AUGUST 7, 2012 DEPARTMENT REPORT
3. Docket No. 11100022 DP/ADLS: Gramercy PUD (Mohawk Hills Redevelopment).
The applicant seeks site plan and design approval for a multifamily residential infill and renovation project on 116.4
acres. The site is located at approximately 751 E. 126`n' Street, at the southwest corner of 126"'St. and Keystone Pkwy.
The site is zoned PUD/Planned Unit Development. Filed by Matthew Griffin of Buckingham Companies.
The Gramercy PUD rezone was approved in 2006 with a conceptual site plan and conceptual building renderings, under
Plan Commission docket no. 05120025 Z and City Council ordinance Z-493-06. (This PUD is included in the info
packet/binder.) Today, the applicant seeks site plan and design approval for a different concept,for a multifamily
apartments infill and renovation project on 116.4 acres. A few townhome buildings will also be a part of this project, as
well as an amenity building with some retail uses. The dominant architectural themes will be Federal, Greek revival, and
Georgian. There will be 4 `neighborhoods' within this development,each with their own clubhouse: The Crossing,The
Commons,The Mills, and The Ponds. Building heights range in size from one to four stories tall.There will he about 58
new buildings and about 43 renovated buildings,for a total of 1,276 dwelling units. The Plan Commission will have to
review the architecture, site, design,lighting, landscaping, and signage for this whole development, which we call Phase
I. Then,Phase II will be a future development at the northwest corner of the parcel,to be reviewed at a future date, and it
is not part of this petition today. Please view the petitioner's past info packet for more detail.
Re-cap of Dec. 20,2011 Public Hearing: Many public comments were made(These are documented in the meeting
minutes). Most of the people that spoke were residents of the current Mohawk Place Apartments that are being affected. A
plethora of topics was discussed: traffic,the original PUD plan,the TIF district,number of kids &affect on schools,fear
of displacement,parking space numbers,and more. The Plan Commission asked that perspective building renderings
be drawn up,that show the proposed buildings from the perimeter of the site. They also asked that the petitioner compare
and contrast this current proposal against what was proposed in 2006.Lastly, the Commission asked that a representative
from the City Engineering Dept. be present at one of the Plan Commission committee meetings.
Re-cap of March 20,2012 Public Hearing: The public hearing was left open. Several members of the public voiced their
concerns about the project. Some items of concern were: proper buffers to the residential areas to the west,crime, density,
traffic, the Keystone Pkwy access point,and speed of traffic along 126`i'Street. Plan Commission members also had a
few concerns of their own: the Keystone Pkwy access point, needing a current traffic study, construction traffic, approval
from Carmel/Clay schools,creative buffering,needing details on the retail component and details on things like railings,
dentil moldings, balconies,etc.
The item was forwarded to the Subdivision Committee for further review.
Re-cap of past 3 Committee meetings: There was discussion about the landscape plan and buffers. The landscape
architect was present. There was also discussion about the bicycle&pedestrian plan, along with comments about the
locations of the bike paths and the sidewalks and how the site is connected. A representative from the firm doing the
traffic impact analysis was also present to explain traffic flow and the proposed upgrades. There was some discussion
about PHD ordinances and how the Commission has the job of looking at all aspects of this current DP/ADLS proposal to
make sure it meets the development standards of the Gramercy PUD ordinance. There was discussion about the proposed
architecture and compliance with the PUD's Exhibit G(Gramercy Design and Development Standards. There was also
some discussion about access to Keystone Pkwy and the fact that a new traffic study will be done. Also,the petitioner
gave a brief update about their commitment modification proposal that is at the City Council level.
DOCS staff comments for the Petitioner:
1. The petitioner will submit an ADLS petition for Signage review/approval at a future date.
2. The petition is working with the City Forester to gain final approvals within the next week or so.
3. The petitioner is working to address the Alternative Transportation Coordinator's comments.
4. The Engineering Dept.met with the developer and reviewed the submitted traffic study, as well as the access and
connectivity through the site. The traffic study looks accurate,and they have no issues with what is presented. The
proposed connections to the site are acceptable,including the proposed right-in/right-out off of Keystone Pkwy.
Recommendation: After all comments/concerns are addressed,the Dept of Community Services (DOCS)recommends
that the Committee votes to send this item to the Aug. 21 Plan Commission meeting with a favorable recommendation.

The applicant seeks primary plat approval for 41 residential lots on 23.8 acres. The site is located at 1 412 N.•
Gray Rd. and is zoned R 1/Residence. Filed by The Old Town Design Group, LLC.
This item is tabled to the Sept. 4 Subdivision Committee meeting.
