9h. Docket No. 04080060 DP/ADLS: 116th Street Centre
The' applicant proposes to construct two mixed-use office/retail buildings. The site is
located at the northwest comer of 116th St and Guilford Road. The site is zoned B-2.

T.he applicant is requesting approval of a Development Plan and ADLS for the construction of a
multi-tenant retail building at the northwest comer of Guilford Road and 116th Street. Please see
the informational packet prepared by the applicant for an overview of the site. As Commission
members may recall the applicant appeared before them earlier this year in order to rezone the
property. At that time the Commission was not comfortable in forwarding the rezone request to
the City Council until the applicant provided renderings of the building that, while preliminary,
were found acceptable. At this time the applicant is in front o.f the Commission with the final
elevations, landscaping, signage and site layout. The current plans are consistent with the plans
presented to the Commission at the time of the rezone.
The following items require discussion/completion prior to approval:
1. Dedication of the right-of-~ay illustrated on the site plans.
2. The Department requests that the applicant limit the wall signs to two colors, white
against the brick elevations and white 'or a darker color against the EIFS areas. The
elevations as proposed look fine._ However, multiple sign colors would significantly
detract from the appearance of the site. Variances will be required for the amount of
wall signage requested and the Department will not support relief as .currently
proposed. See tab number five (5) and text within tab number nine (9). The sign
example under tab number ten (10) is acceptable.
3. The Department would also ask the committee to look c19sely at the signage proposed
under tab eleven (11). Some consistency in style and color may also be appropriate
here. .
4. A color elevation of the dumpster enclosure should be submitted. The department is
looking for consistency with the building elevations
5. Access easements need to be provided to the properties to the west and north. The
Department prefers these be aligned with the entrances to the site. This would require
relocation of the dumpster enclosure.
6. Lighting: The ~enderings under tab five (5) illustrate site lighting within the right-of-
way. This lighting will need to be coordinated with the Engineering Department and
should be consistent with the. style of light fixtures the City is using along 116th
S~ect. .

7. Provision of an approval letter form Scott Brewer, the Carmel Urban Forester.
The Department recommends that this item be forwarded to the Special Studies Committee
on November 4~h for further-discussion.
