The zoning waiver will be in harmony with the intent and purpose of the Carmel Drive- Range Line Road Overlay Zone to reduce large parking areas and increase density through the Floor Area Ratio. This waiver will allow for adequate parking for the retail uses of the project and avoid large expanses of unused surface parking. 2. The waiver will enhance the overall Development Plan for the partial redevelopment of the project, the adjoining Range Line Road and 116th Street streetscapes and the adjoining neighborhood by reducing the size of the parking field. 3. The zoning waiver will not produce a street/cirulation system that would be impractical or detract from the appearance of the retail center. 4.
