While this swim `_c4 A . t i` /4.,.'''-.N.1 it Y' , c, Ili',' school is considered an educational use, it does function similar to retail or service uses due to its hours of operation and class duration. The Goldfish Swim School operates approximately between 8:30 am and 8:00 pm, is open Saturdays and Sundays, and the classes last about 30 minutes. All swimming activities will take place inside, and there is an adequate amount of existing parking. Due to the nature and operation of this school, it will be compatible with the surrounding uses. The Department is in support of this Special Use request. Findings of Fact: Special Use 1. The premise in question is particularly physically suitable for the proposed Special Use because: The building already exists, sufficient parking is available and the proposed use will be compatible with surrounding properties. 2. The Special Use will not injuriously or adversely affect economic factors, such as cost/benefit to the community and its anticipated effect on surrounding property values because: the proposed use will be compatible and complimentary to surrounding uses and therefore will not have a negative effect on surrounding properties. 3. The Special Use will be consistent with sociaUneighborhood factors, such as compatibility with existing uses and those permitted under current zoning in the vicinity of the premises under consideration and how the proposed Special Use will affect neighborhood integrity because: this use will function similar to retail and service uses permitted in the existing zoning district. 4. The Special Use will not injuriously or adversely affect the adequacy and availability of water, sewage and storm drainage facilities and police and fire protection because: all utilities are currently in place, the footprint of the building will not be changing, and no site work is being done. 5. The Special Use will not adversely affect vehicular and pedestrian traffic in and around the premises upon which the Special Use is proposed because: all parking, sidewalks, and roads are already in place. Also, due to the nature and operation of this use, it will function similar to uses permitted in the zoning district and so will not have a greater impact than most other permitted uses. Recommendation: After any questions and/or concerns have been addressed, the Department of Community Services recommends approval of Docket No. 12120001 SU.
