4. Docket No. 12000010'CPA: Transportation Plan Update: The applicant seeks to amend the Cannel Clay'
Comprehensive.Plan (C3 Plan 2009); in order:to;update,the Trmsportation.Plan, including street classifications,
policies,,and maps. Filed by the Carmel Dept. of Connnunity Services(on behalf of the Cannel Plan Commission.
There are,several pioposed amendments.to the Comprehensive Plan., The purpose of the proposed amendments is three-
fold: 1.) to adjust the format and terminology to be-more consistent,and user-friendly, 2.) to update transportation planning
standards:with respect to right-of-way needs, and 3.) to make minor mapadjusilnents to reflect current and future
conditions.- Please view the informational packet for detail. A summary of pioposed changes, by type, is as follows:
A. POLICIES & OBJECTIVES
1. Strengthen a City-Wide Objective to encourage connecting existing and future neighborhood streets.
2 Clarifya North,Central Cannel Objective to better describe compact urban forte.
B. TRANSPORTATION PLANiTEXT(CROSS-SECTIONS)
1. Introduce more consistencyinsireet facility naming.
2. Refine the descnpiionparagraphs to be more reader-fiiendly and clear.
3. Migrate from "minhnanilrnaxiinuin" to "typical."
4. Migrate from old=school-street characteristics to "complete streets" and"narrow street"characteristics.
5. Acconunodate andemphasize'bike lanes in more street classifications.
6. Simplify residential street Classifications—by combining into one `local street" classification.
7. Recognize that 'residential" streets were being used in "non-residential" areas and therefore should use
more generic name (i.e. "local street").
8. Revise cross sections to reflect the text changes.
9. `Break-out the characteristics for pedestrian and bicycle facilities (i.e.use,a finer brush to describe).
10. Delete`buffer plantings7'throughout, as these are typically outside of right of way.
11. Delete the term "tree plot" and replace with "tree lawn."
12. hnroduce "tree bed" iiiUrban street classifications.
C. THOROUGHFAREPLANMAP
1. Right of-waywidths have;been added to the legend.
2. .Roand`abonts have been,Updated to reflect existing vs. proposed.
3. Keystone has its own Primary Parkway Classification.
4. Segments of Towne, Main, l 16'', City Center and Hazel Dell which were previously classified as Primary
Pcirkwdv, have been:changed to Parkway Arterial.
5. Glebe Street in.the Village of westClay has been upgraded to Urban,Collector.
D. BICYCLE & PEDESTRIAN PLAN MAP:
1. Entranced Sidewalks have been replaced by Urban Commercial Sidewalks in Central Cannel and by
Side Paths in other locations. The term enhanced .sidewalk was a carry-over from the previous
Alternative Transportation Plan, but specifications:were never formally adopted..
2 An Off-street Trail connection was added through Founders Park, connecting into a stub street in
Neighboring Northwood Hills.
3. The White River G'reenway has been re-aligned. It will follow the-recently:constructed Side Path along.
Rivet Road from the existing crosswalk at the south end of River Road Park clown along a future Side
Path to be constructed in front of the Indianapolis Water Plant down to 116th. The alignment has been
adjusted south of 1 16°'to,better reflect a parcel of land that''was recently purchased by Carmel Utilities.

Recommendation: The Dept of Conttnuhity Services (DOCS) recommends that the'•Committee votes to send this item
to the.August 2f Plan Commission meeting with a favorable recommendation.
