I was speaking with Sarah Lillard, and she recommended I touch base with you on an idea we have for our 4/8/2008 Page 2 of 2 subdivision. Although development and sales in this community have been going well, we've hit somewhat of a wall with our smallest floor plan, the DaVinci. It is only 1,386sf and has turned out to be the least desirable unit within the community primarily based on size, and as a result we have a considerable amount of spec inventory of this product in Phase I (east of 3 rd Ave.). We have been extremely successful with our mid -range floor plan, the Rembrant which is 1,712sf, and therefore wanted to run an idea by Carmel. As we get into the building season here in 2008, we will be moving forward with building in Phase II (west of 3 rd Ave.) very soon and are interested in converting several DaVinci units into Rembrants. The Rembrant unit is 5' wider than the DaVinci, so each building would have to be widened 5' or 10' to accommodate either one or two conversions. We currently have our engineer revising a plot plan to determine how many conversions the site can handle, initial indications are that four or five units could be converted, effecting three or four buildings. So, ultimately I'm emailing you and your department to get an initial opinion on the idea of making this change, then also asking for your help in what the process may be for Carmel to consider this for approval, be it re- platting, re- submitting revised subdivision plans, etc. I appreciate any feedback or help you can offer. I would also welcome a meeting to show you the revised plot plan with proposed building /unit changes. Nothing architecturally would be changed. I need a copy of the PUD and a Tree Preservation Plan. I have made some suggestions about changing the driveways making them more interior drives to save on the green space on the perimeter. The main street is classified as a Residential Parkway with a fifty feet (50') right-of-way requirement. There is a planned roundabout at 4111 Avenue SW and Main. Weare looking at a seventy feet (70') radius circle centered on that intersection. Will this be platted? No it is condos. City anticipates improving Main Street across the frontage of this development. These improvements may include, two westbound traffic lanes, a-cellld-cell. tapers at the Main Street entrance, and on-street parking. The City expects the developer to participate in these improvements. We would like to get together with you to determine the best way to meet these improvements. Detention facilities will be required to be lined. Please contact Carmel Utilities for details regarding the wellhead protection zone and acceptable lining materials. Also we ask for the pavement to have wellhead protection features according to the attached detail and at locations dictated by the Utility Department." Please provide confirmation that Carmel Utilities is satisfied from the wellhead protection standpoint as it relates to the proposed detention facility. PROJECT COMMENTS 13. Site Plan . Comment on previous review: "Please indicate sawcut and removal limits for street cuts within the City right-of-way and add notes for removal and replacement to be in accordance with the Department Standard Street Cut Patch detail!" Although the City is designing and constructing the road and streetscape of Main Street, this project will not include providing utility connections for the development. The sanItary sewer demolition and connection will likely be conducted ahead of the road project and must be indicated on the plans and on the exhibits submitted for Board of Public Works and Safety approval, which will be required for these cuts and any other street necessary to provide utility service to this development. Based upon additional review, the City provides an additional comment: I. Please add the note: "ALL-SUBSURFACE DRAIN SHALL BE DOUBLE WALL HANCOR HI- Q OR EQUIVALENT" in the vicinity of the subsurface drain detail on Sheet CI 0.0. 2. For all paving operations oOrd Avenue NW and 151 Street NW, the 2005 paving policy shall apply to this project. All notes, specifications, and details rieed to be revised in accordance with this policy. The language of the policy needs to be added to the specification sheet. 3. Outside of the Main Street Right of Way, hatching needs to extend to the curb line. The hatching within the Main Street Right of Way may be indicated as required to provide adequate access. 9. The current DLZ plans were based on the old design by MSE for 3rd Avenue that sloped one way. These plans are being updated. 11. Sheet C3.0, Grading Note 5: Add the following: "City standards shall apply for installation within the right-of-way." 12. Sheet 3.0 and 4.0, please remove all of the notes under the title INSTALLATION WITHIN EXISTING AND PROPOSED CITY RIGHT -OF- WAY and ensure a detail for installation of water, sanitary, and storm within the City Right-of-Way that is in accordance with the City Standards is on detail sheets. 13. The Department requires that all installations \vithin existing and proposed City right-of-way and recommends that all private installations. confoml \vith the follo\ving minimum cover requirements: "For installation of Stoml Mains, Water Mains, Sanitary Mains, "Vater Service Laterals, Sanitary Service Lat~rals under City streets, regardless of the jurisdiction of the utility, the minimum cover from the top of the installed pavement to the top of the installed pipe shall be the pavement section thickness (all bituminous and aggregate material above the subgrade) plus 1-0". If the standard practice of the utility that has jurisdiction over the installation has a more stringent cover requirement, the more stringent r~quirement shall govern." Structures 1 05, 107, 109 and 117 are within City right-of-\vay and do not.have the requisite cover. 20. The Department requests that any general or plan notes, details, or specifications be revised or added to appropriate sheets to acconmlodate the following requirement for installation \vithin existing and proposed City right-:-of-\vay. The Department assunles that the storm system \vi11 be a private system, but recommends that ,the entire storm system be constructed to meet the follo\ving requirements to facilitate future acceptance by the City: "Bedding, haunching, and initial backfill for all RCP ii1stallation~shall beB-Borro\v for Structure Backfill meeting the material requirements of the INDOT. Bedding shall be placed in the trench bottom such that after the pipe is installed to grade and line, there ren1ains a 4-inch minimunl depth of n13terialbelow the pipe barrel and a minimunl of 3-inches below the bell. For pipe sizes 66-inches and larger, the minimum depth of material below the pipe barrel shall be 6~inches. Haunching and initial backfill shall b,e compacted in 8-iJlch n1aximum lifts to not less than 90% Standard Proctor Density for the entire depth of the nlaterial placed. Is there any retail or commercial development included? 12. Main Street is classified as a Residential Parkway on our 20- Year Thoroughfare plan with a right of way requirement of 50-foot half, 100-foot total. The plans indicate a proposed 45-foot half right of way. As you are aware, there is a planned roundabout at 4th Avenue SW and Main Street. The City requests the dedication of right-of-way to accommodate this roundabout. The right-of-way shall be a 70-foot radius circle centered on the intersection of 4th Avenue SW and Main Street. 13. Will this development be platted? 14. The City anticipates improving Main Street across the frontage of this development. These improvements have yet to be determined, but may include t\vo westbound traffic lanes, acceleration/deceleration tapers at the Main Street entrance, and on-street parking. The City expects the developer to participate in these improvements. The City would like to meet with the developer to determine the improvements that best meet the needs of both the development and the City. 15. Will the interior streets be dedicated public right of way or \vill they be private? If the streets will be private, it is also our assumption that the storm drainage system will also be private. 16. There are no drainage and utility easements indicated. Assume these will be included on future detailed construction plans? 17. Please identify and dimension 3rd Avenue NW apparent right-of-way lines. Will additional right of way be dedicated for 3rd Avenue?
