ATTN: Bud Snyder 6519 Constitution.Drive Fort Wayne, IN 46804 VIA E-MAIL: budsnyder@hev'esconcrete.com RE: Sterler Productions Dear Mr. Snyder, We have reviewed the revised civil construction plans submitted to the Hamilton County Surveyor's Office on November 20, 2012, for this project and have the following comments: 1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Cannel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Park Northwestern Regulated Drain Watershed. 4. All storm sewers on this lot are part of the Park Northwestern Regulated Drain. 5. Park Northwestern is master planned for storm water detention,but drainage calculations are unavailable to determine pipe capacities. The regulated drain system should handle the discharge from the development of this site in a smaller storm event;but the system likely will back up and take longer to drain in the more intense storm events we have experienced in recent years. 6. Please submit an outlet permit for the direct discharge to the Park Northwestern Regulated Drain. The application is available at Surveyor's Form Page. This will be for 2 outlet connections to the storm system along the west property line. 7. Please submit a Non-enforcement of Drainage Easement on Individual Tract request for the easement reduction on the Park Northwestern Regulated Drain. The application is available at Surveyor's Form Page. Along'with this, please submit a legal description and drawn exhibit for a 20 foot Regulated Drain Easement along the north property line of this parcel, from the ROW line to the easement along the west property line. Also, what is the source documentation of the 15 foot easement along the ROW, as it does not appear to be per the plat for Park Northwestern? 8. The proposed plan will be reconstructing part of the Park Northwestern Regulated.. Drain,which will require a 52.0 Drain Petition be submitted to our office, along with an engineer's estimate and a performance bond for 120% on the estimate, to cover the work. The work on this part of the drain will need to be completed to HCSO Standards and inspected by our office. The petition is available at Surveyor's Form Page. As-built drawing will also be required after completion of the regulated drain work. 9. Please add HCSO Standard Detail D-18. The casting for the inlet will need to be appropriately sized for the box structure and comparable to HCSO Standard.Detail CT-6. An end section will need to be added to the culvert under the entrance, either concrete with toe anchor or metal with anchor flange. 10. The invert of the culvert under the entrance needs to be dropped to 885.0, to allow the proper depth for water flow from the south. The roadside ditch should be regraded at 1.0% across the property frontage. 11. The easement along the west property line is drawn correctly per the recorded plat for Park Northwestern,but labeled incorrectly at 40'. The easement width per the plat is 45', so please correct the text label. 12. No landscaping will be permitted in the Hamilton County Regulated Drain Easements, per Indiana Code 36-9-27-33. 13. The trash dumpster enclosure will be covered under the drainage easement non- enforcement request,but will be subject to removal by the property owner at our request or our contract should the property owner fail to remove the enclosure, if we need access to the easement or must perform maintenance of the regulated drain. 14. Please submit revised construction plans after all TAC agenda comments are addressed, along with the requested permits applications from above. I am not sure how the landscaping requirements were enforce before that or if there were any! The proposed facility is a 11,990 SF pre-manufactured non-sprinkled metal building consisting of warehouse,production,and office spaces. The wood framed office space includes a partial mezzanine level. The facility has been released by the State of Indiana, project number 360246 on 09/19/2ou and meets all building and fire codes. The street facing facade consists of brick,glass,and metal siding, while the other 3 facades are entirely metal siding. The structure has a single sloping roof with the high eave at 20'-0" above grade.
