Docket No. 12060004 ADLS Amend: Auburn Woods Park - Signage. (Formerly known as Majestic Corner Plaza.) The applicant seeks approval for a new sign package for this office park. It includes wall, ground, directory, and directional signs. The site is located at 9640, 9650, 9660 N. Augusta Dr. and is zoned B -5 /Business. It is located within the US 421 Overlay Zone. Filed by Don Miller of A Sign By Design on behalf of the owner. Present for Petitioner Don Miller, A Sign By Design, Zionsville. Overview: • New Sign Package for Autumn Woods Office Park • Re- facing Entrance Monument Sign - not changing square footage • Proposal includes one directional sign, 5 X 4 sq ft directory sign at the front of each of the 3 bldgs with tenants listed; • Directional, Directory, & Entrance Signs are not illuminated • Signage will consist of two per bldg, one per street frontage • Signs facing east, away from residential, will be illuminated - goose -neck lighting Dept Comments, Rachel Boone: • Comprehensive Sign Package nicely done • Sign sizes are allowable within the Sign Ordinance • Concern was illumination facing north towards residents • Petitioner agrees that 3 bldg directory signs, one directional and entrance monument re- facing will be non - illuminated • Sign pkg includes two future tenant bldg wall signs per bldg plus one per street frontage -- illuminated • Dept supports the proposed sign package Motion: Woody Rider to approve Docket No. 12060004 ADLS Amend, Auburn Woods Park Signage, seconded by John Adams, Approved 5 -0. Docket No. 12050018 ADLS Amend: (Hamilton Crossing West) Little Star Center - Signage. The applicant seeks approval to place one new wall sign on the east elevation of the building. The site is located at 1 12726 Hamilton Crossing Blvd. (Building 1) and is zoned B -5 /Business. It is located within the US 31 Overlay Zone. Filed by Steve Granner of Bose McKinney & Evans, on behalf of Little Star Center. Docket No. 12040023 ADLS Amend: Franciscan St. Francis Health — Signage. The applicant seeks approval to reface an existing ground sign at the north entrance and add a new identical ground sign at the south entrance. The site is located at 12188 N Meridian St. and is zoned B -6 /Business within the US 31 Overlay. Filed by Steve Granner of Bose McKinney & Evans for HCRI Carmel Building A. Medical Facility, LLC and HCRI Carmel Building B. Medical Facility, LLC. Present for Petitioner: Steve Granner, Bose McKinney & Evans, 111 Monument Circle, Indianapolis, Indiana. Overview: • Two Buildings, same address • Confusion for public with bldg A & bldg B • Platted as Lot 1 for Bldg B; Bldg A is Lot 2 • Need Way - finding signs • New Directory & 4 directional signs • New Wall sign • Tenant panels would be same height, size & materials as existing bldg Dept Comments, Rachel Boone: • Larger "A" & "B" is a good option • Height Variance was approved at BZA • Orientation of sign facing Illinois is OK • Two items for approval this evening: ADLS Amend; Commitment Amendment for height & number of panels • New design is consistent & attractive • Petitioner must return for directional signs taller than 3 sq feet • Wall sign will also need a variance as well • Dept is in support of all ADLS Amendment items conditioned upon Variance approvals as necessary • Dept is in support of 8 foot height for Commitment Amendment • Dept is not in support of 8 tenant panels 2 Open discussion by Committee members regarding tenant signs and traffic flow, aesthetics of the signs and necessity. Motion: Woody Rider to approve Docket No. 12040023 ADLS Amend, Franciscan St. Francis Health Center, as presented to Committee in hand -outs at Committee this evening, conditioned upon BZA approval of the variances, seconded by Steve Lawson, Approved 5 -0. 4. Docket No. 12040020 CA: Franciscan St. Francis Health, North Meridian Medical Pavilion. The applicant seeks approval to amend prior commitments regarding signage. The site is located at 12188 N. Meridian St. and is zoned B -6 /Business within the US 31 Corridor Overlay Zone. Filed by Steve Granner of Bose McKinney & Evans for HCRI Carmel Building A Medical Facility, LLC and HCRI Carmel Building B. Medical Facility, LL C. Present for Petitioner: Steve Granner, Bose McKinney & Evans, LLP, 111 Monument Circle, Indianapolis, Indiana Overview: • Commitments were amended in 2008 to allow the north sign to go in at 8 feet • Amendment will allow the same height of sign to go on the south bldg, (8 feet) • Petitioner agrees to limit both signs to 4 panels • All other Commitments would remain intact Dept Comments, Rachel Boone: • Committee has final voting authority for Commitment Amendment • Petitioner is withdrawing request for 8 panels • Petitioner `s request remains for 8 foot height • Dept is in support of Commitment Amendment Motion: Woody Rider to approve Docket No. 12040020 CA Franciscan St. Francis Health, North Meridian Medical Pavilion, as submitted this evening; seconded by Alan Potasnik, Approved 5 -0. 5. TABLED TO AUG. 7: Docket No. 12030010 DP Amend /ADLS: The Centre, Part B -- Southeast Corner Retail Building. 6. Docket No. 11120027 Z: Highpointe on Meridian PUD. The applicant seeks approval to rezone 27 acres to PUD /Planned Unit Development for commercial, office, and residential uses. The site is located at the southwest corner of 136th St. & Illinois St. It is zoned B -5 /Business within the US 31 Corridor Overlay Zone. Filed by Paul Reis of Krieg Devault for Frank Regan, owner. Present for Petitioner: Paul Reis, Krieg Devault, 12800 N. Meridian Street, Carmel; representing JC Hart Co., Spectrum Retirement Co. , Opus Group, and Frank Regan, property owner. Overview: • Petitioner has had numerous meetings to discuss issues final meeting today with Urban Forester re landscaping provisions in the PUD • Red -line of proposed PUD was gone over & changes highlighted following previous discussions: 1) Permitted uses - CCRC as defined by Carmel Zoning Ordinance 2) Definitions 3) Architectural Design Requirements & roof lines • Proposed PUD classification would permit multi - family land uses not currently permitted in the Overlay Zone. • Signage - changes made as requested, maximum sign area in compliance with Carmel Ordinance 3 • Signs facing multi- family cannot be illuminated Dept Report, Alexia Donahue -Wold: • Some changes made to PUD • Would like petitioner to be in compliance with current Ordinance, A, B, C, E, H of Dept Report • Bike Parking: Public Bike Parking should meet current zoning ordinance for multi - family housing • Request clarification -- Foundation plantings facing Illinois Street excluded • Petitioner not committing to some items in concept plan • Dept recommends possible consideration and return to Plan Commission Members of Public in attendance: • Mary Hogan, Bentley Oaks, submitted written statement signed by 22 of 49 property owners adjacent to the parcel for development - -all stating concerns • Brad Cisco, President, Parks at Springmill OA, concern with bldg height, traffic & density • Debbie Hennessey, 271 Pokagon, Carmel. Traffic flow is a major concern • Margaret Abbott, 3012 Thistlewood: Apartments change entire atmosphere of property from purchase; multi- family not needed • Jim Sanchez„ Bentley Oaks: Proposal ignores requirements of privacy, security & safety. No plan seen for fencing. • Noel TenEyk: Plans were not formed & addressed before returning to Plan Commission. Commission Members' Comments: • Northing seen in the proposal to enhance quality of life • Apartments proposed in an area not designated for this type of use & density • Not appropriate use for thes parcel & mis -use of the PUD • Not Comfortable supporting this proposal • Too many different types of use in small space Dept Additional Comments: Buffers, ponds, eight and scale of mass, addition of more greensapce, all have been addressed. Height of bldg reduced for senior living adjacent to multi - family Much discussion regarding use of the site, adjacent neighborhoods, and transitional use. Motion: Alan Potasnik to forward Docket No. 11120027 Z, Highpointe on Meridian PUD, to Plan Commission with a positive recommendation, seconded by Woody Rider, One in favor, Four opposed, (Potasnik, Adams, Lawson, Stromquist) 7. Docket No. 11090004 OA: Sign Ordinance Update. The applicant seeks approval to amend Chapter 25.07: Sign Ordinance of the Zoning Ordinance in order to update and revise the regulations for signage, as well as amend/update Chapter 3: Definitions, Chapter 19: B- /Business District, Chapter 20E:C -1 /City Center District, Chapter 20F:C -2 /OId Town District, Chapter 20G: OM /Old Meridian District, Chapter 23B: US Highway 31 Corridor Overlay Zone, Chapter 23C: US Highway 421 Michigan Road Corridor Overlay Zone, Chapter 23D: Old Town District Overlay Zone, Chapter 23E: Home Place District Overlay Zone; Chapter 23F: Carmel Drive Range Line Road Overlay Zone, Chapter 23H: Monon Greenway Overlay Zone, Chapter 24: Development Plan and Architectural Design, Exterior Lighting, Landscaping & Signage Regulations, Chapter 25. Additional Use Regulations, and Chapter 29: Administration.
