I have enclosed. 2 paper copies of the Secondary Plat for VOWC Section 9004 for your review and comments prior to obtaining signatures by Mike.
This plat is planned to go for signatures at the Board of Works on December 1 s1. I have also enclosed a signed mylar of the secondary plat should
you not have any comments. If you would forward me any comments you might have I'll revise the plats, get it certified, signed by subdividers and
send you a new mylar for Mike to sign. I have also submitted a paper copy to Dick Hill and requested to be put on the agenda for the Board of
Works. If you do not have any comments, please have Mike sign and then deliver the plat to Dick Hill.

Please find enclosed one copy of the Secondary Plat and Construction Plans for the Village of
West Clay Section 9004. The plans have been revised per your comment letter dated July 12th,
2004 and various T AC comments. Revisions and/or comments are:
1. Docket number 04070006 SP has been added to the Secondary Plat.
2. The Surveyor's signature and date will be added to the plat at a later date, after all
agency reviews, approvals and final checking of the plat is done. Executed copies will be
forwarded to your office at that time.
3. A copy of the subdivider agreement form is enclosed.
4. A copy of the water, sanitary, and drainage system is enclosed.
50 Landscape plans were previously submitted on Jul17th, 2004.
6. PUB was changed to PUD per comment.
7. The PUD ordinance number was updated per comment.
8. Concrete monuments were updated per comment.
9. Please find enclosed copies of the current legal descriptions for the RIW required for
entrance improvements. The developer is currently working to secure the required r/w
with land owners.

This Department has received your comment letter and revised drawings dated August 23, 2004 based upon
this Department's review of July 28, 2004. Based on a review of your comments and the submitted
drawings, the issues from the Department's first review were satisfactorily addressed. Thank you for
making the requested revisions. Based on this Department's second review, please fmd the following
comments:
1. Please provide a recommended pad grade to each of the lots that does not have an MFPG noted.
This pad grade should ensure positive drainage to the streets, side and rear yard swales.
2. Please add Note 5 from Sheet C601 to Sheet C602.
3. We have engaged Crossroad Engineers to review drainage plans and drainage calculations for all
projects submitted to this office for review. Crossroads received the drawings today and will
review them as soon as possible. We will share Crossroad's comments as they are received.

We have reviewed the plat and plans submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project site is located \vithin current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel.
. Water - City of Carmel Utilities
. Sanitary Sewers - Clay Township Regional Waste District
. Storm Sewers/Drainage - Hamilton County Surveyor's Office (City of Carmel Review).
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
. Please be advised that any open cuts of dedicated streets will require separate Board of
Public .Works and Safety approval.
. Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements. This approval would require a Consent to Encroach
Agreement behveen the Owner and the City of Carmel.
. Secondary Plat approval.
. Right of Way Dedication (if applicable)
A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was
previously sent for your use. Please use the Engineering Department deadlines for submissions to
the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department, Carmel Utilities and Hamilton
County Surveyor's Office issues have been resolved. The design engineer must certify all
drawings submitted for final approval. Because of the dual jurisdiction between the City of
Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of drawings
for approval after all issues have been resolved. The drawings will be stamped as approved and
will be signed by the City Engineer and by Carmel Utilities. The eight-sets will then be sent to the
Hamilton County Survey:or's Office for approval and signatures. Three approved sets are to be

returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The
Developer, the Engineer and the Contractor will each receive one-set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of \vay 'or dedicated easementswiU require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilitiesl\Vater Distribution should be provided copies of all drawings and revisions for
review of water issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main locations.
8. I have sent copies of the following previously and will not send additional copies unless requested
to do so:

BONDING REOUIRE~IENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (base, binder and surface ). You may bond perimeter street improvements separately.
· Curbs
. Water Mains
. Street Signs
. Monuments & Markers *
. Sidewalks (builders lot sidewalks, perimeter right of way sidewalks and perimeter asphalt
paths may be bonded separately).
Storm sewer bonding will be under the jurisdiction of the Hamilton County Surveyor's Office.
They may also require bonding for *Monuments & Markers. If that is the case, we will not
require duplicate bonding. Sanitary sewers are under the jurisdiction of the Clay Township
Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's Checks,
Certified Checks or Official Checks. Please reference the enclosures for more detailed
explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. Availability Fees are based
upon total platted acreage for the development at the current rate of$1,010.00 per acre (Water
Availability Fee). Based upon the secondary plats indicated acreage, the following Water
Availability Fees would apply:

Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees
are paid \vhen the infrastructure has been complete, satisfactory test results obtained and the
subdivision has been released for permits. Water Connection Fees are paid on a per-lot basis.
. If an irrigation system, swimming pool or clubhouse is planned for these, or any future
section of the development, additional Water Connection Fees will be assessed based
upon the recommendation of the Director of Carmel Utilities.
11. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations
submitted for review to this office. We will share Crossroad's comments as they are received.
12. We did not receive drainage calculations with either of the plans. Please provide these as soon as
possible.
13. Did not receive a Landscape Plan with either section.
COMMENTS SECONDARY PLATS
14. Section 9004
. The legend includes the description for a 4" x 4" square concrete monument, yet there are
no concrete monuments indicated on the plat. Based upon the requirement of concrete
monuments on the exterior boundary of a development, it appears there are comers that
should have concrete monumentation.
. The Plat indicates a 40-foot half right-of-way for 136th Street. The Construction Plans
indicate a 45-foot half right-of-way. The Construction Plans are correct. Please revise the
Plat.
15. Section 9007
. Same comment as above (#14).
. Please label the 20-foot DU&SE at the front of Lots 87-89.
CONSTRUCTION PLAN COMMENTS-SECTION 9004
16. Sheet CI0l - Development Plan
. The tree preservation area consumes at least half of the area of lots 51 through 58. How
\vill this effect the development of the lot? How will drainage be accommodated in the
tree preservation area? Will these lots have any back yards?
. Pipe length/material missing from storm structure 678 to 669 and 668 to 677.
. Emergency Flood Routing is included in the legend, but do not see the route on the plans.
. Will sanitary extend north out of Structure 413 in the future?
. Is it possible to realign the sanitary pipe between Structures 424 and 425 so that it is
entirely on the north side of the road and not at the angle under the roadway as presently
shown? Possibly add a structure to the run?
. Please indicate concrete ramps for the 10-foot path at 136th Street entrance.
. Please define "Engineered Fill" in the specifications and establish a minimum
specification for the material. Edit General Note 14 as needed.
. Ensure General Note 9 agrees with the information presented in the details.
· Please define MFPG better for homeowners and builders. The City has difficulty
explaining this item to homeowners both during and after home construction.
· Can Structure 668 be constructed with the piping angles and alignments indicated?
17. Sheet C 103 - Traffic Control and Signage Plan
. Please be advised that all regulatory signs and their placement require ordinances
approved by the City Council of the City of Carmel. These signs are not to be installed
by the Developer. Reference the Subdivision Signage Requirements previously supplied
for street name sign information.
· The City typically requires no lower than 25-mph speed limits. Does the proposed 20-
mph limit conform to the zoning requirements of the Village?

. There are very few vertical curves indicated. Although the City does not have a standard
requirement for vertical curves, are vertical curves warranted? Please provide
justification for not providing vertical curves.
. The City recommends the addition of water main crossings to the profiles to ensure there
are no conflicts.
19. Sheet C30 1 - Entrance Plan
. The entrance plan for Halifax Street and 136th Street presents a large amount of
information that makes it difficult to interpret the configuration of the entrance
improvements.
. Please revise the entrance striping plan to indicate solid white striping rather than dashed
white striping. Please add note that striping shall b~ t4ermoplastic.
. Please provide "feet" symbol for some of the dimensions.
. Ensure auxiliary lane dimensions meet the City requirements for an Arterial Street.
. Revise the 136th Street Pavement Section Detail to have the following pavement section:
1.5" H.A.C. Surface #11 over 5" H.A.C. Base #5D over 7" Compacted #53 Stone over 4"
Compacted #2 Stone.
20. SheetC601 and C602 - Storm Sewer Plan & Profile
. Please add a note that requires the granular fill placed under paved areas to be compacted
in lifts.
. The City recommends the addition of \vater main crossings to the profiles to ensure there
are no conflicts.
. The City typically requires a minimum of 0.3% slope for all storm sewers. Please provide
justification for pipes with slopes less than 0.3%.
21. Sheet C801 - General Details
. Revise the note for the Special Straight Curb Inlet Detail to state: "As Detail shows,
structure shall be constructed such that no part of the structure extends under the mainline
pavement beyond the limit of the casting frame."
. Street Cross Section - Include the statement "All Paving to be Completed in One Paving
Season" to the pavement section.
. Street Cross Section- Sidewalks are indicated to be 4-feet wide. Revise to 5-feet wide.
This would also apply to the Sidewalk Details.
. It is apparent from the details that chair back curb is to be installed along all roadways.
This type of curb does not facilitate driveway access. Is it intended to cut out the curb and
install depressed curbs when the final driveway location for each lot is determined?
Please provide details for depressed curbs at driveways and for transitions between
straight curb and depressed curb. The City requires Performance Bonds for the
Contractor to put the curbing in initially. How does the builder cutting out and replacing
this curbing impact the original work and bond?
. Recommend structure types noted in the SDT match the detail names.
. Spacing between sidewalk joints shall be no greater than 1.25 times the width of the
side\valk.
· The City recommends deleting duplicate Manhole and Swale details that appear on
Sheets C801 and C804. The County standard details apply for this project.
. Add note sidewalk detail that all transverse joints shall be tooled or sawed to ~ of the
walk thickness.
CONSTRUCTION PLAN COMMENTS-SECTION 9007
22. Sheet CIOl - Development Plan
· Correct assumption that Humbolt Lane around Humbolt Commons will be two-way
traffic on either side? Also, Dumbarton around Derry Common?
. Why isn't the sidewalk carried around Derry Common adjacent to lots 89 through 92?
· Assume that Humbolt Commons north boundary and the right of way line is the first
circular line? Perhaps a dimension would make this clearer.

. Why isn't the public side\valk extended from lot 110 to lot 112 across the right of way
north of Humbolt Commons?
. Is the "eyebrow" sloped in one direction or does it have a normal crown? If the area has a
normal crown, please provide sub-surface drains under all of the curbing indicated.
. Same question regarding Emergency Flood Routing that was raised in # 16. in Section
9004 comments.
. Please define "~ngineered Fill" in the specifications and establish a minimum
specification for the material. Edit General Note 14 as needed.
. Ensure General Note 9 agrees with the information presented in the details.

26. Sheet C601 - Storm Sewer Plan & Profile

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on July 7, 2004 for this project and have the following comments:
1. 11le proposed project falls in the jurisdiction of the City of Carmel
2. The proposed project DOES NOT fall in a Cannel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision, subject to
approval of the Hamilton County Drainage Board. As per the prior agreement for
the Village of West Clay, the underdrains will not be part of the regulated system,
4. The proposed project falls in the Elliott Creek Regulated Drain Watershed.
5. P)ease submit the following procedural items to this office, petition for regulated
subdivision~ outlet permit, subdivision non-enforcement agreement (VOWC
Drain), engineer's estimate, and all associated bonds for 120% of construction

6. Per the Hamilton County Surveyor, please design improvements to the Elliott
Creek Regulated Drain from the eastern property line of the Perez property to the
west boundary ofVOWC 9005. The scope will include. but not limited to,
dredging, channel widening, channel stabilization. and possible additional
clearing. This watershed is rapidly developing and improvements are needed to
allow for further development to take place. Also, please submit the analysis of
Elliott Creek that was requested with section 9005 of VOWC~

8. No easement is shown on lot 123 for the existing storm pipe installed with section
9005.
9. Please include a structure date table, HCSO Standard D-19 as the format, on sheet

This is a preliminary letter to let you begin on revisions. Members at the T AC Meeting will make
additional comments on July 21. Please complete the following items after you have received additional
comments at the T AC Meeting.
Section 9004 Plat
1. Please place docket number on plat: #04070006 SP.
2. Please add surveyor's signature, date, and seal on plat.
3. Please provide a subdivider agreement form.
4. Provide a paragraph describing the water, sanitary sewer, and storm drainage systems.
5. Please provide a landscape plan (2 copies; one to DOCS and one to the Urban Forester) by
July 14 for adequate review.
6. Please change the spelling of 'PUB' to 'PUD' under the Bulk Area Requirements sections.
7. Change the PUD Ordinance No. to Z-387, under the Bulk Area Requirements sections.
8. Place concreter monuments on the north ends of Halifax Street.
9. Please provide a legal description of the land dedicated at the north entrance for accel/decel
lanes or verify that the road right of way exists.
Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes have
been made and 'comments addressed, please produce a Mylar copy for signature by this Department.
Two paper copies of the plat must be filed with the Mylar prior to recording, and three paper copies and a
Mylar of the recorded plat must be submitted following recording. Our approval of the secondary plat
