4h. Docket No. 04080014 DP Amend: Kite Medical Office Complex, Phase 2
The applicant proposes a medical office building. The site is located northeast of 126th
Street and US Highway 31, at the 13000 Block ofN. Pennsylvania St. The site is zoned
B-2IBusiness.within the US 31 Overlay Zone.

The applicant is requesting approval of a Development Plan Amendment for the construction of
Phase II of a multi-story office complex between Pennsylvania and Meridian Street, north of
Cannel Drive. Please see the informational packet prepared by the applicant for an overview of
the site. The Special Studies Committee approved an ADLS Amendment application at their
September 9th meeting for Phase II of this proposal. The Plan Commission reviewed phase I of
this project this past May. As was the case with Phase I consideration of the Development Plan
Amendment portion of the request requires a public hearing prior to final action by the Plan
Commission.
If there are no comments fonn Commission members or the public at the meeting the Department
requests that the Commission suspend the rules and take final action on the DP Amend.
The Department recommends approval of the DP Amendment as presented.
Background:
As some Commission members may recall a building very similar in design to the proposed
structures was approved in late 2000 under a Development Plan and ADLS application for a
larger tract and three buildings. The project did not move forward at that time. A very similar
plan for the northern third of the site was approved earlier this year. The applicant is now
moving forward on the next phase of the project. Due to the uncertainty of the proposed
improvements to US 31 and the ultimate interchange locations the. applicant has revised the
original plans to accommodate the proposed US 31 improvements (based on the best available
data provided by the consultants working for the State on the project). The revised layout
requires Development Plan Amendment and ADLS Amendment approval by the Plan
Commission. Due to the similar building design and extension of information presented with
Phase I in May the applicant is following the same format for presentation to the Commission
(ADLS Amendment to Committee and DP Amendment to the full Commission). If there are no
comments form Commission members or the public at the meeting on September 21 st the
Department will request that they suspend the rules and take final action on the DP Amend that
evening. We anticipate few, if any, comments from the public due to the plan being basically the
same as what was previously approved in 2000 and consistent with the plans presented and
approved in May of this year.
