Review Comments for Coots Henke Wheeler building addition (#12110011 ADLS Amend) Attachments: Carmel Green Building Checklist.doc.doc.doc Good afternoon, Dave— Please reply to each of the preliminary review comments for the ADLS Amendment application via email or letter correspondence by January 2nd. Additional review comments might be voiced at the December 19 TAC meeting. Thank you. Preliminary Planning/Zoning Dept. review comments: General site: 1. Please submit an overall site plan on one page. A smaller scale plan would help us to fully see the entirety of the project.This would be helpful in your info packets, too. 2. Please show driveway connection on site plan to new Fifth Third Bank and even (possibly) onto office building to the west. 3. Please show the square footage of the new building addition on the plans. 4. Please indicate where permeable pavers and bio-swales will be utilized. 5. Where is the dumpster located? 6. Please show what does the dumpster enclosure will look like or is planned to be. It must be similar in construction and materials to the principle building per Ch. 19.05.02 and 23F.11.05. 7. Will there be any ROW dedication or any additional ROW dedicated? Please check with the Engineering Dept.to see if this is required. 8. Please provide a floor plan of the existing building and the proposed addition for the file. B-8 Zoning: 9. Meets the maximum height of 50', 29'4" is proposed. 10. Meets the front yard requirement of 25', 28 is existing. 11. Minimum rear yard is met, 10' required, with new building addition 47' is proposed. 12. Please show/label the emergency access area at the side/rear of the building per Ch. 19.09. Ch. 23F Carmel Dr./Range Line Rd.Overlay Zone: 13. Will there be any new rooftop mechanical equipment to screen? 23F.10.10 14. Are there any ground level mechanical additions for the new building that need to be screened? 23F11.10 Architectural Design: 15. The west and north elevations of the new building addition do not have any windows or other architectural elements. Can these be added? Per Ch. 23F.10.03 Lighting: 16. What lighting is currently installed at the front of the building? 17. Please confirm if there will be any security or other lighting added to the new building addition. 18. Please show/label the height of the new light fixtures for the parking lot. 25' is the maximum height allowed since the building is proposed at 28'. Ch. 23F.12.05 19. Do the lighting fixtures take away from the number of parking spaces?They appear to be located in the middle of the parking spaces. 20. May need to add a shield to the rear of the light fixture to prevent light spillage.The lighting study shows more than 0.3 for abutting businesses at the property lines. Please refer to Ch. 25.01.02 B. 9 for the lighting requirement. Landscaping: 21. Please provide a landscape plan for the bio-retention area. 1 • • 22. What type of plants/trees will be placed in the parking lot? 23. What impact will the widening of the entry drive have on existing landscaping/trees? 24. Is there room for 5' planting strip on the east edge of the parking lot where new spaces are proposed? Ch. 23F.11.02 Signage: 25. There are no plans to alter the existing signage. Parking: 26. Is the parking between the building addition and the Five Seasons shared parking? 27. Will the new parking to the west of the Carmel Racquet Club be shared parking? 28. Please label the square footage of the parking area on the plans. Ch. 23F.11.04 Pedestrian/Auto Connectivity: 29. What kind of pedestrian and bike connectivity will be provided from the street to the rear parking area? 30. Will a sidewalk be added from the new building area to the front of the building? Minimum width of 6' is required. 23F.14.02 31. If a driveway connection is made to the 5/3 Bank site,will a sidewalk be installed as part of that? (23F.15.04) Bicycle Plan: 32. The bike parking shown on the plan near the circle drive turnaround—is this existing or proposed? Is it for the Coots Henke Wheeler Building? If it is not, it needs to be added. (50' minimum away from building it is for is required) 33. 6 spaces are required,which is 3 racks per Ch. 23F.15.06 ADA compliance: 34. Please show how the new sidewalks will be ADA compliant. Please work with David Littlejohn on this item. Miscellaneous: 35. Please provide digital copies of any revised plans and applications for the Dept. to put it into Laserfiche. 36. Please provide copies of your correspondence with the TAC members and their correspondence with you. 37. Please submit an exhibit with the site plan overlaid upon an aerial photo of the area. 38. Feel free to bring color/material samples or photos of the building to the Plan Commission meeting. 39. Please consider using LEED or'green' site and building practices, such as a white membrane roof, solar panels, native plants, rain gardens, etc. 40. Will there be any skylights in the building addition, similar to the other areas of the building? 41. Is the addition more for the employees, rather than for clients to enter? Thank you!
