Open Space Area Description
There will not be any Open Space Priority Conservation Areas within this
development. All open spaces shownon this plat will be placed in areas
which have been used as farmland. The~ areas will not require any special
protection during construction, but will be graded, seeded and landscaped
with mounds, trees, shrubs, etc. upon completion of all other improvements.
These open spaces will be designated as Common Areas 1 through 15 for
passive, as well as active recreational uses and shall be preserved by
conservation easements. A pedestrian trail will be constructed through the
development linking the common areas, providing access as shown on the
plat. A walking path will be placed thDugh a portion of Common Area 1
overlooking Pond 1. A gazebo will be constructed in Common Area 2 for a
focal point and gathering place for the residents of this development. A
neighborhood Amenity Area will be located in Common Area n with a
walking path circling Pond 2. A walking pah will also circle Pond 3 in
Common Area 13. All common areas will be jointly owned by a Home
Owner's Association and will be maintained by a professional management
company. Detail for maintenance and operation and a sample maintenance
plan and budget will follow in this report.

Construction Sequence Summary
Heather Knoll will be built in 3 sections and will begin on 14 ft Street in
Section One and develop northerly with Lots 1 through47 (both inclusive),
Common Areas 1 through 8 (both inclusive) and Pond 1. Section Two will
also start on 141 st Street and develop northerly with Lots '48 through 96
(both inclusive), Common Areas 9through 12 (both inclusive) and Pond 2.
Lot 62 in Section Two is an existing residence, which will remain. Section
Three will contain Lots 97 through 153 (both inclusive). Section Three will
begin at 146th Street and develop southerly and easterly with lots 97 through
153 (both inclusive), Common Areas 13through 15 (both inclusive) and
Pond 3. Earthwork may extend beyond section boundaries to place JIDnd
excavation material in appropriate fill areas. However, only the streets,
utilities and other infrastructure will be built in the specific section at the
time each section develops, along with any offsite improvements that may
be required. A portion of the Stultz & Almond Drain will be re-constructed
on this site.

2. Mailed and Published Public Notice needs to occur no later than Friday, August 27. Published notice is
required within the Indianapolis Star.
3. Proof of Notice will need to be received by this Department no later than noon, Friday, September 17.
Failure to submit Proof of Notice by this time will result in the tabling of the petition.
4. The Filing Fee and Fifteen (15) Informational Packets must be delivered to Plan Commission Secretary
Ramona Hancock no later than noon, Friday, September 10. Failure to submit Informational Packets by this
