DEPARTMENT REPORT

4. Docket No. 04080060 DP/ADLS: 116th Street Centre
The applicant proposes to construct two mixed-use office/retail buildings. The site is
located at the northwest corner of 116th 8t and Guilford Road. The site is zoned B-2.
Filed by Joe Calderon of Ice Miller for Equicor Development, Inc.
ConcernS raised at the public hearing on this item related to traffic on 116th Street and visibility
of the buildings from the residential neighborhood area to the south. The Commission asked to
see the road plans and for the applicant to meet with residents to detennine if they could help the
neighbors achieve better screening along 116th Street.
The following items require discussion/completion prior to approval:
1. Dedication of the right-of-way illustrated on the site plans.
2. Limiting wall signs to two colors, white against the brick elevations and white or a
darker color against the EIF8 areas. The elevations as proposed look fine. However,
multiple sign colors would significantly detract from the appearance of the site.
Variances will be required for the amount of wall signage requested. See tab five' (5)
and text within tab nine (9). The sign example under tab ten (10) is acceptable.
3. T~e Department would also ask the committee to look closely at the signage proposed
under tab eleven (11). Some consistency in style and color may also be appropriate.
4. A color elevation ofth~ dumpster enclosure should be submitted.
5. Access easements need to be provided to the properties to the west and north. The
Department prefers these be aligned with the entrances to the site.
6. This lighting along the right-of-way will need to be -coordinated with the Engineering
Department and should be consistent with the style of light fixtures the City is using
along 116th Street.
7. The applicant needs to conclude its'discussions regarding landscaping with the
Carmel Urban Forester.
The Department recommends that the Special Studies Committee forward this item back to
the-full Plan Commission with a favorable recommendation after all comments and
concerns are addressed.
Background:
The applicant is requesting approval of a Development Plan and ADLS for the construction of a
multi-tenant retail building at the northwest comer of Guilford Road and 116th Street. Please see
the informational packet prepared by the appli~ant for an overview of the site. The current plans
are consistent with the plans presented to the Commission at the time of the rezone.
