At the meeting held August 20, 2002, the Carmel/Clay Plan Commission took the following action regarding the
Development Plan and Architectural Design, Lighting, Landscaping & Si~g~age petition filed to constr~ct an auto
superstore for the property located at the northwest comer of Gray Roa-d and 96 ~tre~t.
APPROVED: Docket No. 46-02 DP/ADLS, a petition to request approval for the Development Plan and Architectural
Design, Lighting, Landscaping & Signage. The Plan Commission voted eleven (11) in favor, zero I0) opposed thereby
approving the petition as amended.

Dave Coots, attorney, Coots Henke & Wheeler, 255 East Carmel Drive, Carmel appeared before
the Conmaission representing the applicant. Also present was Tony Kirp with carmax.
These items were first pre ~,ented to the Commission in May and there have been two meetings at
the Special Study Co~l ~e level since then. These meetings resulted in considerable changes
to the pian~ the most nofic ~able of which is the change from ~ sPlit-face block painted structure
t6 a st~cture that on the s ruth and east elevations (~6th & Gray Road) has a qhi~k brick product
in a two-tone mixed with an EFIS product that caps all four elevations. The two-tone brick
breaks up the expanse of ti .e sides of ~he building on ~he visible elevations.
The entry structure, the large blue roof that was part of the original plan, has been reduced
dramatically and lowered. At the suggestion of the Committee, it was added as an accent over
the service entry on the east elevation. All of the plans have been submitted and approved by the
Committee, including the landscaping, lighting, a~d signing.
The primary plat was approved by the Committee, conditioned upon approval from the City
Engineer of the road improvements agreed to by the petitioner. Secondar~ Plat approval will not
be forthcoming and no permits will be issued until w~itten approval from (he City ]~ngineer.

Dave Coots confirmed the amendments and said the plans now reflect those amendments.
Ron Houck moved for approval of Docket No. 46.02 DP/ADLS, carmax Auto Superstore.
The motion was seconded by Pat Rice and AppRovED 11-0.
Jon Dobosiewicz reported for the Department on the Primary Plat for Carmax. There was one
concern and that has been addressed. The plans are to be ultimately approved by the City
Engineer. The Primary Plat will go throt~gh Secondary Plat stag~. The Dep~rtment is
recommending approval with the condition of a~proval by the City Engineer.
Ron Houck moved for approv._a,1 of Docket No. 47-02 PP, CarMax Auto Superstore, Primary
Plat, subject to citY Engineer s approval. The motion was seconded by Dave Cremeans and
