' Do'ck~t No. 04080042DP Amend/ADLS: Kentucky Fried 'Chicken/Long J'ohn Silver's, The applicant proposes to construct a fast food restaurant building. The site is located at 1331 S. Range Line Road. The site is zoned B-8/Business. Filed'by Ryan Oyster of the GPD Group. The ~pplicant is requ'esting approval'ofa Development Plan and ADLS for the construction ofa restaurant at 1331 South Range line road. ,Please see the informational packet-prepared by the applicant for an overview of the site. This proposal will involve the demolition of the existing Kentucky Fried Chicken building on the subject parcel and the construction of a new building that is to be occupied by KFC as well as Long John Silvers. The Department has worked with the applicant to provide the Plan Commission with a site layout and building elevations that come closer to the standards as proposed under the Carmel Drive Range line Road Overlay. The proposed building is not two stories but will have extended height that.will provide for a taller appearance along Range Line Road. Several variances are proposed which will allow for the r~development of this site under' the existing ordinances. The variances are related to building setbacks, parking setbacks, and signage. The Department is in support of the variance requests subj ect to some minor modifications' outlined below: 1. , The Department would like the building elevation returned to the height of 28' as illustrated in the elevations filed' with the application (this incluqes the south side vestibule). No other building modifications are requested to the current elevations. 2. . The proposed ground sign should be modified to p~ovide the following: a. Change brick beside the sign face to match building brick. b. ,Provide separation of two signs down the middle of the sign'face with a minimum of on~ row of building brick. This will not be counted against sign area. c. Change sandstone cap below sign to storie band across 'entire sign structure. d. Provide a cap to the sign consistent with building EIFS parapet detail. 3. Callout the gate materials on the dumpster enclosure. Wood or solid metal panel is requested. A mesh' fence material is not acceptable.T4e height of the enclosure should also be illustrated and should be a minimum of one foot taller than any proposed du~pster. We would also request the same wainscot brick and stone band detail be followed to compliment the building detailing. 4. The menu signs sh'ould be modified to only have the brick base and sandstone cap below the sign boards. The Department recommends that this item be forwarded to, the Special Studies Committee on November 4th for further discussion. PCR-2004-1019
