We need to request two variances for the sign— one for the size of the sign as it will be 100% of the Spandrel Panel height(70% is permitted) and the other because the building already has two identification signs. Staff will support the variance requests because we are re-using a sign and there are no other signs on the building façade where the Ortholndy sign will be located. As the result of amendments to the Carmel Sign Ordinance, the petition will be reviewed by the Hearing Officer instead of the Board of Zoning Appeals. (This is a very good development because it means that staff will review the petition instead of the 5 citizens on the BZA...one can never predict how a BZA will vote.) The next Hearing Office meeting is January 29, 2013 at 5:30 pm. There are no meetings in December. Next Steps: 1. We need a check from Ortholndy in the amount of$925.50 for the zoning variance petition filing fee by 12/21 if possible. (Who does this need to be made out to and I will get a request to accounting asap!) 2. Taft will prepare the variance petition and all exhibits. Taft will mail or deliver the petition to the City on or before • 12//28/12. 3. Taft will prepare the public notices including notifying adjacent property owners, publishing notice in the Noblesville Times and ordering/posting the public notice sign once we receive docket information from Carmel Planning. All public 2 notices must be sent, published and posted at least 10 days prior to the hearing. I prefer to do it 15 days in advance to there are no questions. 4. Can you talk with Landlord's rep about the fact that they will have to move the building address numbers once 01's sign is installed? I'm also attaching the sign drawing I've got from Doug Staley Jr. I've drawn on there another possible location for the sign.This may prevent you from needing the 15t variance below.We would need to scale it out to see, but it is a possibility. Please run this by your client and see what they think of it. I believe you would need the following variances for the new proposed sign: 1. 25.07.02-04 c) 8. a. 70 percent of tenant's Spandrel Panel height. 2. 25.07.02-04 b)2. a. Number of signs per building (2 per street frontage allowed) 1 I would be able to review the ADLS Amendment and sign permit portion administratively after the Sign Ordinance passes City Council on Nov. 5th and Plan Commission on Nov. 20th. These two applications will be combined into one application and have a lesser fee for the ADLS Amendment portion ($100 for the application+$25 per sign—See the other affected chapters document, page 8). It has been a crazy week! If you are around today, I am here as well and have time to talk. Yes, an ADLS Amendment would also be required. However,there are some changes coming up to the Sign Ordinance that may be in your favor, including me having administrative rights to approve ADLS Amendments. The update should be approved by Council on Nov. 5 and then approved again by the Plan Commission on November 20th. So if you can wait until after that, I could save you some time and money on the ADLS Amendment approval. On the other hand,the new size requirements in the Sign Ordinance update may cause you to need a few other variances. I think it will be no problem supporting them, because you are using an existing sign. So, please give me a call and we can try to get this figured out for you and your client. The building is at capacity for signage, so both Variance (TBD) and ADLS Amendment ($367) approval will be required for any new signs. Here is a link to the Board of Zoning Appeals calendar and the Plan Commission calendar for dates and deadlines. BZA approval will be required first.The next meeting you could attend is Tuesday, May 29th. If you attend this BZA meeting,the next Plan Commission Special Studies Committee meeting you could attend is June 5th. After these approvals, sign permit ($92 +$1.88/sq. ft. +$37) approval will be required as well. If you can provide more details on where the sign would be placed on the building and how much building frontage this tenant has, or a floor plan showing where they are within the building, I would appreciate it. Also if you have any preliminary drawings from a sign company with how big the sign will be,face colors, lighting style, etc., I can provide a few more details on the exact variances you'll need and the cost for them. Being in the St. Vincent complex does present some challenges though as far as what signage is allowed. They have so many variances for the whole site and all the tenants that it can be very complicated to figure out what else is allowed. Is there a new tenant that wants a sign on the building?
