Time: 9:00 a.m. 9:00 a.m. Docket No. 12110012 DP Amend/ADLS Amend: St. Vincent Carmel Hospital Women's Health Center. The applicant seeks site plan and design approval for a 96,703 sq. ft. building addition (4 stories tall) and for a 512-space parking lot expansion. The site is located at 13500 N. Meridian St. The site is zoned B-6/Business (in the US 31 Overlay Zone) and OM/MM-Old Meridian District/Mixed Medical. Filed by Jon Sheidler of Woolpert, Inc. Dan Kloc with St. Vincent Health, Bob Hicks with Hall Render, Monte Hoover with BSA Life Structures and Jon Sheidler with Woolpert Consulting presented on behalf of the petitioner. Mr. Hoover said this project is a four- story, 93,000 square foot medical office building on the campus of the hospital. The purpose of the building is to develop an outpatient women’s center program. There is additional parking that has been created on the campus to the south, and there is a piece of property that extends to Main Street which will be developed for parking in order to accommodate this building. There will also be a connector element between the two buildings. The developer is literally placing the new building in front of the old one to create a new image on the campus. The building this will be placed in front of is the original hospital building which was built around 1985. The intended use of the building will be medical office space and will not be inpatient hospital space. The focus of the building is to support women’s health programs and will include a breast-imaging center, which will move from the old building, as well as the expansion of continuum of care for women’s health programs. This will be the largest outpatient women’s health care center in the State of Indiana when it is completed. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments. Nick Redden – City of Carmel Engineering - Letter sent. No further comments. Shirley Hunter – Duke Energy - Duke will be the energy provider for the project. Ms. Hunter provided a service request form and advised developer to have the electrician for the project to contact Duke with load information. Dan Davenport – Indianapolis Power & Light - This project is in Duke Energy’s service area. No comments. Amanda Foley – City of Carmel Engineering - The thoroughfare plan right-of-way will need to be accommodated. Ms. Foley said right-of-way for the triangular piece of property was previously worked out when the Sports Performance Center had been built. Ms. Foley said the Engineering Department would like to verify the northern storm water outlet capacity for the existing parking lot. Ms. Foley said drainage along the east side on the south part of the property needs to be accommodated back into the site, and also ADA ramps need to placed at the intersection at the proposed future right-of-way. Mr. Sheidler said the two ramps that would be located on the northwest and northeast intersections are actually part of another property. CARMEL, IN 46032 (317) 571-2417 John Thomas – City of Carmel Engineering - Mr. Thomas asked if a wetlands delineation was completed for the southern end of the site. Mr. Sheidler said this was recently completed and it showed existing wetlands along the west property line, and the stream was considered “Waters of the U.S.”, so the developer will work on a notice to indicate less than 150-feet of this will be impacted with the drive crossing. Mr. Thomas asked if the east basin, to which the proposed building will be draining, has been checked for water quality volume, and noted that the department will require two B.M.P.’s (Best Management Practices). Mr. Sheidler said since the area is already developed and there may not be enough room for typical B.M.P.’s, he would like to discuss this further with the department. Ryan Hartman – Clay Township Regional Waste District - This project is outside CTRWD jurisdiction. No comments. Daren Mindham – City of Carmel Urban Forestry - Letter sent. No further comments. David Littlejohn – City of Carmel Planning and Zoning - Letter sent. No further comments. Mr. Sheidler said regarding the 10-foot multi-use path on Main Street, this item came up several years ago when St. Vincent proposed the Sports Performance Center. Mr. Sheidler said at that time, he wasn’t sure if there was discussion of money being provided for this path in lieu of construction. Mr. Littlejohn said typically, if you are not intending to install a path, you can provide a financial commitment in lieu of the path, and the developer would need to work with the engineering department to assure that it is a fair commitment. Mr. Sheidler said regarding the department’s requirement of a five-foot sidewalk along both sides of interior streets, the developer’s interpretation is there are no interior streets in this project, but rather a long driveway. Mr. Littlejohn said since this is a long driveway, he has classified this as a street. Ms. Foley said she is not sure of the history of this being a street or driveway, but there will eventually be a public street running east and west, and the thought is there would need to be some sort of pedestrian facility to accommodate back into the site all the way to the hospital. Mr. Sheidler said they are showing a sidewalk on the east side of the drive, but based on some of the comments he’s received, the developer would need to meet full ADA requirements all the way to the hospital. Mr. Sheidler said he can discuss further whether a sidewalk is required on both sides of this driveway. Mr. Littlejohn said the requirement will depend on how the drive is classified, and even if this is a private drive, there is a chance it could be dedicated to the City at some point. Ms. Hunter said there is also a three-phase pole line up and down the west side of this driveway. Mr. Hoover asked if this was on the hospital’s property to which Ms. Hunter said she wasn’t sure. Mr. Sheidler asked if the 70-foot thoroughfare was part of a new requirement since the hospital has already dedicated 60-feet. Ms. Foley said this is the current requirement and is part of the approval of this project. Ms. Foley said the City has to have the extra 10-feet as part of the road that is planned for the future. Ms. Foley asked if the triangular piece of property was ever dedicated to accommodate the future roundabout. Mr. Sheidler said this is outside the property. Ms. Foley said there was a commitment to dedicate this property when the City needs it. Angie Conn – City of Carmel Planning and Zoning - Comments sent. Waiting for a response. 9:15 a.m. Docket No. 12110011 ADLS Amend: Coots, Henke & Wheeler and Carmel Racquet Club. The applicant seeks site plan and design approval for a building addition to the law firm and for a parking expansion at the racquet club. The site is located at 225 & 255 E. Carmel Dr. The site is zoned B-8/Business and is partially within the Carmel Drive – Range Line Rd. Overlay Zone. Filed by Dave Coots of Coots, Henke & Wheeler. CARMEL, IN 46032 (317) 571-2417 Dave Coots with Coots, Henke & Wheeler, John Albrecht with DKGR Architects, Brian Cross with Civil Site Group, and Mike Beasley with Blaze Construction presented on behalf of the petitioner. Mr. Cross said this is a unique project that involves Coots, Henke & Wheeler Law Firm combining with the Carmel Racquet Club. Mr. Cross said the law firm will be expanding their business office to the south side, or rear of the property, and at the same time, they will be expanding the parking lot for the Carmel Racquet Club by about 80 parking spaces. In addition to this, the law firm will be sharing parking in front of the Racquet Club, and there will be a transfer of some property to make it easier to share parking in this area. Mr. Cross said the goal of this project is to add parking for the law firm and offset this with the parking lot expansion to the west of the racquet club. Mr. Cross said there will be lighting improvements in the area the parking lot is expanding, as well as a new detention facility for the new parking lot. Access to Carmel Drive will not change, but the developer is proposing to widen the interior access drive from Carmel Drive into the existing racquet club driveway, since the current driveway is somewhat narrow. There are no proposed changes to the Carmel Racquet Club building, and no changes proposed to the existing outdoor tennis courts. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Some of the east portion of this drains to one of Hamilton County’s drains but the portion being renovated does not, so Carmel Engineering will be the contact for this project. Nick Redden – City of Carmel Engineering - Letter sent. No further comments. Shirley Hunter – Duke Energy - This project has not been reviewed. Ms. Hunter wasn’t aware that Duke Energy was to proceed with vacating this easement. Mr. Coots said he has a copy of this easement from 1981 when the building was built. Ms. Hunter said the only issue is the underground feed to the transformer that feeds the racquet club. Duke Energy may ask the developer to install a sleeve of conduit since they will be paving over Duke’s wires. Mr. Cross said the they have tried to maintain the existing grade or raise it, since they don’t know the exact depth of the direct bury. Mr. Cross said they can definitely install a four-inch conduit. Ms. Hunter said she it doesn’t look like the transformer is too far from the new paving . Mr. Cross said the developer has a goal of spring construction, and Ms. Hunter informed Mr. Cross to submit a service request form when ready. Dan Davenport – Indianapolis Power & Light - This project is in Duke Energy’s service area. No comments. Amanda Foley – City of Carmel Engineering - Letter sent. Ms. Foley said the existing storm water outlet on the west side going to the Fifth Third Bank property, was not accommodated on the Fifth Third Bank plans. Ms. Foley said this is located at the new drive to the new parking area, specifically there is an outlet running west and it is tied into the most southern storm structure. Ms. Foley said the developer will need to verify the hydraulic grade line that ties the pond on the southwest corner into the existing line. Mr. Cross said if anything, this project will make drainage on the site better because they are doing detention, and also because the release rate will be lower than what is there now. Ms. Foley asked developer to check existing outlet capacities. Ms. Foley said the department will require the existing thoroughfare plan right-of-way. Since this would increase the right-of-way, the department would grant a Consent to Encroach for the existing parking within this area. This would allow for future expansion of Carmel Drive, and the existing parking within the right-of-way would be examined at that time. Mr. Cross said his plans show an existing 40-foot half right- of-way. Ms. Foley said she shows the requirement as 50 feet so this would be an additional ten feet into the property, which Fifth Third Bank was required to dedicate as well. Ms. Foley said there are currently no plans to expand Carmel Drive so this should not affect the property in the short-term, but long-term it may be something the City decides to expand. Ms. Foley said the drainage on the south side of the existing racquet club will need to be accommodated back into the detention pond because there was an issue with the way this was originally constructed. Ms. Foley said this would involve the roof downspouts being increased, and also there is an opening in an Page 4 of 7 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 underground pipe that is pressurized and overflowing. Mr. Cross said anything on the west side of the building will be interrupted and routed toward the detention area, so this plan would take quite a bit of the existing condition away. Ms. Foley said Gary Duncan has indicated since the plan is increasing impervious surfaces on other parts of the site which are not being treated or detained, if the developer agreed to these measures, the department would be willing to let the new areas not be detained. Mr. Cross asked if there is an ordinance requiring these measures. Ms. Foley said the developer would need to contact Gary Duncan with questions. Mr. Cross said they are not opposed to adding detention in addition to what they have already submitted, but this may change the scope of the project. John Thomas – City of Carmel Engineering - Mr. Thomas said if there are accommodations made on the south side, he would like to be in these conversations. Mr. Thomas said he has been to the site on several occasions and there are definitely drainage issues. Mr. Cross asked why this area was an issue, due to not being familiar with the site. Mr. Thomas said because of the design, there is a small concrete basin there, and the current outlets are not up to current standards. Also, one pipe is halved off the top, and the department is not sure what the hydraulic grade lines are. Mr. Thomas said there is essentially a waterfall running off the top of the building down to the adjacent property, and even thought the racquet club has been great about addressing these issues, the department would like to look for a more permanent solution. Mr. Cross said this is outside the scope of what his team has previously done, so he will meet with his team and discuss with engineering in the future. David Littlejohn – City of Carmel Planning and Zoning - Letter sent. No further comments. Mr. Cross asked about the ten-foot multi-use path. Mr. Littlejohn said the bicycle and pedestrian plan calls for a ten-foot path along Carmel Drive so any change along this area would require this to be added. Mr. Coots said Fifth Third Bank does not have this multi-use path. Mr. Littlejohn said typically when there is continuous infrastructure in place, the department is fine with it, but would like some sort of commitment in lieu of what would be required. Mr. Cross wanted to clarify that the department wanted a dedicated pedestrian path from Carmel Drive to the buildings on site. Mr. Littlejohn said this is correct, and this would comply with ADA requirements. Mr. Littlejohn said if someone were trying to get from Carmel Drive’s sidewalk or path to the building, this would allow them safe access without having to walk in the cart way. Mr. Cross asked if bike parking would be at both buildings. Mr. Littlejohn said he only saw bike parking at the racquet club and it looked as if this was within 50 feet of the front entrance to the club. Mr. Littlejohn said bike parking at the racquet club would probably be more appropriate than at the law firm. Angie Conn – City of Carmel Planning and Zoning - Review comments sent. Awaiting response. Mr. Cross asked about landscape screening relating to HVAC condensing units. Mr. Cross said these units will be behind the building when looking from Carmel Drive and asked if this alone would make the screening sufficient. Ms. Conn said there would need to be a green wall or decorative grasses covering the units because if a person were to walk around the building, they would be able to see them. Mr. Coots asked if there was a requirement that Fifth Third Bank agree to an extension for an eventual connection between the two parking lots. Ms. Conn said the department would like to see the developer stub a driveway to a property line for an eventual internal connection. Ms. Conn said if the plans could reflect that an eventual connection will be added, the department will be flexible. Mr. Coots said there is an existing office building through which there is no connectivity. Ms. Conn said as was the case with Fifth Third Bank, that site was formerly an office building which was torn down, so things can change over time. Ms. Foley said this is not City right-of-way that would be dedicated, but rather cross access to help Page 5 of 7 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 with connectivity in the area. Mr. Cross asked if this would be a private agreement between the bank and the racquet club property. Ms. Foley said the developer could show an easement on the plans and not necessarily build the extension now, so in the future this could be built. Mr. Coots asked if this could be paved now. Ms. Foley said if the developer would like to do this, it would be ideal, but asked if the developer would be willing to pay for it since this easement would be on Fifth Third Bank’s property. Mr. Cross said he believes Duke Energy just added transformers in the area. Ms. Hunter said Duke Energy has just re-done this area twice and there are in fact underground cables here. Ms. Hunter said if the splices are paved over, and something would happen to them, they would very difficult to access for repair. 9:25 a.m. Docket No. 12110013 SP: Gray Oaks Subdivision - Construction Plans only. The applicant seeks construction plans approval for 40 residential lots on 23.8 acres. (The secondary plat will be submitted for review later.) The site is located at 14412 N. Gray Rd. and is zoned R-1/Residence. Filed by The Old Town Design Group, LLC. Justin Moffett with Old Town Design Group and Dustin Myers with Crossroad Engineers presented on behalf of the petitioner. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Amanda Foley – City of Carmel Engineering - Auxiliary lanes need to be at the City standard for length. Engineering had commented during primary plat review on road widening across the full frontage of the subdivision. Ms. Foley asked about the pedestrian facility coming off of the right-of-way on the north side of pond #2 on the project. Mr. Moffett said this is a public sitting area under the trees, and noted that this fulfills their open space requirements. Ms. Foley asked if this will direct pedestrians to the pond. Mr. Moffett said it will be located essentially at path-level. Ms. Foley said regarding drainage along the property line, there were several areas along the outside of the property where this needed to happen. On the north side, much of this drainage flows toward the east, and Ms. Foley said she wasn’t sure if something like a swale would fix this, and said the department may need more information on possible solutions. Ms. Foley said on Lot 38, there is a low-spot in this area so much of the water from the area flows towards this spot, so the department would like to make sure this water gets back into the rain garden. Ms. Foley suggested a berm as a possible solution for this, and said there have been issues with flooding in this area. Mr. Myers said the drainage calculations show that area is still conveying the water and said they will look into this further. Ms. Foley said Gary Duncan with Carmel Engineering had suggested a berm for this spot, just to be on the safe side. Ms. Foley said there is also a direct discharge on the north side of the Gray Road right-of-way and the department was hoping the developer could set a structure there. Ms. Foley said this wouldn’t capture all of the water but would get most of the swale on the north side of the entrance drive to flow into the pond. This would ensure the water is treated with at least one BMP (Best Management Practice) and the developer would need to work with John Thomas on storm water quality control. Finally, Ms. Foley said she wasn’t sure the purpose of the mulch path shown on the plans. Mr. Moffett said this was fulfilling a request made by the Plan Commission. Daren Mindham – City of Carmel Urban Forestry - One comment sent about tree preservation fencing. David Littlejohn – City of Carmel Planning and Zoning - Letter sent. Mr. Littlejohn asked what the Plan Commission had previously requested. Mr. Moffett said this was a common area, and just in case someone would decide to walk between the two ponds, that there be the appearance of connectivity. Mr. Littlejohn said this would need to be in the right-of-way, and Ms. Foley added there would need to be pedestrian facilities on both sides of the road. Mr. Moffett said he thought the discussion was regarding the area between the two ponds, but Ms. Foley and Mr. Littlejohn said they were discussing a different area. Mr. Littlejohn said the neck would need to be a sidewalk on both sides of the street and would need to be in the right-of-way. Ms. Foley said regarding the path between the two ponds, if mulch is used, it will wash away quickly, and if the pond is where the overflow routing is, a mulch path will probably contribute to the washing out. Mr. Moffett said he thinks this request came from someone looking at an overview of the site and deciding that the two ponds should be connected. Ms. Foley said this is probably something of which the department will need more information. Angie Conn – City of Carmel Planning and Zoning - The department has received the developer’s response to comments, and is waiting for revised plans. 9:35 a.m. Docket No. 12090019 DP/ADLS: Sterler Productions (Park Northwestern, Lot 8A1). The applicant seeks approval for a 10,000 sq. ft. building and parking area. The site is located at 4796 Northwestern Dr. and is zoned I-1/Industrial. Filed by Bud Snyder of Hewes Concrete Polishing, LLC, for Sterler Holdings, LLC. Bud Snyder with Used Concrete Polishing and Craig Sterler, Owner of Sterler Productions presented on behalf of the petitioner. This project is a 10,000 square foot pre-engineered, steel building with modifications to be made on site. Mr. Snyder said the original plan called for the building to be placed on the north side of the property, and due to unforeseen circumstances, the plan needed to be reversed and the building moved to the south side of the property. Mr. Snyder said the project has been reviewed through the state, and the developers are starting the entire process over again. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said a site visit would need to be done to see how the drainage will be tied together under the new entrance. Nick Redden – City of Carmel Engineering - Letter sent. No further comments. Dan Davenport – Indianapolis Power & Light - There are electrical facilities along Northwestern Drive, which is what IP&L will be tapping into for this project. Amanda Foley – City of Carmel Engineering - Comments issued. Ms. Foley said the biggest concern was the storm water would need to be accommodated with the ordinance. Mr. Snyder said he believes the engineer has completed the storm water application and will be getting that to the department shortly. Mr. Sterler said this will be a warehouse for audio and video equipment. Mr. Sterler added that Sterler Productions does shows all around the world and he just needs a place to store his equipment and run his business. Mr. Hartman said he wanted to make sure there would not be a byproduct that would be discharged into the sanitary sewer. Daren Mindham – City of Carmel Urban Forestry - The landscape plan appears to be set to approve, as long as there are no future changes.
