(DOORS OPEN AT 5:30 P.M.) The Subdivision Committee will meet to consider the following items: 1. Docket No. 12060001 ADLS Amend: Einstein Bros Bagels, Merchants' Square. (This is the former Hardee's site). The applicant seeks approval renovate the building exterior, along with other modifications to the site. The site is located at 2350 E. 116`h St. and is zoned B- 8/Business. Filed by Rene Ortega of The IDGroup. Jeff Spadey, Architect, on staff report comments. • On the drive -thru clearance sign please remove the Einstein Bros. name, logo, and provide dimensions on the sign. We agree. We will remove the logo and have revised signage drawings that indicate the dimensions. • Awning signage is limited to 3 square feet per main awning segment. Graphics for breakfast, lunch, and catering on the awning are 6 inches tall on all three sides. • Directional signage must be less than or equal to 3 square feet and less than or equal to three feet tall in order to be considered exempt signage. Will drop them down to only 2 feet, making them only 3 feet tall. However, they would like to maintain their logo on the directional signs. The enter sign will be located right before you enter the drive thru lane and the exit will appear right at the end of the drive thru lane on the other side. • Pavement markings for the drive thru lane are too large to be considered exempt signage. Paintings on the lane a large arrow with the words drive thru; however, this is now being removed to just who an arrow for the direction into the drive thru to funnel patrons into the drive thru because there is two -way traffic at this point. • Brick exterior is being completely painted. Previous roofs will be removed. • Corus roofline on the building will be painted a different color to draw attention to it. • Will plant some trees around the patio area (i.e. Italian Cyprus). Relocate live trees and replace the dead. Further staff input. • Would like to ensure that the ground sign on the west entry is going away. Yes. Recommends approval of this item. Committee Committee input. • Needs to be pedestrian access from 116th Street to the front door. This will be provided in the new plan. • The railing around the patio uses a horizontal pattern rather than a vertical. From a liability standpoint, concerned about children climbing on the railing. Petitioner will change this. Conditions for approval: 1) Urban forester satisfaction. 2) Addition of the pedestrian walkway from 116th Street. 3) Meeting the signage requirements. Docket No. 12060001 ADLS Amend: Einstein Bros Bagels, Merchants' Square Approved. 2. Docket No. 11100022 DP /ADLS: Gramercy PUD (Mohawk Hills Redevelopment). The applicant seeks site plan and design approval for a multifamily residential infill and renovation project on 116.4 acres. The site is located at approximately 751 E. 126th Street, at the southwest corner of 126th St. and Keystone Pkwy. The site is zoned PUD/Planned Unit Development. Filed by Matthew Griffin of Buckingham Companies. • Revised commitments with the city council regarding landscaping are the buffer that borders Almond Drive. Proposed upgrade to buffer yard D by virtue of meetings (western boundary). Does not the process with regard to the ADLS. • Does the PUD describe connectivity between this development and the neighborhoods to the west? No, it does not cover that question. Gateway into Gramercy was originally the Fountains in a much larger master plan to develop the area commercially and to connect on up. Idea was to push south. PUD text does allow for 2 access points to Almond Drive. o More connectivity, as opposed to less, is the way to go. o If the city council committed them to guarantee to not do an access point on Almond, that would be a change within the PUD. • Is there a 3`h party Traffic Study to be conducted? A &F Engineering conducted the traffic study. It is in preliminary form right now. A snap shot of today's traffic and its level of service. Counted the existing Mohawk Dr. at the north end and the far west access drive. Both roundabouts operate at an A level of service. 0.5% growth rate to predict levels of service in 2016. 126th Street had a lot of added traffic with the 3 access points. With increased turning traffic off of 126t Street into this new development, we need new provisions for the traffic. Suggestion is to incorporate left and right turn lanes to build in safety and efficiency. What is the equitable amount of land dedicated to these lanes taken from the ROW on the north and south? • Interested in putting in more bike paths rather than sidewalks. Incorporate good paths that people will use. Committee will continue to look at landscaping with respect to the street crossings and paths in July as well as signage and architecture for townhome elevations and building materials. Special project 1: Committee to come up with criteria or conditions for which a PUD/ Planned Unit Development rezone proposal should even be considered. • Previous meeting comment regarding some measure of infrastructure readiness... Concern is that when you have so many new developments in one area and they are dependent on a limited number of roads that there is some infrastructure in place prior to the PUD being suggested. o Factors such as the availability of funding, political willpower, land acquisition, and surrounding construction projects all enter into the equation and are prioritized far about residents' convenience. o Should a massive development be proposed when some of those things are not yet in place? • Addition of general language that talks about providing flexible development in return for better design in section 31 -06 -04 of the ordinance. Sections 1 -13 have been given new titles. The decision criterion under item 5 signifies the reasons why PUDs can be necessary by either providing mixed -use development, creating innovative unique design, or addressing unusual physical site conditions. o Effective periods discuss expiration dates and dates that discuss things that should have happened. Shorten allowable time frames and define the limits by a case by case basis to ensure that the permits do not become outdated. o Add that between 3 -10 years, the area will be reevaluated and could be rezoned back to its zoning before PUD designation. • Staff cannot deny someone from applying for a PUD. However, they did used to have a standard stating that PUD's could not occur west of Spring Mill. o We don't necessarily want to make too many prerequisites because we still want to allow the flexibility in case something does come up (i.e. infill projects after the city builds out). 4. Special project 2: Committee to consider when a 'Traffic Study" should be considered mandatory and/or when some other less comprehensive traffic study (e.g. Trip Generation Analysis) should be initiated.
