLY
• Impact Fee applies to apartments as well as houses.
• Proposed Park Impact Fee Compared with Neighboring Communities of Noblesville,Fishers,
Westfield,and Zionsville.
• Standard Resolution included in info packets; will ultimately be forwarded to City Council after vote by
Commission
Mark Westermeier, Director, Carmel Clay Parks&Recreation, Comments:
• Impact Fee is very specific
• Impact Fee can only be used on capital improvement projects
• Impact Fee cannot be used for any operational costs whatsoever&only to those projects identified in
the overall plan

Park Impact Fee Advisory Committee
• If the terms are violated, all the monies are to be returned–incentive is to comply with the terms
• Overall Plan runs to 2015
• City Council decided that because of the economic times,the Impact Fee would be reviewed every year
• Plan will be revised m 2014
• A Comprehensive Master Plan will be completed;then review will not have to be done every year
• This particular plan actually incorporated increases
• City of Carmel does not collect road impact fees,rather park impact fees
• Carmel does not collect road impact fees—only park impact fees
• Impact fee was predominantly used to build Founder's Park
• Typically impact fee parks must be located where there is still development occurring
• Can only be used in existing parks that are named in the document
• Parks Impact Fee is a perfect mechanism for this funding source
• It is the new residents coming in that pay the park impact fee
• Carmel assesses the park impact fee at the time of building permit
Motion: John Adams to approve the Impact Fee and ratify the scheduled fee increase for June, 2013 and
forward to the Plan Commission with a favorable recommendation; seconded by Steve Lawson, approved 4-0.
