Along the South elevation, since you are bricking in a previously glass area, we were wondering if you could have more clear glass on the remaining spandrel area. The area that we are showing as bricked in would not have been visible unless you were walking down the "ally" between the two buildings. If you zoom in on the attached south elevation you will see the outline of the shop building to the south of the anchor. We do not have the ability to adjust the spandrel/clear split on what is remaining due to equipment placement behind the glass. 2. For the areas that do have spandrel, is there a type of spandrel you could put in that isn't totally dark? Perhaps a frosted glass or some other variation that blocks direct sight, but does not create a dark/lights off look? We are proposing to use a white frosted spandrel glass. This will not have the stereotypical dark look of spandrel. This is consistent with the material we have shown on Walgreens. 3. On the North and South elevation, on the very top cornice, it appears that the brick under the cornice does not continue all the way west along that screen wall. We would like to see the brick continue the entire length under that cornice. We do not have the physical structure there to support the weight of masonry. The attached elevations keep this area as EIFS, but have it in a color to match the brick. From the parking lot, this is at a far enough distance that it will read as the brick continuing. 4. On the East elevation there are what, appear to be columns that separate each window bay area. We would like to see those as a more distinct architectural feature of the building. Please "punch" them out of the building so they have some depth (if not already done so) and add their own cornice /cap on top. It is kind of hard to tell from the elevations, but it appears that they are flush with the rest of the brick facade. If this is not the case, please let me know. We can bump the columns out a small amount, but we are constrained by sidewalk width. The attached show the brick corning forward 1" for the decorative pilasters at the east. This will put the brick flush with the stone base underneath. 5. Finally we are still not completely satisfied with the "brick detailing" within the top portion of each bay along the East elevation. From the elevations it appears as though the brick is to be a different color than the rest of the building? Instead of merely a change in color we would request a different pattern to help break up the large expanses of brick. Please refer to the images we passed out to you at the committee meeting when this got approved subject to our final approval of the brick. If you would like more images for examples of what we are looking for, please let me know. The brick is a different color and it is installed at a stacked -bond coursing to differentiate it from the balance of the building. It doesn't show up the best in the elevations. I have reviewed the drawings and offer the following comments: URBAN FORESTRY REVIEW COMMENTS 1) I advise against Maples as they are overplanted within the City and tend to have undesirable characteristics. Please choose a substitute tree off of our Recommended Tree List and I would like to emphasize natives species because of the area. (bald cypress ?) 2) I have attached our tree preservation detail to be used on Carmel projects. Please add this detail to the plans along with some kind of labeling on the plan for where the fence should be located on all 3 sides. 3) Please add a quantities column to the plant schedule. 4) The word `shrubs' is spelled wrong in the Ordinance Chart on L -1A. 5) Keeping along the lines of native trees in this area, just a thought of mine would be to substitute the honeylocust (which will grow wide eventually for this site) for a native hackberry. This is on the NW corner of 116th and Rangeline Road. It is within the Rangeline /Carmel overlay district (ZO 23F). At this phase of development, Kite is only removing the existing CVS building and replacing the building to meet the new client's specifications. Kite has asked the City (and Planning has agreed) that the entire site does not need to be brought up to current ordinance standards. The area that is being most affected from a landscape perspective is the rear buffer yard. This site is against residential zoning. The attached plan shows the addition of a compliant buffer yard along the distance of the new anchor store. A variance to reduce the buffer yard width from 25' to 15' is being filed. Also, could the cornice line be adjusted a bit on those end bays (taller perhaps) to help offset the "heaviness" of the brick below? Apart from making the whole piece look rather heavy over the entry, the intent of the EIFS was for a signage backdrop. One of the reasons it is pushed down against the canopy is to make it read as a continuation of the opening from below...centering it in the brick field would lose this. We could envision keeping the geometry very similar, but perhaps changing the EIFS material above the canopy in that center portion to either a metal panel w/ reveals or a spandrel /frosted glass style storefront above the canopy as the signage backdrop. 2. Please raise the parapet walls to be taller in order to screen the HVAC, so that there is not a separate blank screening wall. Rather than raise the whole parapet everywhere, which would result in a very tall building and lots of additional material, we are thinking about extending the North and South sidewalls of the entry features a full structural bay further back into the building, and then position the rooftop units close up behind them. This way the units are screened from the front by the entry feature, from the side by deeper sidewall returns, and may be far enough from the back of the building to be blocked from the line -of -sight by the existing rear parapet height. I will pass these on. I do have some preliminary comments. As far as the site plan for the rest of the center, I would prefer to limit the discussion to the anchor store and not get into a discussion about Phase II. I will follow up on the footprint. We are proceeding with the accepted approach that this is a reconstruction of the anchor and not a new standalone building subject to the architectural requirements of the overlay zone. We are separating the signage portion from this petition and will return once the sign details are finalized. I would prefer to deal with the parking in connection with the discussion of Phase !land the planned zoning waiver. Lighting specification cut sheets are included in the information booklet. I believe that the fixtures on the back of the building are included. I am attaching the two sheets and the location of same on the plans submitted. What additional information would you like to see?
