Docket No. 12110001 ADLS Amend: McAlister's Deli – Merchants' Pointe, Lot 3 (former Longhorn Steakhouse). The applicant seeks design approval to modify the building exterior, add outdoor seating, signage, and supplemental landscaping. The site is located at 2355 E. lle St. and is zoned B- 8/Business. Filed by April Hensley of Leech - Hensley Architects, Inc. Present for Petitioner: April Hensley, Leech - Hensley Architects; Charlie Hensley, CEO, Mclndy Ventures; and Sean Curran, architect Overview: • Moving existing business within Merchants; Pointe to former Longhorn Steakhouse • Building footprint will not change • Changing exterior of structure to look more like McAlister's proto -type • Changing existing woodwork to EIFS & will focus on front facade • Backs of Parapet Walls will be similar to the front & sides • Working with staff on signage location on spandrel panels • Also working with staff regarding visibility of rooftop equipment – will be screened from view • Landscaping —will work with Daren Mindham to revamp and relocate • Outdoor seating proposed in northwest corner Dept Comments, Rachel Boone: • Most all concerns addressed • Proposed changes will make bldg look slightly different -- aluminum louvers will make bldg look more square; pitched roof • Entry elements will also make it look more cohesive 1 December 04, 2012 Special Studies Committee Meeting • Petitioner is allowed three signs • Signage is workable as proposed & will enhance bldg • Existing landscaping must be moved to accommodate new patio — urban forester will work with petitioner • Parking is OK — no variance required • Dept is in support and recommends approval Committee questions /comments: • Elevation does not show outdoor seating — under roof? (No cover; only tables & chairs with umbrellas) • Seating capacity? (65 persons, approximately the same) • Reason for move? (more parking & greater visibility) • Suggest curb height be raised to protect outdoor dining area • Rooftop equipment MUST be blocked from view • Landscaping: Suggest petitioner NOT plant trees in front of signs that would interfere with visibility at tree growth • Bike racks? (Staff has requested — current ordinance requires -- 6 bike spaces for parking — petitioner will locate a place to install) Motion: Woody Rider to approve Docket No. 12110001 ADLS Amend, McAlister's Deli — Merchants' Pointe, Lot 3 (former Longhorn Steakhouse) conditioned upon final approval by DOCS Staff regarding screening of rooftop equipment from visibility and final landscape plan by Urban Forester, seconded by Alan Potasnik, Approved 5 -0 2. Docket No. 12030014 DP: 9800 N. Michigan Rd. 3. Docket No. 12030016 ADLS: Dunkin Donuts, C -Store & Gas Canopy. The applicant seeks site plan and design approval for two multi -tenant buildings & fuel canopy on 3.56 acres. The site is located at 9800 N. Michigan Rd. and is zoned I -1 /Industrial, within the US 421/Michigan Rd. Overlay Zone. Filed by Brad Walker of H & H Restaurant Mngmt. Note: Items 2 and 3 were heard together Present for petitioner: Jon Dobosiewicz, Land Use Professional with Nelson & Frankenberger; Brad Walker, H &H Restaurant Management; Brad Smith, Project Architect; Jim Shinaver, Nelson & Frankenberger; Erid Gleissner, Project Engineer, Civil Site Group Overview: • Response to comments in Dept Report • Site plan revised o Bike rack location moved to northeast corner of bldg o Adjacent sidewalk connection to street also relocated to the south for pedestrian safety o Three parking spaces at far north end of site adjusted so that crossing behind vehicles to sidewalk is not an option • Dry detention area now irregular shape, proposed plantings are all grasses for natural, less engineered look 2 December 04, 2012 Special Studies Committee Meeting • Traffic flow – site plan shows adequate tanker truck access for deliveries & turning movements • Adjacent property owner to north is aware of future connection that can be seen behind the commercial bldg; petitioner proposes a 25 foot wide cross - access easement for future driveway connection to parcels to north and south – there is no receiving drive to parcel to the north • Speed Humps – provided between two landscape islands plus one at north & south ends • Two primary entry elements projected from north facade • Signage is in compliance with Ordinance • BZA approved one variance for sign facing Michigan Road • Gates are now metal rather than wood • All brick masonry bldg rather than EIFS & brick • Dunkin' Donuts logo will stand out from bldg facade – will not be difficult to see • South elevation has pick -up window; metal is painted metal to match receiving door • Three windows on north side of bldg • Petitioner has met with CWIC2 who is now supportive of the bldg • Utility meters & other equipment concealed behind bldg elevation • No signage proposed on service canopy – brand of gas is BP • Site signage: tenant sign & ground sign – elected to use standards from new sign Ordinane • Will need variance for tenant sign located next to street – preference is for two signs to flank entrance, one on north, one on south – petitioner as yet undecided • Request positive recommendation to full Commission Committee Questions /Comments: • Committee willing to grant petitioner use of BP color green on canopy • Canopy internal/external — non - illuminated, color is printed on panel, lighting on fascia • Only lighting is recessed, soffit lighting • Color to match metal coping on building? (no, cannot match – it is pre - manufactured) • Recommend eliminating speed humps, since not connecting to connector road • Recommend using aluminum with baked -in color • Recommend variance for the sign • Tenants in commercial bldg? (possibly wireless companies, dry cleaners – a business that would fit "stop & gas up) • Gas pricing sign? (on south side of entrance) Dept Comments, Rachel Boone: • Pet has supplied Traffic Impact Study to State, petitioner to submit email copy to Dept • Petitioner to supply copies of approval for two curb cuts from INDOT • Access for outdoor sales area? (access via sidewalk; petitioner to make certain doors are not open all the time – if sign is added, it is not to exceed three square feet • Buildings now meet maximum 120 foot setback • Petitioner to decide whether or not to seek a variance for directory-type sign • Dept asks that petitioner relocate main ground sign to alleviate prolific signage at entrance • Request signs at entry have more separation • Petitioner has been workable with Dept • Dept recommends favorable consideration 3 December 04, 2012 Special Studies Committee Meeting Motion: Woody Rider to forward Docket No. 12030014 DP, 9800 N. Michigan Road and Docket No. 12030016 ADLS, Dunkin' Donuts, C -Store & Gas Canopy to the Plan Commission with a favorable recommendation, conditioned upon a variance from BZA for two signs, making gas pricing numbers changeable from the inside, removal of speed humps, color green canopy, non - illuminated, no logo; motion seconded by John Adams, Approved 5 -0.
