Per discussions with Angie, Mike H. is not going to be available between 11 am to 2 pm. That means we need to have the plat delivered first thing tomorrow morning. Let me know if you think you'll have an approved street name by 9 am tomorrow. If so, we can update the plat and run the necessary copies up there by 10am to Angie. Angie said she was going to give Mike H. the heads up that the copies are going to be ready for signature, so hopefully she catches him before he bolts. But I have some comments, below: Maybe also add a note under the Data Development Summary about the BZA docket number 12090009 V, for the lot widths for the western 4 lots. 04' ' The road rights of way shown (even the `dedicated' portions) should just all be shown as road right of way, where you do not show some as 'dedicated'. Just combine it all and show /label it as the 'half road right of way'. Also, when will you add the instrument nos. for the covenants and restrictions to the plat, sheet 2? Staff has been advised that we cannot present a Secondary Plat to the Director for signature from this point forward until Ms. Terry Krueskamp (tkrueskamp @carmel.in.gov) in Information Systems has received an e -mail with an electronic file attached (MicroStation .dgn is preferred, or AutoCad .dwg of the subdivision) and it (the e- mail) has been copied to myself (aconn@carmel,in.gov). \Please work with Dave Barnes in the City Engineering Dept, to get on a BPW (Board of Public Works ) meeting agenda, which has a filing deadline. The variance would just be for lots 9 through 12, right? Can you also submit a landscape plan for that area too, showing plantings and hardscape ( like a bench) too? You might also continue to work with the Engineering Dept. to make sure that the drainage between the houses would be adequate, too. I have heard it is hard to make the drainage work correctly between houses when there is not enough room to do a proper drainage Swale... Thanks. We think this will look nicer in the long run than having a 30' common area down the middle of two lots. During our PUD process there was no. issues with having larger lots, but council did want to make sure we had a minimum lot size for sure. fin hoping you would support us filing a BZA variance request by tomorrow to see the hearing officer on 9/24. We might be in support of a BZA variance, if you can keep a smaller version of that plaza area, right there where 7th Street ends, lust to keep that view shed aesthetically pleasing. It would be within a landscape easement on the lots, or be within its own common area. Maybe do a haft-moon design, rather than a full circle, with the plantings around that. See attached .pdf, highlighting that plaza area. The concern would also be looking west on 7th street and looking right at a house garage. Otherwise, the other option would be PUD text ordinance amendment to amend the lot width regulation... We're interested in eliminating the Common Area and having wider lots which would require a BZA variance to plat lots wider than 50'. 1) The two 10' Common Areas are fairly pointless and simply served as a way to have wider homes considering our 50' max. 2) The 30' common area doesn't really going anywhere and the prospective buyers of lots 10 and 11 have commented that the don't want to encourage people to gather there since it really just leads to their back yard spaces. 3) Eliminating the 30' Common Area would allow us to lower our maintenance dues for the HOA and have that landscape managed by the homeowners. 4) There would be no drainage or utility issues with adjusting the lot widths. 5) It would allow us 'to 'increase our house widths from 48' to 53.5' which will make an enormous difference for front loading product as we've::experienced on the slightly wider lots on the east side of 3rd Ave NE at Blackwell Park. 6) .Widening the homes would give us the ability to make them less. deep and hopefully create even more rear yard space between the backs of homes and the Monon Tree Preservation Area. t I'd hope this would be a very minor issue and could be handled by a BZA hearing officer. However; section 14.B of the PUD which states:. "the director shall have the sole and exclusive authority to approve without, conditions,`approve with conditions; =or disapprove the final development plans /secondary plats (FDP) for the cobblestone commons, provided however, that•the director shall not unreasonably withhold or delay the directors approval of the FDP that is in substantial conformance with site plan and is conformance with the development requirements and development standards of the Cobblestone commons PUD." (This means that there is no public notice and no public hearing, but is typical of most pud ordinances. I think,Mlike H also presented the slightly amended development plan layout to several city council members, too, to get their input before approving the final DP. ) The house and patio locations meet the PUD requirements and respect the tree preservation area along the monon trail. I think this PUD rezone was approved before the monon overlay text was adopted. Also, the city still has to rezone the exact parcels of land along the monongreenway that would be affected bythe monon overlay text, too. That has not yet been done. The drainage and tree preservation aspects are being reviewed by the engineering dept and the forestry dept, but I think they are close to approving these, plans, if not done so already. I can check on that. The secondary plat is not yet finalized/recorded, and we can verify the monon right of way shown on the plat, but I believe it is correct as submitted. The, petitioner is still working on revising: the plat to address all the TAC members' review comments. The petitioner submitted for TAC review about a month ago. Ave NW in Carmel Meeting Attendees :'Gary Duncan, Greg Ilko,;John Edwards, Justin Moffett, John Thomas General Discussion: Project development. team explained new plan for the approximately 2.6 acre site at 136th Street and 1st Ave' NW in Carmel to be developed by The Old Town Design Group. Team proposed 16 lot site plan with new street (7th Street NW) entering site off of 1st Ave NW and ending in a "T" with a common area at the end. Four alleys would provide rear- loaded access to the home driveways and garages. This site plan would be developed in compliance with the approved PUD for the parcels. Storm Water Storage Plan: The four alleys would be paved with pervious asphalt and the substrate would be sized to act as the storm water detention facility for the site. Commonly accepted practice is to assume that the voids in the stone equal 40% of the total volume of the stone bed. Greg Ilko of CrossRoads Engineering will be designing a storm water detention system using the 40 %voids as the needed volume for the storm water and will size the road substrate accordingly. A portion of the detention facility will outlet at the southwest corner of the site, in the swale along the Monon Trail following the natural course that it presently follows, and the other portion of the detention facility will outlet into the city storm water lines running along 15t Ave NW. Gary Duncan, City of Carmel, agreed that this plan would be acceptable once accurate calculations are provided. Mr. Duncan indicated that the on -site detention system proposed within the new plan relieves staff's original concerns of spillway flows from the site to an off -site detention facility. Easement issues resulted from that concern, and those are no longer an obstacle. Mr. Duncan pointed out that the curve number from the saturation rate of rain fall into pervious pavement could lower the amount of gravel needed in our substrate. Mr. Duncan said that based on the size of the site and the storage methods being used the storm water plan could be designed using the previously accepted "flat release rates" of to two and one hundred to ten. Mr. Duncan requested the drainage calculations include computations showing that the pervious material can take in the 100 yr storm Mr. Edwards stated that we would be checking soils to determine if credit could be granted for increased saturation through sandy soils. Mr. Duncan agreed that this is possible provided that accurate geo -tech reports are provided. All agreed that a zero discharge storm water plan would not make sense for this particular site. Mr. Duncan suggested that prior to planning to use existing soils as the release point for storm water we should confirm that the site isn't in a well -head protection area. Mr. Duncan reminded the group that storm water detention was not allowed within a lot so the platted lot lines must end short of the gravel detention areas along the alleys. Additionally, a discussion about the treatment ofthe rear yard courtyards lead to an agreement that if the area was to be used as a part of the detention facility then any use by the adjacent residence would be defined in the home owner's association CCR's as an allowed encroachment into common area. Further, the City of Carmel or the home owner's association has the right to impact the area in order to make repairs or improvements. Any damage to landscaping, fencing or other improvements will be at the risk of the homeowner and the city will not be held liable for the cost of repairs. Mr. Moffett asked Mr. Duncan regarding the ordinance rules pertaining to living area setbacks from the "normal pool" of a pond. Mr. Duncan stated that the ordinance was silent regarding underground detention without a normal pool and that it would be up to the developer to choose whether or not to place structures, including possible basements, adjacent to the gravel detention area. It was discussed that there would be a substantial undisturbed soil area between the gravel areas and possible living space so any water seepage would be minimal. Storm Water BMP's: Mr. Thomas joined the conversation once we began discussing the BMP's for treating the storm water on the site. It was agreed by all that the storm water traveling through the porous pavement would act as the first BMP. The required second BMP was discussed at length and the possible solutions included installing sump structures connected to the curb inlets that drain into the gravel base of the detention facility. Also, rain gardens were discussed but it was uncertain that all storm water could pass through this system prior to entering the gravel storage areas. It was agreed that the development team would do some preliminary design work and then get back with Mr. Thomas with some ideas for the second BMP. During the discussion the potential need for a filter strip along the south property line was brought up by Mr. Thomas. Mr. Thomas suggested the Downstream Defender as a possible type of mechanical treatment as an additional BMP if needed. Right -of -Way Improvements: The concept drawing detailing the on- street parking available along 136th Street and 1st Ave NW was deemed acceptable to Mr. Duncan, and it was agreed that Justin Moffett needs to have a discussion with David Littlejohn on the Carmel Planning staff to determine how to treat the sidewalk /path along 136th Street. Even though the streets and lanes interior to the site will be built to the city specifications it was assumed that they would remain private, which has since been confirmed by a review of the PUD document. Conclusion: It was agreed that the development team would proceed with creating site construction plans based on the comments from Mr. Duncan and. Mr. Thomas. Notes taken by Justin W.
