Comes now 1301 South Rangeline Road, Development Plan, Architectural Design, Lighting and
Signage Application. The applicant proposes a new commercial building and associated signage.
Tt~e site is l~)cated at 1301 South Rangeline Road. The site is zoned B-8/Business. We are going
to demo the original 11,000 square feet develop on the northwest quad. This will be mixed use
professional offices and restaurants with a proposed drive-thru from the south with an outlet to
the east.
DeBoy: We would like info on transformer placement from Cinergy. We would like to get
together on the specs for the Carmel Drive Streetscape.
Duncan: We have comments ready.
DeBoy: We show fifty feet (50') right-of-way and Engineering says it is forty-five (45)? I
looked at the plans along Rangeline it shows forty-five (45) and DOCS is
requesting fifty-five (55). What is the right-of-way?
Dobosiewicz: Is the building angled?
DeBoy: The right-of-way angles. We will be addressing the parking after we get your
comments.
Dobosiewicz: We asked for the right-of-way for a future dedicated right mm.
DeBoy: What is the timeframe?
Duncan: None yet.
DeBoy: What about the path?
Dobosiewicz: We will use a sidewalk here.
DeBoy: You requested a traffic study?
Dobosiewicz: Not traffic study but turrfing movements at the entrance of your site on Rangeline.

DeBoy: Limits of demolition to the west and north are to the back of curb other than the
ornamental gate at the intersection. The outside limits to the south and east are
limits of the parking lot.

Dobosiewicz: Identify the fence on the Construction Plans. Convey to D. Coots we will be
looking for dedication commitments on the right-of-way. Transfer the landscaping
to a set that shows the rights-of-ways. Make sure you have the traffic study with
you so you are not held up in Plan Commission. We would want to see this plan
dashed in of how it could connect with the site to the south and provide on the
Development Plan a cross access easement for future redevelopment.
Hoyt: Two story?
DeBoy: Multi-story but not a full two story.
Hoyt: We may n~ed an additional Fire Hydrant at the connection or within fifty, feet
(50') of the hookup.
DeBoy: East of the drive up?
Hoyt: Yes.
South: Storm Water Prevention Plan is still nnapproved.
DeBoy: Southern most manhole is the location we think we will use. We can use a
separator if necessary and most cost effective.
South: Look for areas you can use for Storm Water Quality.
Brewer: Comments for you, I will pass them down. Areas on the east side of the White
Pines save those but the bushes to the south need to go. Like J. South said maybe
you can use the courtyard to help with storm water. Work with the Bank on that m
integrate landscaping on the south side. Species and graphic details we can talk
about later. Planters will work but consolidate make small larger and relocate.
Beef up landscaping on the Carmel Drive and Rangeline sides.
Dobosiewicz: Turn curb out on site plan and add spaces wider for the two lanes then it will not
interrupt you if the change comes. It was my understanding that it is two stories
4,000 square feet up and 11,100 square feet down that meets the parking needs.
Our support of the Variance is necessary to pull this building to the street are
contingent upon providing some portion of second story occupyable space, that
needs to be passed on to D. Coots. Provide to us a sketched drawing of the site
showing a building with required parking, and landscaping space. Submit a rough
sketch to us as soon as possible and we will get comments back to you.
DeBoy: , Do we have to show where a truck will make a three point turn?
Dobosiewicz: You do have to shoTM it, I suggest you use a template. Comment letter was sent to
D. Coots. We need to get together with Engineenng on the right-of-way
dedication. Photo-metric Plea needed, cut sheets for light fixtures, attached
fixtures need to be 90 degree cut~off, down lights. Need to see detail of the trash
enclosure side materials need to be consistent with building. Show canopy
extended to the south and incorporated into the building. Show stacking but it
appears you are fine. Dedication of right-of-way is necessary pursuant to
Development Plan approval. Outdoor seating show cut sheets with tables, chairs.
and um~brellas to the Plan Commission if any. You will need to submit
applications to the BZA if they have not been made.
Blanchard: Each required accessible means of egress shall be continuous to a public way. The
means of egress, including the exit discharge, shall be illuminated at all times the
building space served by the means of egress is occupied. Will there be a
Construction Trailer? If so, it will need a Temporary Use Permit. Applications
are at the office of Building and Code Enforcement on the 1s~ floor of City Hall. A

Cannel Drive. The signs on the interior will be hatf the size. and a variance would be needed for the "doubling' of the
size under the new Overlay Zone.
Regarding the parking, additional land to the southeast, behind Cannel Walk is incorporated into this plan and will be
utilized for employee parking so that the balance ofthe parking on site wilt be used by patrons. A c.ross~easement MI1

property--The Fineberg Group. The pedestrian orientation of the project, plus the restaurant use prinmrily at night

Gary Murray responded that the required buffer yards have been provided. The developers are sensitive to the fact that
this is a wooded site, and they are trying to save as many trees as possible. The developer is proposing dusk-to-dawn
lighting--no streetlights.

condition of the approval, the Deparunent would like to see a requirement that this would not be a gated community.
Dan Dutcher was concerned about a "gated community." Dan also encouraged the petitioner to provide to the neighbors
the materials in the information packets. The landscaping plan is significant and worth reviewing.

attendance: Steve Cain, architect with Carson Design Group; Mike DuBoy, site work engineer; Mark Fineberg,
owner of the property.
The design for the new building will include a dropped cornice of a different material, color. The tenant sign will be
mOved closer to the awning in an effort to break up some of the sizeable space utilized previously for tenant signage;
this will be done on the north, west, and rear elevations. The tenant signage complies with the Ordinance in terms of

There was discussion regarding moving the sign brackets higher to provide safety for persons walking below, and the
petitioner was agreeable to the suggestion. Parking was also discussed and adequacy questioned. Dave Coots said
there is a cross easement agreement and additional parking is available behind Carmel Walk.
The drive-through tenant at this site could be a Bank or a Starbucks--not a fast food; the intention is a bank.

The O'Malia Fireplace Shop bas been in business over 40 years in the City of Carmel. The current location is at 220
South Range Line Road. The cmxent proposal is for a building and showroom expansion at th/s particular location.
The ground to the north is owned by the Carmel Redevelopment Commission. There are businesses to the south and
the west; along the east side of Range Line Road is residential apartments, and businesses to the north and south.
The site is zoned B-1 Business: an ADLS application is required--a Development Plan is not
At the time conswaction begins, it is anticipated that the petitioner will return to Technical Advisory Committee to
show the freer, engineering details. One of the comments has to do with the landscaping. The landscaping required
under the Ordinance is the bufferyard requirement. The requirement would be for the installation of 22 shade trees.
14 ornamental trees, and 66 shrubs or 22 evergreens. Because of the bufferyard requirement and the layout of the
site, the landscaping has been modified. The applicant feels the modified plan reasonably provides landscaping m a
very attractive manner and is sufficient in view of the fact that there are no residential uses immediately to the north.

Currently, the parking is to the north at the site of the former O'Malia's Bakery parking lot. However, with the
Redevelopment Com~qission acquisition of that property, the parking must be moved. Also, with the property being
owned by the Redevelopment Commission, the applicant is unable to obtain a permanent easement for parking
and/or access; a curb cut is provided on Range Line Road. The dynamtcs of the site design at this t/me require a new
curb cut off Range Line Road as well as new, un-site parking in conjunction with the new building and the existing
building. In addition to the landscaping shown, there is a dumpster enclosure with landscaping around the enclosure
to the west.
A new sign will be located on the side of the building that will replace the existing ground sign along Range Line
Road. The current entrance to the building will be refurbished with a new awning and new railing on the brick patio.
However. once the improvements are completed, the main entrance will be relocated to the south.
The elevations show the all brick construction with the different brick coarsxng to break up the faqade. Windows are
not seen because these are display areas and typically, there are fireplaces located there. In order to accommodate
those fireplaces, and to break up the faf adc. the brick coarsing has been added
The west elevation shows the primary entrance and those persons entering from the parking lot will use this entrance.
The current building will have added new railing and decking, and this will be a service entrance for deliveries.

Dan Dutcher asked if any contribution was being made by the developer for Shelborne Road improvem . y,
the landscape plan shows several lots that indicate no landscaping at all--obviously the devchiper picks up the exterior
and the homeowers are responsible for the interior. However, in looking at the covenants, there are no planting
requirements on the part of the homeowners. Thirdly, is the gatehouse a house without a gate. similar to that seen in
Windsor Grove?
Steve Wilson responded that the gatehouse is sort of a trademark structure, rhare is no gate. Regarding the
landscaping, the builder would have to obtain approval fi.om the developer for landscaping plans on the home sites. The
developer is also looking for the same quality of landscaping--trees, plantings, etc, The petitioner ~s granting an
additional 15 feet of easement on Shelbome Road on both sides of the entrance, for future expansion of Shelbome Road.
Rick Ripma asked ho~v tall the wall is to be and whether or not the streets wilt be dedicated.
Steve Wilson responded the wall is approximately seven and one-half feet (7 ½"~.

Approval is being requested for the redevelopment of the southeast comer of Range Line Road and Carmel Drive. This
development has been reviewed by the Special Studies Committee and forwarded to the full Commission with a
unanimous recommendation for approval.
Jerry Chomanczuk, chairperson for the Special Studies Comrmttee reported their findings. This proposal is a high
visibility project, The Committee reviewed the overall design of the build/ag--the lights, parking, the signage. There
will be up to 20 signs on this building; 10 of them will be in the interior court. The Committee voted 5-0 to recommend
approval.
Department Comments, Jori Dobosiewicz. The Department recommends approval subject to two conditions. The
dedication of right-of-way illustrated on the site plan, the second is subject to approval of the variances currently before
the Board of Zoning Appeals at the January meeting.
Jim Wheeler confnmed that the petitioner is willing to dedicate right-of-way.

3. Dry Density: ASTM E 605, minimum average density of 14lb/cu ft, with minimum
individual density of any test sample of 13 Ib/cu ft.
4. Compressive Strength: ASTM E 761, minimum 7.0 psi.
5. Surface Burning Characteristics: Maximum flame spread of 0 and maximum smoke
developed of 0, when tested in accordance with ASTM E 84.
6. Product: Monokote MK-6 manufactured by Grace Construction Products.
2.03 ACCESSORIES
A. Primer Adhesive: Of type recommended by fireproofing manufacturer.
B. Sealer: As recommended by manufacturer of fireproofing material.
C. Water: Clean, potable.
PART 3 EXECUTION
3.01 EXAMINATION
A. Verify that surfaces are ready to receive fireproofing.
B. Verify that clips, hangers, supports, sleeves, and other items required to penetrate fireproofing
are in place.
C. Verify that ducts, piping, equipment, or other items that would interfere with application of
fireproofing have not been installed.
D. Verify that voids and cracks in substrate have been filled. Verify that projections have been
removed where fireproofing will be exposed to view as a finish material.
3.02 PREPARATION
A. Perform tests as recommended by fireproofing manufacturer in situations where adhesion of
fireproofing to substrate is in question.
B. Remove incompatible materials that could affect bond by scraping, brushing, scrubbing, or
sandblasting.

C. Prepare substrates to receive fireproofing in strict accordance with instructions of fireproofing
manufacturer.
D. Protect surfaces not scheduled for fireproofing and equipment from damage by overspray, fall-

E. Close off and seal duct work in areas where fireproofing is being applied.
3.03 APPLICATION
A. Apply primer adhesive, fireproofing, and sealer in accordance with manufacturer's instructions.
B. Apply fireproofing in sufficient thickness to achieve required ratings, with as many passes as
necessary to cover with monolithic blanket of uniform density and texture.
C. Apply sealer at the rate recommended by fireproofing manufacturer.
3.04 FIELD QUALITY CONTROL
A. Inspect the installed fireproofing after application and curing for integrity, prior to its
concealment. Ensure that actual thicknesses, densities, and bond strengths meet requirements
for specified ratings.
B. Re-inspect the installed fireproofing for integrity of fire protection, after installation of subsequent
Work.
3.05 CLEANING
A. Remove excess material, overspray, droppings, and debris.
B. Remove fireproofing from materials and surfaces not required to be fireproofed.
C. At exposed fireproofing, clean surfaces that have become soiled or stained, using

documents, which are being delivered to the owner, David Fineberg, and the
owner's construction contractor. Marksmen Construction, to modify the fire-
resistance rating requirements of the steei structure supporting the stair and stair
fire barrier. The attached ASi-1 0 illustrate the fire-resistance rating requirements
as per your meeting with Tom Conway of Marksmen Construction at the site on
December I, 2005, per IBC sections 706.2, 706.3.1, 706.4 and 1005.3.2.

1.03 PERFORMANCE REQUIREMENTS
A. Sprayed-On Fireproofing Systems: Provide UL fire-rated assemblies to hourly ratings as
follows:
1. Indicated interior beams: 1 hour.
1.04 SUBMITTALS
A. See Section 01300 - Administrative Requirements, for submittals procedures.
B. Product Data: Provide data indicating product characteristics, performance criteria, and
limitations of use.
C. Test Reports: Reports from reputable independent testing agencies for proposed products,
indicating compliance with specified criteria, conducted under conditions similar to those on
project, for:
1. Bond Strength.
2. Bond Impact.
3. Compressive Strength.
4. Fire tests using substrate materials similar those on project.
D. Manufacturer's Installation Instructions: Indicate special procedures and conditions requiring
special attention.
E. Manufacturer's Certificate: Certify that sprayed-on fireproofing products meet or exceed
requirements of contract documents.
1.05 QUALITY ASSURANCE
A. Applicator Qualifications: Company specializing in performing the work of this section, and
approved by manufacturer.
1.06 REGULATORY REQUIREMENTS
A. Conform to applicable code for fire resistance ratings.
B. Provide certificate of compliance for fireproofing materials to authority having jurisdiction,
indicating approval for use on this project.

1.07 ENVIRONMENTAL REQUIREMENTS
A. Do not apply spray fireproofing when temperature of substrate material and surrounding air is
below 40 degrees F.
B. Provide ventilation in areas to receive fireproofing during application and 24 hours afterward. to
dry applied material.
C. Provide temporary enclosure to prevent spray from contaminating air.
PART 2 PRODUCTS
2.01 MANUFACTURERS
A. Sprayed-On Fireproofing:
1. Carboline Company: www.carboline.com.

2.02 FIREPROOFING
A. Low Density Sprayed Fire-Resistive Material: Factory mixed, cementitious material blended for
uniform texture with vermiculite or lightweight synthetic aggregate, and conforming to the
following requirements:
1. Bond Strength: ASTM E 736, 200 psf when set and dry.
2. Bond Impact: ASTM E 760, no cracking, flaking or delamination.
3. Dry Density: ASTM E 605, minimum average density of 14 Iblcu ft, with minimum
individual density of any test sample of 13 Iblcu ft.
4. Compressive Strength: ASTM E 761, minimum 7.0 psi.
5. Surface Burning Characteristics: Maximum flame spread of 0 and maximum smoke
developed of 0, when tested in accordance with ASTM E 84.
6. Product: Monokote MK-6 manufactured by Grace Construction Products.
2.03 ACCESSORIES
A. Primer Adhesive: Of type recommended by fireproofing manufacturer.
B. Sealer: As recommended by manufacturer of fireproofing material.
C. Water: Clean, potable.
PART 3 EXECUTION
3.01 EXAMINATION
A. Verify that surfaces are ready to receive fireproofing.
B. Verify that clips, hangers, supports, sleeves, and other items required to penetrate fireproofing
are in place.
C. Verify that ducts, piping, equipment, or other items that would interfere with application of
fireproofing have not been installed.
D. Verify that voids and cracks in substrate have been filled. Verify that projections have been
removed where fireproofing will be exposed to view as a finish material.
3.02 PREPARATION
A. Perform tests as recommended by fireproofing manufacturer in situations where adhesion of
fireproofing to substrate is in question.
B. Remove incompatible materials that could affect bond by scraping, brushing, scrubbing, or
sandblasting.

C. Prepare substrates to receive fireproofing in strict accordance with instructions of fireproofing
manufacturer.
D. Protect surfaces not scheduled for fireproofing and equipment from damage by overspray, fall-
out, and dusting.
E. Close off and seal duct work in areas where fireproofing is being applied.
3.03 APPLICATION
A. Apply primer adhesive, fireproofing, and sealer in accordance with manufacturer's instructions.
B. Apply fireproofing in sufficient thickness to achieve required ratings, with as many passes as
necessary to cover with monolithic blanket of uniform density and texture.
C. Apply sealer at the rate recommended by fireproofing manufacturer.
3,04 FIELD QUALITY CONTROL
A. Inspect the installed fireproofing after application and curing for integrity, prior to its
concealment. Ensure that actual thicknesses, densities, and bond strengths meet requirements
for specified ratings.
B. Re-inspect the installed fireproofing for integrity of fire protection, after installation of subsequent
Work.
3.05 CLEANING
A. Remove excess material, overs pray, droppings, and debris.
B. Remove fireproofing from materials and surfaces not required to be fireproofed.
C. At exposed fireproofing, clean surfaces that have become soiled or stained. using
manufacturer's recommended procedures.
