(V) The Centre. The applicant seeks the following development standards variance approvals for a partial redevelopment of the site: �'• Docket No. 12020023 V ZO CH. 23F.15 Parking The site is located at 1342-1430 S. Range Line Rd. at the northwest corner of 116th St. and Range Line Rd. It is zoned B-3/Business, within the Carmel Dr. Range Line Rd. Overlay Zone. Filed by Paul Reis of Krieg DeVault, for Kite Realty Co. Present for Petitioner: Paul Reis, Krieg DeVault and Rick Radabaugh, Kite Realty Group • Mix of tenants within The Centre (to be renamed Rangeline Crossing) • Not sufficient parking spaces to meet parking requirements of each individual tenant • Working with Department, have identified uses and tenants o Many spaces can be shared B Restaurants have more parking needs in the evening when other tenants are closed • Packet outlined request o 330 available parking spaces ® Maximum need would be 350 spaces o Variance would allow 330 spaces Public Hearing closed Department Report: WWW.CARMEL.IN.GOV (317) 571-2417 Carmel Board of Zoning Appeals Hearing Officer Meeting January 29,2013 Alexia Donahue Wold • Have received a Zoning Waiver for 35% reduction in parking o More tenant spaces have been leased o Requesting 38% reduction in parking spaces • 330 parking spaces on site o Varying "peak times" will allow shared'parking among tenants; reducing need for total number of parking spaces • Development falls within Carmel Drive/Rangeline Road Overlay which is intended to be more pedestrian oriented and multiple modes of transportation Department recommended positive consideration Discussion: • Many tenants interested in locating in The Centre are restaurants o Restaurants are the most parking intensive tenants o Parking needs are less for retail tenants o Significant new anchors: Earth Fare and Walgreen's, along with Panera and Verizon building • Interested tenants need more parking than regular retail • These retail clients will not require evening parking (bank, etc.) • Freeing spaces for restaurant tenants o Both uses (restaurants and retail) add life to The Centre • Grocery (Earth Fare) is largest need for parking o Not sure of their evening parking needs o Busiest before and after work o 25,000 square feet will not be all grocery "floor" area (only 15,000-18,000) • According to Ordinance, the full 25,000 feet is utilized for parking spaces Action: Mr. Potasnik APPROVED Docket No. 12020023 V,The Centre, for 330 parking spaces (38% reduction). The applicant seeks the following development standards variance approvals: Docket No. 12120017 V ZO CH: 25.07.02-04 b) 1.a.1 Wall sign not facing Right-of-way Docket No. 12120018 V ZO CH: 25.07.02-04 c) 8.a. Wall sign height exceeds 70%of Spandrel Panel The site is located at 1430 S Range Line Road. The site is zoned B-3/Business within the Carmel Drive—Range Line Road Overlay. Present for Petitioner: Paul Reis, Krieg DeVault and Rick Radabaugh, Kite Realty Group • City Barbecue has unique design for wall signage facing Rangeline Rd o Variance needed for end cap which has been framed off • Normally Spandrel would have gone up to cornice • Framing it off decreased height of panel • Height would be 85% o Variance needed for sign painted on north side of building; not facing right-of-way Page 2 of 5 Carmel Board of Zoning Appeals Hearing Officer Meeting January 29,2013 i • Distressed to appear as an old establishment • Sign has been approved by Plan Commission Public Hearing closed Department Report: Rachel Boone • Worked hard on the design with landlord and tenant to frame out the sign and tenant space o This design helps frame out the sign and balance the space around the sign • North sign will be 15.8 square feet painted onto the building o Variance covers the sign facing north instead of east o Square footage does not exceed total permitted square footage o North elevation will help with identification/way-finding Department recommended positive consideration Discussion: • North sign is needed because restaurant is blocked from view by building along Rangeline Rd Action: Mr. Potasnik APPROVED Docket Nos. 12120017 V and 12120018 V, City Barbecue at the Centre Signage,for wall sign facing north right-of-way and wall sign height 85% of Spandrel Panel. 4. (V) Rulli Garage, 1388 Queens Way. The applicant seeks the following development standards variance approval:. Docket No. 12120014 V ZO CH: 25.01.B.3(a) (ii) accessory building front yard setback on a corner lot The site is located at 1388 Queens Way. The site is zoned S-1/Residential. Filed by Hale Stuart of Dillon Construction on behalf of John Rulli, owner. Present for Petitioner: Hale Stuart • New garage in front of front line of house o Proposed addition will be over 100 feet from road o Will be screened with existing landscaping along Queens Way o Landscaping will be added in front of new addition, between Queens Way and the addition Public Hearing closed Department Report: Alexia Donahue Wold • Zoning Ordinance requires accessory structures, such as garages, be set back 25 feet behind the front of the house o Ordinance does allow for corner lots with two frontages to be in line with the house. o Due to layout of house and existing garage, not able to be in line with front of house o Variance is for garage to be in front of the front line of house o Still set back 105 feet from property line; not in front yard setback o Existing landscaping will buffer view of garage from street o Architecture will match existing home Department recommended positive consideration Page 3 of 5 Carmel Board of Zoning Appeals Hearing Officer Meeting January 29,2013 Discussion: • Structure will not block view of any surrounding residences • Structure will not be displeasing to area Action: Mr. Potasnik APPROVED Docket No. 12120014 V, Rulli Garage, 1388 Queens Way, for accessory building in front of house on a corner lot. 5-6. (V) Ortho Indy—Signage The applicant seeks the following development standards variance approvals: Docket No. 13010001 V Ch.25.07.02-04 b)2. a.—Number of signs (4 proposed,3 allowed) Docket No. 13010002 V Ch.25.07.02-04 c)8. a.—Spandrel Panel Height (100% proposed,70% allowed) The site is located at 13430 N. Meridian St. and is zoned B-6 within the US 31 Overlay Zone. Filed by Marci Reddick of Taft Stettinius &Hollister LLP on behalf of Ortho Indy. The applicant seeks the following development standards variance approval: Docket No. 13010007 V ZO CH: 26.04 15 ft bufferyard required along 106th St,0 ft requested The site is located at 10610 N Pennsylvania Street. The site is zoned B-5/Business, within the US 31 Overlay Zone. Filed by Frederick Simmons on behalf of Cornerstone Companies,Inc, owner.
