The International Montessori School, LLC provides a unique method of introducing the
pre-school child to a lifetime of enjoyable learning. Special materials, largely
manipulative in nature, help the child's developmental needs, enabling the child to learn
how to do things for himself. He develops self-confidence and a positive self-image
from these experiences.
A well-planned environment surrounds a child, containing materials, which the child can
handle, manipulate, sort and compare. These materials help sharpen the child's power
of observation. Each material contains the foundation for more abstract knowledge.
From the time the child enters the school at the age of three the child begins to work
through the curriculum: practical life, sensorial, language, mathematics, science,
geography, history, art, music and yoga.

FINDINGS OF FACT - SPECIAL USE
1. The premises in question is particularly physically suitable for the proposed Special Use because:
The premise has previously been. given SUA permit,' has ,been and is being used as a Montessori Pre-
school. The proposed additions to the existing premises will not alter its special use.
2. The' Special Use win not injuriously or adversely affect economic factors, such as cost/benefit to the
communityaRd its anticipated effect on ,surrounding property values because:
We have actually made improvements to the property and the overall premises, which should not affect
the economic f?1ctors of the 'surrounding properties. Additionally,. having the pre-school next to
residential areas has been attractive for many. of the parents living in surrounding neighborhoods.
Finally, the premises have previously been used as day-care facility for several years.
3. The .Special Use will be consistent .with sociallneighborhood,factors, such as compatibility with existing
uses and those permitted' under current zoning 'in the vicinity of th~ premises under consideration and
how the proposed Spe'cialUse willaffe'ctneighborhood integrity because:
The use of the' premises will continue to be the same as before, i.e., -Montessori Pre-school. The
Montessori School has been in existence for over a year, without disrupting social/neighborhood
factors, and has grown popular for the quality of education and care provided to children to the point
that there is increased demand. by new parents. Because ot-the school hours, the care exercised for
, the .environment and respect for neighbors, there hasn't been any disruption of neighborhood integrity.
4. The Special Use will not -injuriously or . adversely affect the adequacy and availability of. water, sewage
and storm drainage facilities and police and fire protection because:
,The architectural plans have accounted for that not to happen and do not see it a problem.
5. The Special Use will not adversely affect vehicular and pedestrian traffic in and around the premises
upon which the Special Use is proposed because:
The property is located on 96th st~eet, which is heavily trafficked. H,owever, the traffic resulting from
the Special Use, which is only a small percentage of the total daily traffic on that road, will be during
hours of least traffic on that road (i.e., 8:45-9:30 AM; 11 :45 am-12:30 pm a'nd 3:00-3:30 pm). During
the existence of the school for over a.year, there has not been any disruption due to traffic from Special
use.
6. The Board has reviewed the requirements of Ordinance Z-160, Section 21.03 (1-26) as they relate to
this Special Use,and does not find that those criteria prevent the. granting of the Special Use:
The Department & the Board have reviewed this' petition and it meets all criteria
DECISION
IT IS THEREFORE the decision of the Carmel/Clay Board of Zoning Appeals that Special Use Docket Number
is granted, subject to any conditions stated in the minutes of this Board, which are
incorporated herein by reference and made a part hereof.

1. The approval of this ,variance 'will not be injurious to the public health, safety, morals and general
welfare of the community because:
Approved ,health and safety regulations are strictly adhered to for the safety of the pre-school children.
The existence of the schoo'l has become increasingly popular with parents from surrounding
neighborhoods and areas (Zionsville, Fishers and Indianapolis) and it is due to the increased demand
for that the petition for extension of the existing building has been filed. Over the time (1.5 yrs) of
existence of the school, the petitioner has provided excellent education and care for pre-school children
in a manner not to effect the morals and general welfare of the public.
2. The use and value of the area adjacent to the property included in the variance will not be' affected in a
substantially adverse manner because:
The property includeQ'in the variance. has been in. existence with the Special Use for several years
without any adverse affects on the use and value of adjacent properties. Infact, currently in an adjacent
lot a residential unit is being built. The petitioner h~s and will continue to maintain the property so as
not to adversely affect not only the use and value of its adjacent areas, but its own also.
3. The strict application of the terms.of Zoning Ordinance to the property will result in practical difficulties
in the use of the property because:
