DEPARTMENT REPORT
January10, 2012
1. Docket No. 12100019 DP: The Bridges PUD — Commercial Amenity Use Block, Phase 1.
2. Docket No. 12100020 ADLS: CVS Pharmacy.
3. Docket No. 12100021 ADLS: Commercial Building.
The applicant seeks site plan and design approval for 2 free-standing commercial buildings that front on
116th St. The site is located at 11405 Springmill Rd. and is zoned PUD/Planned Unit Development.

The applicant seeks site plan and design approval for 2 free-standing commercial buildings on 4.6 acres, that
front on 116th St. The CVS pharmacy building will be located a the southeast corner of 116th St. and
Springmill Rd., and the multi-tenant commercial building will be located at the southwest corner of 116th St.
and Illinois St. The Forestry Dept. is ready to approve the landscape plan.

Recap of January 2 Committee meeting:
The meeting was very productive and informative. The Petitioner went through the Dept.'s comments, one by
one, addressing all of them. The Petitioner offered changes based on the December 18th meeting comments and
was quite thorough and prepared in addressing any new concerns. The items most discussed were the trash
dumpsters and their screening. The Committee voted, 5-0, to send the item back to the full Plan Commission
with a favorable recommendation.
Recap of December 18 Public Hearing Comments:
a) A commissioner stated that he was impressed. The Petitioner was appreciative.
b) Traffic pattern on site was questioned. Engineer Dept. is ok with it.
c) Signage is fife as submitted.
d) Are the light fixture designs the same on all sides of building? Yes, provided in the packet.
e) Perimeter buffering raises the standard: Proposed number of shrubs is greater than what is required. The
Urban Forester is okay with it.
f) Need for nicer parking lot pole lights design: The petitioner is proposing a standard light for all the
parking lots.
g) Needs more buffering of parking areas from the main streets: Proposed number of shrubs is greater than.
what is required. The Urban Forester is ok with it.
h) Visibility of the tenants/signage vs. buffering of parking areas: The petitioner thinks it is adequate and
signage can still be seen.
i) Request to better screen the dumpsters at CVS: They petitioner has added more evergreens in the
perimeter lot planting area to screen the dumpsters, as well as extending the dumpster screen walls to
further screen them. The landscape plan also appears to show some Boston ivy in front of the dumpster
walls to help soften that wall.
j) Questioning the need for the 3rd drive thru lane at CVS: The petitioner has decided to eliminate the extra
drive that lane and expand the landscape island to help further screen the dumpsters.
k) Request to rotate CVS building counterclockwise: The Petitioner stated that they cannot/did not change
the orientation of the building.
1) Dislike of the backside of CVS building facing Springmill Rd. and a Mormon temple and meeting house
The Petitioner stated that they cannot/did not change the orientation of the building.
m) Looking back at the PUD, did we get what we intended? The Committee thought the design is what was
intended by the PUD.

Outstanding Comments for the Petitioner to address:
1. On the multi-tenant building(south elevation), please finish cornices; relief detail around the corners on the
parapet walls and not have a straight vertical cut off of those cornices. (lt does not appear to be changed in
the latest drawing. Irmo Packet, Tab 6, pages 3, 5, and 7.)
2. There is a maximum 25-ft height for parking area lights, per the PUD. Some of the poles are still 25-ft tall
with a 3-ft base. Please revise. Tab 9 still shows some 25'tall pole specifications. The Dept. wants to be
sure the height will be reduced to be 25'or less, with a base. Please clarifi% base height as well.
3. Per PUD sections 13.10 and 7.7, please show how the mechanical equipment is screened from view,
including gas, electric, and water meters. Please show/label the locations of these meters on the building
elevations and/or site plans. The mechanical equipment placed on the roof will be 20'back; so that it is not
visible from anyone standing on the ground. Petitioner: will the gas and electric meters be painted to
match the building?
4. The City Engineering Dept. issued a lengthy review letter on Nov. 30, and they are waiting for the
Petitioner's response. The Petitioner will submit a response before the final revieii'.
5. Please confirm if the column features on the south wall of the Multi-tenant Retail Building will have a
darker EIFS color than the rest of the EIFS. It appears this way in Tab 6 on pages 5-6.
6. The site lighting plan, under Tab 9 of the info packet, was not changed to eliminate the 3rd drive thru lane.
Please provide an updated drawing to be consistent with the new site plan.
Recommendation: The Dept. of Community Services (DOCS) recommends that the Commission votes to
approve this item, so long as all outstanding comments are addressed at or before the meeting.
Note to Petitioner: The Plan Commission president will need to sign the Findings of Fact sheet (found in the DP
application.)
