(SU) Goldfish Swim School. The applicant seeks the following special use approval for a swimming school in a B-8/Business Zone: Docket No. 12120001 SU ZO Ch 19.02 Special Uses: Trade/Business School in B-8 district The site is located at 271 Merchants Square Drive, Suite A-110 and is zoned B-8/Business. Filed by Robert Wineman of BHB Investment Holdings Carmel, LLC on behalf of Goldfish Swim School. Discussion: • Hours: Monday-Friday 9:00 a.m.-1:00 p.m. and 4:00-8:00 p.m.; Saturday 8:30 a.m.-7:00 p.m.; and Sundays 11:30 a.m.-6:30 p.m. o Peak operation is Saturday: mid-morning to 3:30-4:00 p.m. o Lessons on half hour o Also busy Thursday and Friday evenings • Facility in Farmington Hills, MI approximately 8,000 square feet; Rochester, MI facility approximately 8300 square feet o Own and built both facilities o Carmel is first in-line store • No competitor in Indianapolis marketplace o Aqua Tots based out of Arizona is closest competitor • Approximately seventy-five individuals at peak hours with overlap of classes (students, parents, instructors, staff) o Parking analysis provided • Concern about Mothers and Fathers stopping and idling cars o Most parents park and come in to view class • Pool enclosed and separated by large glass wall (floor to ceiling) • Providing viewing area for parents • Instructional classes, not recreational facility • Located at predominate section of parking field • Approximately 143 parking spaces, plus six handicap • 5.7 spaces per 1000 square feet • Leasing company spoke with Mr. Hollibaugh, Department Director, about space available in center Action: Mr. Wilfong APPROVED Docket No. 12120001 SU, Goldfish Swim School for Trade/Business School in B-8 district.
