Docket Nos. 04070035 Z and 04070036 DP/ADLS: Mon The applicant seeks to rezone approximately 4 acres from B- d B-3/Business Classifications within the Old Town Character Sub-area to PUD-Planned Unit Development and create a live-work development. The site is located at 320 West Main Street. Filed by Jim Shinaver of Nelson & Frankenberger for Eden Land Company, Inc. The applican.tisrequesting a favorable recommendation from the Plan Commission to rezone the subjectproperty from the existing B-l/ and B-3/Business Classifications within the Old Town Character Sub-area to PUD-Planned Unit Development to provide for the construction of "for sale" multi-family housing units incorporating a number of live/work units along Main Street. Please see the information packet for an overview of the proposaL The applicant has provided a Preliminary Development plan and specific building elevations for review by the Commission at this time. As referenced in the language of the PUD these represent a commitment to construct the site in the illustrated manner (site layout, architectural materials, landscaping, etc.). If approved by the City Council this proposal would not return to the Plan Commission for additional site design r architectural review. To that end the applicant has been very responsive to requests made regarding the layout of the site including adjusting the location of3rd Avenue as it crosses the site and further modifYing the building elevations based on input from the Carmel Redevelopment Commission. The applicant!";b.ouldbe prepared to discuss the added modifications at the Commission meeting next week and share further refined elevations and site design with the Subdivision Committee at their October 5th meeting. Specifics regarding improvements within the right-of-way should be presented the form of written commitments at that time as welL The area north of Main Street and west of the Monon is planned for both residential and commercial uses. The proposed PUD exemplifies the type of product envisioned under the efforts made in planning the Old Town District Overlay. The Department encourages a mix of residential and commercial uses along this segment of Main Street. The Department recommends that this item be forwarded to the Subdivision Committee on October 5th for further discussion. PCR,2004-0921
