Sh. Docket No. 04080015 PP Amend: Heather Knoll Subdivision
The applicant seeks to _amend the initial primary plat to become 159 total lots on 76.994
acres::l:. The site is located northwest of 141 5t and Towne Rd. The site is zoned S-
l/Residence-ROSO.

The applicant is requesting approval of a Primary Plat Amendment. As some Commission
members may recall a Primary Plat for Heather Knoll was originally submitted and approved last
year at 57 lots. At that time it did not include property adjacent to' 146th Street that would allow
for the connection of the Thoroughfare prescribed collector road to intersect 146th Street. The
Applicant submitted an amended Plat the Plan Commission approved in February providing for
this connection and a total of79 lots. The current proposal now includes 153 homes and
incorporates a neighborhood pool and playground area. The Department has made extensive
efforts encouraging this applicant to revise the Heather Knoll subdivision again to achieve the
goals of the Thoroughfare plan. As one can see from the connectivi~ exhibit the revised plan
completes the Collector Roadway network from 126th Street to 146th between Towne Road and
Shelbome Road. This revised plan includes a total of 153 lots as amended from the originally
filed 159 lots. The Department has no outstanding concerns and would like to thank the
applicant for their willingness to continue to modify the Heather Knoll plat to accommodate the
goals of the Thoroughfare Plan.
If there are no comments form Commission members or the public at the hearing the Department
requests that the Commission suspend the rules and take final action on the Primary plat
Amendment. We anticipate few, if any, comments from the public due to the subdivision being
in two times previously as the original plat and the amendment granted to provide for the
inclusion of the segment connecting the collector street to 146th Street. The applicant should
focus its presentation on the changes made to the original subdivision layout and the area now
proposed to be added to approved Primary Plat.
The Department recommends that the Primary Plat Amendment be approved this evening
after the public hearing is conducted.
