CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, February 20, 2013 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall. Time: 9:00 a.m. 9:00 a.m. Docket No. 13010009 SP: Cobblestone Commons, Lots 7-8. The applicant seeks replat approval to reduce an easement width on these two lots. The sites are located at 117 and 123 8th Street NW, and are zoned PUD/Planned Unit Development. Filed by Dustin Myers of Crossroad Engineers, PC, for Blackwell Park Development Partners. Petitioner was not present. Shirley Hunter – Duke Energy - Ms. Hunter said she is concerned with the reduced easement width and the potential transformer location. Ms. Conn said she will forward this concern to Greg Ilko. Following the meeting adjournment, petitioner Justin Moffett addressed these concerns with Ms. Hunter and said he has confirmed with another Duke employee that there is enough easement space to proceed. 9:10 a.m. Docket No. 13010010 DP/ADLS: The Legacy Towns & Flats, Phase II. The applicant seeks site plan and design approval for 23 buildings on 6.9 acres, containing attached dwellings and apartments. The site is located at approximately 7499 E. 146th St., west of River Rd. The site is zoned PUD/Planned Unit Development. Filed by Charlie Frankenberger of Nelson & Frankenberger, for J.C. Hart Company, Inc. and Docket No. 13010011 SP: The Legacy Towns & Flats, Secondary Plat. The applicant seeks secondary plat approval for 57 lots (23 buildings on 6.9 acres), containing attached dwellings and apartments. The site is located at approximately 7499 E. 146th St., west of River Rd. The site is zoned PUD/Planned Unit Development. Filed by Charlie Frankenberger of Nelson & Frankenberger, for J.C. Hart Company, Inc. Charlie Frankenberger & Jon Dobosiewicz with Nelson & Frankenberger, and Brett Huff with Stoeppelwerth & Associates presented on behalf of the petitioner. Greg Hoyes – Hamilton County Surveyor’s Office - Still reviewing plans. Requested a copy of plan showing the legal drains on the property. Nick Redden – City of Carmel Engineering Department - Letter sent. No further comments. Mr. Dobosiewicz asked if he should anticipate comments on storm water. Mr. Redden said this should be expected. Mr. Dobosiewicz asked for the department to keep him updated on this, since DOCS has given him a deadline to have this plan complete. Page 2 of 2 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 David Lucas – Hamilton County Highway Department - Asked if Beallsville Drive will be private or public. Mr. Huff said this will be a public street. Mr. Lucas said this would need to have official action taken by Carmel to post Do Not Enter, and Wrong Way signs. Mr. Lucas said he will need a storm profile to make sure the project is below pavement. There will also be additional comments for the inlets, and the taper of the entrance may be shortened slightly to avoid a man hole that currently exists. Mr. Lucas said if the man hole is an issue, the department could look into shortening the turn-in lane, as long as it is close to 100-feet. Although the department would prefer to keep this the way it is, they would like to avoid relocating the storm infrastructure, and shortening this lane may be the best option. Additional comments will be sent later. Shirley Hunter – Duke Energy - Asked petitioner to submit a service request for new electrical service. Ms. Hunter requested a landscape plan, and AutoCAD file with a site plan. Ms. Hunter asked if these will be true townhomes. Mr. Huff said these will be single-family attached units, but may be occupied by renters. Ms. Hunter said there is a new code that requires these units contain separate meters and two-hour rated fire walls. Ms. Hunter said if the site contains common area, they typically will not require an easement, but she would need to review the plans in detail to know for sure. Ms. Hunter asked if this will be gas or electric heat. Mr. Huff said these units will be electric heat. Daren Mindham – City of Carmel Urban Forestry - Letter sent. No additional comments. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No additional comments. Mr. Dobosiewicz said once revisions are made, they will contact DOCS to review the changes prior to Plan Commission. Angie Conn – City of Carmel Planning & Zoning - Met with developers last week to review comments. Ms. Conn asked about the status of the storm water park. Mr. Huff said this project is acceptable for drainage as of today, the only question being if the plants that are currently there are acceptable. Mr. Huff said the drainage master plan covers the Best Management Practices (BMP) for the entire River Road development as well as this development.
