FINDINGS OF FACT - DEVELOPMENT STANDARDS VARIANCE
Docket No.: 12020023 V, Rangeline Crossing (formerly The Centre) Reduction in Number of Parking Spaces
Petitioner: KRG Centre, LLC
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
the variance will allow the petitioner to continue redevelopment and revitalization of an existing retail
center that suffered from reduced occupancy due to the relocation of a former anchor tenant. The
reduction in the number of parking spaces will not be injurious to the public health, safety or morals of the
community because the tenant composition consists of tenants that will utilize parking at different peak
times. Additionally, the redevelopment will improve the general welfare of the community by enhancing
the value of the property.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the variance will allow for the continuing redevelopment of the property and the enhanced appearance
and operation of the retail center which should increase in the value of the property; all of which will
enhance the use and value of the area adjacent to the property.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
the strict application of the Zoning Ordinance, specifically certain provisions of Chapter 23F - Carmel
Drive -Range Line Road Overlay Zone related to parking and the required number of parking spaces under
Section 27.08, will have a detrimental impact on the leasing of the retail center to a variety of tenants
which will result in practical difficulties in the use of the property.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket No.
12020023 V is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by
reference and made a part hereof.

STATEMENT OF VARIANCE
1. Development Standards Variance for Parking
In connection with the partial redevelopment of Rangeline Crossing (f/k/a The Centre)
retail center located at the northwest corner of the intersection of Range Line Road and 116t''
Street. KRG Centre, LLC and its affiliate Kite Realty Group (collectively referred to as "Kite ")
are requesting a variance to reduce the required parking spaces at the retail center. The Carmel
Drive — Rangeline Road Overlay Zone contemplates greater density and less open parking areas.
The redevelopment of the retail center is attracting new tenants; however, the composition of
existing and incoming tenants will utilize parking at different peak times, thereby spreading the
demand for parking at this center more evenly over the hours of the business day and obviating
the need for the number of parking spaces required by the zoning ordinance.

STATEMENT IN SUPPORT OF VARIANCE
1. Development Standards Variance for Parking
In connection with the partial redevelopment of Rangeline Crossing, Kite is requesting a
development standards variance to decrease the required parking. The Carmel Drive — Rangeline Road
Overlay Zone contemplates greater density and less open parking areas. This variance is necessary in
order to attract and accommodate new tenants to the redeveloped retail center. The parking demands for
the composition of existing and incoming tenants will be compatible because the mix of tenants will
utilize parking at different peak times during the business day.
