The applicant seeks design approval to slightly modify the stacking lanes, add a canopy, change signage, and more, to accommodate a new tenant (Rama Carwash& Lube). The site is located at 431 E. Carmel Dr. and is zoned B-8/Business. Filed by Corey Williams of SEA Group, LLC. The applicant seeks design approval to slightly modify the stacking lanes, add a canopy, change signage, and more, to accommodate a new tenant (Rama Carwash). Please view the petitioner's info packet for further detail. Signage review comments: 1. Please provide the sizes and heights of all proposed signage. 2. Only one sign is allowed for this site because it faces one public street frontage. 3. Only 30 sq. ft. is allowed and up to 6' tall if a ground sign is chosen. 4. Please label and number signage on cut sheets and on site plan for ease of review. 5. Ground sign: a. Please provide size and height proposed. b. Only 30 sq. ft. and 6' tall is allowed. c. Please provide lighting information and sign materials. d. If a cabinet sign, the Dept. would prefer that the background remain opaque and the only the letters shine through at night. e. Please show what the base of this sign would look like—the Dept. prefers a masonry base on all ground signs, i.e. brick or stone to match the building. 6. Lane directional sign: a. A variance is required for this additional sign, as well as for its height and size. i. Only 3' tall is allowed for the sign to be considered exempt ii. Only 3 sq. ft. is allowed for the sign to be considered exempt b. The Dept. is not in favor of the design of this sign. i. The numbers are excessive in size and shape ii. The info about soft touch and touch free should be higher on the sign 7. Clearance bar sign: a. the yellow part with the copy"bar is at clearance level"hanging down is somewhat confusing b. Perhaps just have the bar yellow with black stripes so people know it's the height they need to avoid? c. It also looks as if it is lighted—is this the case? d. Will this yellow part be damaged if a car does hit it? What material is it made of? 8. Aqua Express menu sign: a. Need height and size of this sign b. A variance is required for this additional sign, as well as for its height and size. i. Only 3' tall is allowed for the sign to be considered exempt ii. Only 3 sq. ft. is allowed for the sign to be considered exempt c. Is this sign illuminated? 9. "Not covered..." sign: a. A variance is required for this additional sign, as well as for its height and size. i. Only 3' tall is allowed for the sign to be considered exempt ii. Only 3 sq. ft. is allowed for the sign to be considered exempt - 8 - b. Is this sign required? Is there a"Guarantee"posted somewhere that is not referenced? 10. Stop sign: a. Please provide size and height b. This design is ok Currently there are many sign violations on this site. There are frequent banners posted on the back fence, extra signs posted along the driveway, and the windows are completely covered with signage. These issues need to be resolved in order for any new signage to be approved. Accessory Structures / Carvac Enclosures: These need to have at least a 5-ft setback from the side property lines. Green space & Landscaping: The loss of more green space and trees, due to more pavement, will have to be mitigated elsewhere on site, with the planting of additional trees and shrubs. You will also have to replace any current dead plants on the site. Please work with the City Forester on this. Engineering Dept. Comments: The Engineering Dept. has not received construction plans for full review of this project. Just a site plan was submitted via email. It appears the petitioner will be disturbing 0.25 acres of land and will be required to address stormwater quality and detention. Recommendation: Per the Rules of Procedure, ADLS—only items do not need to go to a committee for further review. However, since there are a few outstanding items, the Dept. recommends that the Commission votes to send this item to the Wednesday, Nov. 7 Special Studies Committee meeting for further review and discussion, and also grants that committee the final voting authority. - 9 -
