The applicant seeks the following Use Variance and Development Standards Variance approvals to allow a one
story retaiUservice use to comprise of 100% of the gross floor area of the building:
Docket No. 12120004 UV ZO Chptr. 23B.05.02: Retail and service uses maximum 15% of GFA
required, 100% requested.
Docket No. 12120005 V ZO Chptr. 23B.08.03(A)(1): Min. Bldg Height: 38 feet and 3 t7oors
required, 1 floor requested.
The site is located at the northeast corner of Main Street and US 3 L It is zoned B-6Business within the US 31
Overlay Zone. Filed by James Browning on behalf of Meridian 131, LLC.
James Browning with Browning Investments, Michael Balay with Balay Architects, and Linda Lohmiller with
IPL presented on behalf of the petitioner. Mr. Browning said this property is approximately 3-acres and has
existing drainage for this project. This property was purchased from the City of Carmel. Mr. Browning said the
state has reconfigured the interchange for the US-31 project, which has taken 10-feet off the existing right-of-
way, and has forced this building back 10-feet. Since there is a three-story requirement in the Meridian Corridor,
a variance is desired to avoid the building having to be built thin and tall.

- Ms. Clark asked if gas would be used in the building. Mr. Browning said this would depend on the
customer's preference. Ms. Clark said if the customer desired gas to be available in this building, there is a

- No objections to the variance. Ms. Hunter said there is another engineer at Duke who will be handling the
highway project.

9:15 a.m. Docket No. 12120015 ADLS: The Seasons of Carmel (Aramore PUD).
The applicant seeks site plan and design approval for a 14-building multifamily residential development
comprising of townhomes and apartments. The site is located at 9801 Westfield Blvd. and is zoned PUD/Planned
Unit Development. Filed by Pittman Partners, Inc.
Nick Churchill with Pittman Partners, Alen Fetahagic and Brad Schrage with Structurepoint, Alex and Rex
Barrett with Barrett & Stokely presented on behalf of the petitioner. This project is 256 units on 21.46 acres.
There are 14 buildings and 4 stand-alone garage buildings.

this project.

Shirley Hunter — Duke Energy
- Ms. Hunter requested an AutoCAD of the approved site plan. Ms. Hunter asked when this project would
be started. Mr. Churchill said this will have an August or September target start date. Ms. Hunter asked if
this is the same project as Aramore. Mr. Churchill said the name has changed. Ms. Hunter said she will
need the apartment details for each building, including the specific square footage divided out by unit. Ms.
Hunter asked if the building in front will need single-phase service. Mr. Churchill said this will be an
extremely large building and he can't speak to what type of service will be needed. Ms. Hunter asked if
these will be combustible or non-combustible walls. Mr. Churchill said he was not sure at this rime. Ms.
Hunter said the clearances for Duke's equipment have changed, so before an energy design is created, this
information is required.

9:30 a.m. Docket No. 12120016 DP/ADLS: Butler Hyundai Development at 96`h/Randall.
The applicant seeks site plan and design approval for a 37,500 sq. ft. car dealership building, 2 outlots, and
Randall Bypass road. The site is located at approximately 4200 E. 96`" St., west of Randall Dr. The site is zoned
B-3Business and partially lies within the Floodplain & Floodway Districts. Filed by Timothy Ochs of Ice Miller,
LLP, on behalf of 4148 96`" St, LLC.
Jim Adams and Buzz Wissinger with Development Group, and Alen Fetahagic and Brad Schrage with
Structurepoint presented on behalf of the petitioner. Mr. Wissinger said this project is a 37,000 square-foot car
dealership with a couple of additional out-parcels and includes the relocation of existing streets to improve access
to the neighborhood to the north. Mr. Wissinger said the developer has completed the engineering drawings for
the site. There has also been a flood study completed. The developer has filed the flood study with the
Department of Natural Resources and comments are expected in the next week. There has been a storm-water

detention pond created in accordance with the City's requirements. Once approval is gained from the DNR, the
developer will apply for a letter of map revision. Mr. Wissinger said the enrire site is about 20-acres, and this
project is only affecting the southernmost 10-acres. Mr. Wissinger said one of the biggest issues that has been
discussed with the Carmel Engineering department is the relocation of Randall Drive, so it intersects with the
traffic signal that is currently in front of H.H. Gregg. Mr. Fetahagic said the developer has been working closely
with the Engineering Department on the correct alignment of this street.

around the end of May. Ms. Clark asked if this project would require natural gas, and Mr.
Wissinger said it will. Ms. Clark said this will require a main extension.

developer will eventually submit plans to demolish this house.
