Dear Mr. Olmstead:
We have reviewed the amended primary plat submitted for this project and offer the following comments:
1. The primary plat amendment outlines changes to Section One. This office has already approved
Section One. Please provide revised Section One plans that outline all of the changes shown on the
amended Primary Plat. Please highlight the revisions in some manner that allows this Department
to review the changes.
2. If the temporary construction entrance shown as a part of the previously approved Section One
drawings has not already been constructed, this entrance will require Board of Public Works and
Safety approval.
3. What impact will the increase in acreage being served by the storm water collection and detention
facilities have on the relocated Stultz and Almond Legal Drain which this office understands is
already under construction?
4. The City was provided a connectivity exhibit for the development in the area that shows the
southern entrance being aligned with the northern entrance to Lakeside Park. The entrance to
Lakeside Park shown on the drawings is not aligned. As Stoeppelwerth is the Engineer for each
project, will the Lakeside Park entrance be aligned to the entrance to Heather Knoll? The City
requ~sts revised drawings for Lakeside Park if this is the case.
5. At each entrance, provide 12-foot travel lanes, 12-foot aux1liary lanes (accelldecallanes) and 3-
foot, #73 stone shoulders where there is no curbing. The auxiliary lanes at the northern entrance
need to meet the standards for a Primary Arterial.
6. We request the construction of a passing blister across from the northern subdivision entrance,
assuming adequate right of way is available. If right of way is not currently available, we request
that the purchase of adequate right of way be pursued with the property owner. Ifright of way
cannot be obtained at this time, we request a written and recorded commitment to provide these
improvements when right of way is available. The last alternative would be that the entrance be
reconstructedlreconfigured at the subdivision entrance to provide a westbound thru lane, a
westbound left turn lane, and an eastbound thru lane with the requested acceleration/deceleration
lanes.
7. The City requests that the developer resurface the entire portion of 141 st Street and 146th Street
across the frontage of the property or to the limits of the acceVdecellanes, whichever is greater..
8. Please show the Sub-Surface drain completely under the curb on the Typical Street Cross Section.
Also, please revise the pavement section to be 1" of#11 Surface, over 2" of#9 Binder, over 3" of
5D Base, over 7" #53 stone.
9. Have any commitments been made to DOCS for widening of 141 st Street across the frontage of the
previously approved Section One entrance?

10. Is the "eyebrow" included in the right-of-way? If so, the City requests that these be shown as
common area, not as right-of-way.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter and revised plans indicating all revisions. Second and subsequent reviews
will focus only on revised items. It is critical that this office be made aware of all modifications made on
the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our
initial review.

This letter serves to acknowledge recejpt of a transmittal received 8/9/04 containfng the
plans for the above-mentioned project Af1er reviewing the plans the Highway
Department has the following comments:
1. 141'( Street is under the jurtsdict;on of the CIty of Carmet
2. Please note that decorative signs~ sprinkler systems, trees. landscaping mounds,
fences, light poles or other such amenities are not permitted in the right of way of
14S1h Street.
3. Add;tiona( right of way will be necessary for construction of the decellanes on 14Sth
Street. The right of way for the accellane exists off the Hubbard property.
4. Because of the connection Ita the streets in the Lakeside Park Subdivision. a passing
blister will be required on the north side of 146th Street. The necessary right of way
must be acquired for the construction of the passing blister.
5. Please note that further comments wHI be necessary when construction prans are
compJeted1
6. As stated at the December 17,2003 TAC meetinQ1 146th Street is under the
jurIsdiction of the Hamilton County Highway Department. Therefore, all work done to
14Sth Street and aU utility work done in the 146m Street right of way will need to be
permitted through this office.
7, The pavement section for the entrance and passing blister on 14Sth Street will need
to consist of a 14" stone base, 5" t-rAC binder and 151 HAC surface.

1. Our office is requesting a Knox box for the amenity building Knox product can be ordered on line
at www.knoxbox.com
2. Our office is requesting a set of plans showing fire hydrant locations when available.
3. Our office, in conjunction with the Department of Community Development, are requesting in
newly platted subdivisions, fire hydrant makers be installed in the street pavement perpendicular
to the fire hydrant. This will allow the fire department to more easily spot fire hydrants during an
emergency.

We have reviewed the revised primary plat submitted to the Hamilton County Surveyor's
Office on August 9. 2004 for this project and have the following comments:
1. The ptOposed proje~t falls in the jurisdiction of the City of Carmel
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone~
3. This project will be a Hamilton County Regulated Drain Subdivision.
4. TIle proposed project falls in the Stultz and Almond Regulated Drain Watershed.
s. The remaining portion of the original Stultz and Almond Regulated Drain crosses
this parcel. When that section develops, the portion will be vacated but the
Stamper property must be provided an outlet for existing sub...surface drainage.
Also, arm 1 of the Stultz and Almond Regulated Drain comes across the field
from the east~ which also will need to be vacated aoross this site.
6. During design please consider using castings that are desigl1ed for hi-directional
flow in the "sag" of the streets. The acceptable castings are Neenah 3501-L2 or
East Jordan 7495-M4. The Neenah (or equivalent) 3501 TR or TL should be used
whe.n a single direction of flow enters the inlet.
