Docket No. 12120003 Z: C -1 Rezone, Arby's /Party Time /Langston Properties The applicant seeks to rezone 6 properties from B -3 /Business and I -1 /Industrial zoning, within the Carmel Dr- Range Line Rd Overlay, to the C -1 /City Center zoning classification. The properties are located at the northwest corner of Range Line Rd. and Carmel Dr. Filed by the Department of Community Services, on behalf of the Carmel Plan Commission. NOTE: A suspension of the Plan Commission's Rules of Procedure will be necessary to hear the above item. The 25 -day public notice requirement was met with respect to newspaper publication and Certified mailings; however, public notice signs were placed 19 days prior to the public hearing. The City of Carmel is petitioning to rezone several parcels located at the NW corner of Carmel Drive and Range Line Road to the C -1 /City Center District, as established in Chapter 20E of the Carmel Zoning Ordinance. The subject properties are currently zoned B -3 /Business and I -1 /Industrial within the Carmel Drive /Range Line Road Overlay Zone. A map of the subject parcels is included in on the back of this memo. More specifically, the properties' addresses are: 1. 1132 S. Range Line Road (Langston Offices — includes 4 2. 1212 S. Range Line Road (former Party Time Rental) 3. 1224 S. Range Line Road (Arby's) parcels of land) B -3 /Business 1 -1 /Industrial B -3 /Business In requesting this rezoning, the City considers the following: Land Use Goals. Allow residential and business to co -exist in a mixed use environment. Although the Carmel Dr - Range Line Overlay would allow for residential where I -1 /Industrial would not otherwise permit residential, keeping a split zoning could be problematic if the properties redevelop. The Arby's site functions well for its current use; however, due to its small size, is unlikely to redevelop without coordination with surrounding property. Approval Process. So that review efforts are not duplicated between the PC and Redevelopment Commission, the C -1 /City Center District establishes the Carmel Redevelopment Commission as the lead the review and approval body.
