The applicant seeks primary plat approval for a frontage street. It is located at approximately 11036 N. Michigan Rd.,just south of Bennett Pkwy. The site is zoned B-3/Business and lies within the US 421/Michigan Rd. Corridor Overlay Zone. Filed by Jeremy Stephenson of REI Investments,Inc. The petitioner seeks approval to install a frontage road whose road right of way will be dedicated to the City. This site straddles Carmel and Zionsville. Please view the petitioner's info packet for more detail. Project Description: This project entails the creation of a single lot at the eastern limits of Bennett Technology Park, along Michigan Road (US 421) and Bennett Parkway. In addition to the lot, a new road will be extended south from Bennett Parkway to the southern limits of the tract. The road is expected to extend further south as future developments occur. The site is approximately 5.1 Acres in size, less existing public Rights-of-Way of 1.3 acres, for a net of 3.8 acres. The proposed Lot 1 will be approximately 3.3 acres, and approximately 0.5 acres of new road Right- of-Way will be dedicated to the City for the proposed road. The site borders Boone County and the Town of Zionsville on its west side. The proposed road intersection with Bennett Parkway occurs on the Boone County side. The public Right-of-Way in Zionsville has already been granted as part of the adjacent Domain at Bennett Farms apartment complex project that is currently under construction. The proposed development will consist of the new road, adjacent sidewalks, and grading of future building pads on the proposed lot. There are no new buildings, parking areas, utility extensions or signs associated with this petition, as they will be presented at a future date. Staff's outstanding comments: 1. Are there any modifications proposed to the existing ground sign, at this time? 2. City Engineering Dept. comments: The Department is working closely with the Town of Zionsville to coordinate reviews since part of the project(road, storm sewer trunk lines, detention, and stormwater quality BMPs) will fall within Zionsville's jurisdiction. The Depai tiuent is anticipating a drainage report and calculations to be submitted with the construction plans which demonstrate the existing pond was designed to accommodate the additional drainage. We have met with the petitioner and discussed various issues. We are issuing comments for the TAC meeting next week. Recommendation: The Dept of Community Services(DOCS)recommends that the Plan Commission votes to suspend its Rules of Procedure and votes to approve this item(with the understanding that the City Engineering Dept. has the final approval authority for the construction documents). 6
