There are 2 items that need clarification, please, and they are items no. 7 and 9: 7. Based off the ALTA survey and the site plan's 7 -ft wide new concrete sidewalk, the new sidewalk will be outside of that 15 -ft wide sanitary sewer easement when you scale it out, but you wrote that the easement begins about 6 -ft west of the building. Please clarify. WHAT I MEANT TO SAY IS, THE EASEMENT BEGINS AT LEAST 6 -7FT WEST OF THE NEW SIDEWALK. SORRY FOR THE CONFUSION. 9. Thank you for adding the planters. However, when looking at the west entry and the handicap parking space area, doesn't that new planter block the path to get to the door? Please clarify. THE ENTIRE AREA IN FRONT OF THE OLD MERIDIAN ENTRY WILL BE "ON- GRADE ". THAT'S ONE REASON WE HAVE A TRENCH DRAIN SHOWN AT THE ENTRY. THE CROSS- HATCHED AREA IS THE UNLOADING PORTION OF A VAN ACCESSIBLE SPACE (ACTUALLY BIGGER THAN IT NEEDS TO BE TO ALLOW ACCESS NORTH OF THE PLANTERS). If you could please address these last two items, as well as submit the $125 filing fee (with checks made out to The City of Carmel), then I think the Dept. will be ready to issue a Letter of Grant. We have modified the plans, as noted: 1. Yes, the new roof will screen HVAC equipment. 2. New elevations are modified to conceal the existing block wall. 3. 10' -0" x 18' -0 ", due to the east -west dimension. 4. An existing dumpster enclosure is located on the southwest corner of the property. 5. We will have a drain exiting the sidewalk at southwest and need an outlet for storm drainage at that location most of walk is 0" — 5" high and will have several accessible access points. 6 Yes, parking bumpers have been added to the plan. The easement begins + 6 feet west of the building. The aisle width is 25' — 26'. See modified plan. The Planning Dept. reviewed the petition and offers the following review comments, below. Please respond to these as soon as possible, via email or letter. Thank you. C/ Make sure that the rooftop mechanical equipment is screened from view. Please verify. ,! On the west building elevation, looking at the very upper right hand corner, it looks like the concrete wall protrudes out from the sloped roof. Please amend. Please label the parking space widths along that west facade. -41". Need to know the trash dumpster location and what the trash dumpster enclosure will look like. ,ice Please add an ADA ramp at the southwest corner of the building, where the sidewalk will just end and drops off. r< How high is the raised concrete walk? It looks like it tapers down to the parking lot pavement level, so you might need to add some parking bumpers. How close will the new sidewalk be to the 15 -ft wide sanitary sewer easement? XWhat is the drive aisle width, just west of the new parking spaces? Have you thought about adding additional landscaping on this side of the building, whether it be planters, window boxes, or planting islands? Is there a potential circulation conflict with the tenant entry area, the columns' location near that, and with the ADA ramp? XWill there be the horizontal texture /material in the new dormers are there are in the existing dormers /peaks? Will the fascia be the same material and design/texture as what existing on the rest of the building, with the vertical texture /scoring? The shape of these decorative louvers /vents are not the same as what is in the rest of the center. Please change. /4. Colors: will they be an exact match of the rest of the building? . Will the wall color surrounding the door entrance be painted a different color than the rest of the wall? We would like the trim on the proposed windows to match the trim of the existing windows on the rest of the building, if possible. 7.. The relief of the windows' trim is different than the relief of the door trim. Can you make those the same? X. How far out do the window boxes /projecting bays protrude? The Dept. prefers that they windows be more flush with the wall. If you would like, with this petition, you can amend the current sign package, which currently calls for white internally illuminated letters. Or, you can keep it the same. Will these opaque windows eventually be punched through and made into real windows? 71' Will the windows have black shutters, like the rest of the building? 2/ Will the proposed signage type /color /material match the existing signage? 1 Sign band area: please show /label a sign spandrel panel area with the 80% and 75% requirements; see the Sign Ordinance online at: http: / /www.carmel.in.gov/ Modules /ShowDocument.aspx ?documented =2986 Is there any way to address the existing main tall pylon sign now? At the very least, the Dept. would like any banners or extra signs on this sign structure to be removed. A second sign at the northwest corner of the building for the same tenant might be permitted, but we will need to see a conceptual floor plan or lease area plan to make sure that the tenant has some `frontage' on that north side of the building, along the west facade. (Of course, if this area is to become an entrance to a building, then it would be okay.) /2 Please note that the Engineering Dept. has no concerns right now about you adding that ease -west drive that will be located north of the building, but the Forestry Dept. will probably ask that you mitigate the loss of green space elsewhere on the site. Also, we might have you run the driveway connection request by the City Engineering Dept. to make sure that they have no issues /concerns. But, that will be part of our internal review process. Please go ahead and submit the filled out ADLS Amendment application and submit all pertinent info plans, elevations, etc. , too. I am not sure about the 2nd wall sign /logo sign for David Weekly Homes. Rachel can look into that and let you know if the new sign ordinance allows that or not, considering that the entire site has 2 road frontages, but it is also a multi - tenant building, so we will see.... What color will the existing concrete block wall be painted? THE EXISTING COLOR SCHEME IS OFFWHITE AND TAUPE. IF THE OWNER DECIDES TO CHANGE IT, CAN WE SUBMIT SAMPLES AT THAT TIME? 2. Will all of the new windows on the west facade have that black film applied, and is that an opaque film, or more like a tinted window film? IT WILL BE REMOVABLE DARK TRANSLUCENT FILM. THE PLAN WOULD BE TO OPEN THE WINDOWS FROM THE INTERIOR IN THE FUTURE. THE WALL COULD BE PAINTED BLACK PRIOR TO WINDOW INSTALLATION IF THERE WAS ANY POSSIBILITY OF VIEWING WALL MATERIAL THROUGH THE GLASS. 3. Is there only one wall sign, total, proposed for David Weekly Homes? THE MAIN SIGN WILL BE OVER THE WEST ENTRY. IDEAS WERE TOSSED ABOUT WITH THE LANDLORD ABOUT A SECONDARY LOGO TO GIVE THE TENANT MORE VISIBILITY. WOULD THAT BE A PROBLEM? IT WOULD BE 45 DEGREES TO MAIN STREET. 4. When you say there could be a minor driveway connecting 2 parking lots, is that the parking lot along Main Street, at 1017 W Main S, and also the one along 12965 Old Meridian Street? YES, IT WOULD LIKELY BE AT THE NORTH SIDE OF THE PARKING LOT AGAINST THE STONE RETAINING WALL IT WOULD BE VT WIDE TWO -WAY TRAFFIC. It looks like what you propose will match the existing styles and colors of the existing building. If you only want the west facade and the west wall sign approved now, then we can just have you submit an ADLS Amendment application (attached) to our department, and we could most likely just review and approve it administratively, so that you would not need to appear before any subcommittee of the Plan Commission. Please note that there is a filing fee. If you want to include a replacement monument sign and minor driveway connecting two of the parking lots, then we can probably review that administratively, as well, but we would need to see more details on those 2 items. Especially since the sign ordinance has changed recently, we would need to see: http: / /www.carmel.in.gov/ Modules /ShowDocument.aspx ?documentid =2986 . It involves a new exterior covered walkway and updated West entry for the West tenant of the shopping center, currently David Weekly Homes. The design of the walkway and entry is similar to the walkway that faces Main Street. Can you tell me what submission paperwork and type of approval process this will be required to go through? 2 Also, although design hasn't begun, the owner is considering a replacement monument sign and minor driveway connecting two of his parking lots. I would love to see this removed and replaced with something that meets the current ordinance. If they wanted to replace that sign and add another entrance sign over off Old Meridian, to reinforce their location /marketing /design /etc., that would be great as well. Please keep me posted. What color will the existing concrete block wall be painted? 2. Will all of the new windows on the west facade have that black film applied, and is that an opaque film, or more like a tinted window film? 3. Is there only one wall sign, total, proposed for David Weekly Homes? •4. When you say there could be a minor driveway connecting 2 parking lots, is that the parking lot along Main Street, at 1017 W Main S, and also the one along 12965 Old Meridian Street? It looks like what you propose will match the existing styles and colors of the existing building. If you only want the west facade and the west wall sign approved now, then we can just have you submit an ADLS Amendment application (attached) to our department, and we could most likely just review and approve it administratively, so that you would not need to appear before any subcommittee of the Plan Commission.
