Fifth Third Bank - Docket No. 11110009 DP /ADLS December 27, 2011 Response: The windows in question would reveal the stair structure as well as placing the clear glazing along the individuals legs and feet when utilizing the stairs. We feel this glazing should remain spandrel. The location and layout of the stair is vital to the bank's layout and operation, and would require a major redesign to be relocated. What is the material and color of the horizontal trim along the top of the ground floor? Is it made of stone or cement fiber board? Please label this on the elevations. Response: The horizontal band material is to be a cast stone by Continental Cast Stone, color: St Thomas Tan 1103 Are the columns of the drive thru area to be brick, above the stone? Response: The columns in the drive -thru area are brick above the stone base. Can you add a glass or canvas canopy or overhang at the entrance that faces Carmel Drive? See ordinance chapter 23F.10.09. Response: The entry tower that faces Carmel Drive has been pulled forward toward the street. The vestibule storefront system remains at its original location thus creating a 3' overhang at this entry. Please shift the building north about 5 feet to bring it closer to the street. Response: The front entry /tower has been moved three feet closer to the street instead of moving the building five feet closer. \24. Side elevation - please make the windows square and remove the arch elements. Response: All window elements are a rectilinear storefront, with no arch elements. Please see the revised elevations. Window muntins - please match the 1st and 2nd floor window patterns. Response: The first and second floor window patterns now match - please see the revised elevations. 61" ". The first floor will be retail, and the second floor will be office. The parking calculation has been revised per the two uses and shown on sheet C -111. The revised required parking is 39 spaces. The current site plan proposes 41 total spaces, but two spaces will be lost when the future cross connection drive is constructed. Therefore, the current site plan is meeting the minimum required spaces of 39. To further reduce the total impact of parking spaces, the current site plan proposes porous asphalt pavement along 25 to 33. See note 36 on sheet C -111. Response: The Carmel planting details are shown on sheet L -001. 2. Please label the symbols on the L -101 landscape plan 'existing tree' for the tree that are to be preserved. Also, there are existing trees not marked on the landscape plan that are proposed to be saved. Please note that not less than 50% of the trees 6" DBH or larger and located within the required yard setbacks areas are to be preserved. I believe this criteria is met. As for existing trees; there are 3 trees along Carmel Dr that are marked to be saved. These trees are ash and are infested with the emerald ash borer. We would also ask that the cabinet sign only illuminate the logo and the name with push through graphics. This will help the sign appear less like a cabinet sign at night. This text must be 3 sq. ft. or less to be considered exempt. My estimate of the square footage is 7.31. Perhaps reducing the size of the logo will bring it into compliance. Monument sign: This sign requires variance approval from the BZA because ground signs are not allowed in the Carmel Dr. /Range Line Rd. overlay zone. If they were to go for the variance, we would request that the base of the sign be brick or stone, to match the design of the building. We would also ask that the cabinet sign only illuminate the logo and the name with push through graphics. This will help the sign appear Tess like a cabinet sign at night. The Department could support this variance if no wall signs were requested. Wall signs: Only one wall sign is allowed to face north. The maximum size allowed is 45 sq. ft. A variance is required because the size is 49.22 sq. ft. A second wall sign facing west also will require a variance. We are not in support of having 4 Clearance signs above every lane on the drive through. Two signs should be sufficient. Directional sign: Maximum 3 sq. ft. and 3' tall is allowed. The sign is too tall and too big. Please reduce. A variance will be required for size and height. The Department will not support these variances. If a variance for a ground monument sign is requested, the Department would ask that the directional sign not be placed at the entrance. It would be redundant and unnecessary. Handicapped signs: How big are these? How tall will they be? Window signs: Drive up banking hours panel: Non illuminated window signs are allowed to cover up to 30% of the total window area. This sign should be fine. Door hours and handicapped sign: ok. 1 Temporary signs: 32 sq. ft. construction sign is fine, permit is required. It is allowed for the duration of construction. I have reviewed the drawings and offer the following comments: URBAN FORESTRY REVIEW COMMENTS 1) The planting details were not legible on the paper, either fix the legibility or better yet, please show the attached Carmel planting details on the plan to ensure proper planting. 2) Please label the symbols on the L -101 landscape plan `existing tree' for the trees that are to be preserved. Also, there are existing trees not marked on the landscape plan that are proposed to be saved. Please note that not less than 50% of the trees 6" DBH or larger and located within the required yard setback areas are to be preserved. I believe this criteria is met. 3) As for existing trees; there are 3 trees along Carmel Dr that are marked to be saved. These trees are ash and are infested with the emerald ash borer. These ash will need to be removed along with all ash on the property. Or will these trees be treated and saved? 4) Please show tree preservation details. I have attached Carmel standard details for tree preservation. 5) Please show a rear 10' (not 5') perimeter landscape buffer (per Ch. 26.04.06) along the rear property line. Note that the perimeter buffering shall not be located in an easement. 6) Please show a front 10' (not 5') perimeter landscape buffer along the front property line. As 15' is required, the 10' building setback will take precedence. 7) Maple trees are not on our recommended list (attached). Please replace maples with one or more other species. Species diversity is topic we promote. A chart is attached showing %'s of desired diversity for the City of Carmel. When planting next to a parking area, I recommend Japanese Zelkova or hybrid elm for an up -right shape to not interfere with cars. 8) Please refer to the attached documents for planting requirements. As far as the site design and sign proposals, I think it is much better than it was. I like that they'll use the existing driveway and save the trees to the east of the entrance. One wall sign would be allowed for this site at 45 sq. ft. Ground signs are prohibited by the Carmel Dr. /Range Line Rd. overlay zone. The second proposed wall sign would require variances for number of signs, total square footage and sign not facing a right of way. If they wanted directional signs, they can be up to 3 sq. ft. and 3' tall. I think they may need to be creative with directional sign placement into the drive thru lanes because there is only parking spaces on the right hand side as one would enter. ATM signage would need to be presented as well, at 3 sq. ft. or Tess. I think the architecture is just ok. I don't think it's any one style or another, is it? I think our preference is always for less stucco than what they propose...but at least it's on the second story, which we can support. I do question the curved windows facing west too. I know they're trying to break it up a bit with a different style, but they don't exactly look right. My comments: 1. Here are our additional preliminary review comments: 1. Looks like you will need BZA variances for the 70% frontage, the FAR, and the ground sign. 2. Only one sign is permitted, since you only have one street frontage. Only one wall sign is permitted at 45 square feet in area. we would be able to support a variance request for the 2 wall signs, but not for the ground sign. 3. We would eventually like more info on the details of the directional. ATM, and clearance signage. 4. One planner in the office recommended trying to move the entry drive location to preserve that stand of trees along the street. I agree (unless they are ash trees). 5. The new curb cut location might be in conflict with the Carmel racquet club's. You might want to check with the City Engineering Dept to see if that location would be ok from a separation /distance stand point. 6. There is one parking spot near the street that needs to be shifted south, to meet the parking lot setback requirement. 7. If possible, we ask, at the very least, that you show an access easement, either to the property to the west or to the east, to show interconnectivity among parking lots. You would not necessarily have to build a driveway stub, though. 8. We strongly recommend that you do not use EIFS /Stucco within 8 -ft of the ground level. 9. One planner asked that there be less stucco /eifs on the building facades. 10. For the front elevation, we would want the 4 first floor windows to all have awnings. The 1st floor window on the tower /entry feature is okay without an awning. 11. One planner also asked that all of the roofing material be the same — asphalt shingles. So both new designs I have recently seen for other locations would fit here (32 sq. ft. with name and 22 sq. ft. without name). If they are the 22 sq. ft. sign, the size would be ok because it would be less than 45. I would be ok supporting the two wall signs and not the ground sign. I would like more info on the other signs proposed for the site: directional, ATM, clearance, etc. I appreciate that the building is brought up to the street, but I don't like how the design calls for a different curb cut. Those trees are mature and if they could be left alone, I think that would be best. Also, if they move the curb cut, it will be very close to the Carmel Racquet Club entrance and that could be a safety issue. The Engineering department's review comments were to suggest moving the landscaping out of the easement and add it back just outside the easement. Unfortunately, this is not possible as the site has parking planned and not sufficient space for the full amount of landscaping required. Please landscape the site with the original approved landscape plan. If the easement is to be utilized in the future additional evaluation can be made at that time. Hopefully, this should clear up any confusion that was made and simplify any need for further review. On May 25, 2012, the City of Carmel Engineering Department stated that at the south end of the property there is a cross access easement. According to comment number 2 of the attached document, Engineering Review Comments, all landscaping in this easement should be removed.
