OCTOBER 2, 2012 DEPARTMENT REPORT
3. Docket No. 12070017 OA: Aramore PUD Ordinance Amendment.
The applicant seeks approval to amend text and exhibits for PUD Ordinance Z-495-06. (Related to Ordinance
is Z-527-09.) The site is located at 9801 Westfield Blvd. and is zoned PUD/Planned Unit Development. Filed
by Pittman Partners, Inc.
The applicant seeks ordinance amendment approval to modify the approved concept site plan, to make some
changes to the PUD ordinance text, and to add a few additional exhibits, as well as amending some of the
existing exhibits. Please view the petitioner's info packet for further detail.
The proposed maximum number of residential units on this site will be limited to 257 units (or not to exceed 12
units/acre); the prior maximum number of units was 201. Please note that the overall number of bedrooms will
be decreasing, though, thus reducing the intensity of the development.
The petitioner would like to add a new building type, referred to as a Manor Building. This would be a type of
multiple-family building or attached residential building, and will most likely include apartments, and not to
exceed 4 Manor Buildings. (Please note that the multi-family dwelling unit type is currently permitted.)
The petitioner is adding Exhibits J and K, as new exhibits. They are also amending Exhibits D, E, and H.
Exhibit B5 shows examples of two-story townhome buildings, which is an additional to the previously approved
three-story examples found on Exhibit B of the original ordinance. Also, they are amending the minimum
square footage requirements for the townhomes, since they are moving from the three-story, down to the two-
story version.
Please note that the Conceptual Plan constitutes the Development Plan and is the Primary Plat for the site, per
PUD section 14.1.A. Any further Plan Commission approvals for this project will be under New Business on
the agenda and will not require public hearings or public notice (unless there is a substantial alteration of the
concept plan).
The Forestry Dept. has all it needs for this project, regarding the landscape plan standards changes.
Sept. 18 Public Hearing -- While much public support was voiced, there were also a few topics of concern
voiced, and they are listed below:
a. Pedestrian/bicycle crossing—safety&impact on vehicular traffic.
b. Request for a traffic study.
c. Traffic & cut throughs.
d. Connection to Maple Dr. (Please view the 96`h & Westfield Subarea Plan in the Comprehensive Plan.)
e. Want for sidewalks on the existing Maple Drive.
f. Density.
g. Effect on schools.
Outstanding Planning/Zoning Dept. comments:
1. PUD Section 11.1 (page 5) — The Department would like the petitioner to add a specific driveway length,
such as 20 feet, for driveways leading up to any private garage, to ensure adequate room for a large vehicle
to park so that it does not overhang into an alley or private dnve.
2. The City Engineering Dept. will issue a memo soon, regarding the connection to Maple Drive and
regarding the Thoroughfare Plan and planning for a future east/west public street through the site.
Recommendation: The Dept. of Community Services (DOCS) recommends that the Committee forwards this
item to the Oct. 16 Plan Commission meeting with a favorable recommendation.
