Dear Mr, Akers:
Please find enclosed revised Primary Plats, which were revised in
accordance with the comments listed in your email dated March 30, 2012. A
construction plan submittal with Secondary Plat for Section 1 will be submitted
separately. Those comments were addressed as follows:
l As we discussed we have removed the "Private Drive" annotation and
have added additional street names for the frontage roads of both The
Meadows at Legacy and The Overlook at Legacy, These will now be
addressed according to the frontage roads and will no longer be private
drives,
2. We have changed Knightstown Drive to Knightstown Way between the
Private Drive and James Dean Drive.
3. The spelling for Dickinson has been corrected,

Enclosed please find copies of the Primary Plat which have been revised per
your comment letter dated March 26, 2012. The revised Construction Plans for
Section 1 will be submitted separately once we have addressed engineering
comments. Please find below an item by item explanation of the revisions that we
have made:
• The 8" valves near Lots 25 and ,31 have been moved to the end of the pipes.
These will be shown correctly in the Construction Plans since we only show
hydrants on the Primary Plats, We will provide you with revised
Construction Plans for Section One once all engineering comments are
addressed.

Primary Plat
Dear Mr. Hall:
Please find enclosed one set of Primary Plats which were revised in
accordance with the comments listed in your letter dated April 5, 2012. Those
comments were addressed as follows:
1.
c) We have added the proposed subsurface drains and the connections
to the storm sewer system to the plat.
d) Some portions of this site lie within a Zone "X ". This note has been
revised on the cover sheet and the floodplain boundary is now shown
and labeled on the plat as well.
e) We have added large arrows to the Primary Plat to show the planned
emergency flood routing for this site. The exact MFPG /MLAG
elevations will be shown within the secondary submittal and
construction plans for each section of development. Also,
concerning finish floor elevations, these will vary on each lot in
relation to the pad. In most cases the pad elevation is higher than
the minimum finished floor. However, in cases where the pad
elevation is lower than the minimum finished floor elevation we will
note the M.F.F.E. on each lot within the construction plans for each
section of development.
f) We have revised the plat to accurately show the proposed detention
basins along with critical pond elevations, top of bank and spillway
elevations. Also noted is the White River BFE elevation in relation
to the critical ponding elevation for the eastern detention facility at
Structure #423.
g) A statement has been added to the cover sheet of the Primary Plat
stating that there will be no potential flooding based on the FEMA
Base Flood Elevation for this area.

i) The Overall Release Rates chart to Outlet 1 in the Drainage
Narrative represents that we are providing the required detention per
the standard release rates for the western basin with this
development.
ii) Critical pond, top of bank and proposed spillway elevations are now
shown on the primary plat. Detailed calculations will be provided
with the drainage report for each section of development.
3. We have revised the cover sheet to reflect the correct Lake #'s.
4. The drainage ditch within Cherry Creek Boulevard along with necessary
storm outfall structures to the Meadows at Legacy will be installed prior to
the construction of Section 1 and future sections of The Meadows at
Legacy. Structures to be installed by others have been showed as subdued.
Detailed information including T.C., Invert and pipe information will be
shown on the topographical survey within each sections construction plans.
The construction plans will be resubmitted to your office once your initial
comments and all other secondary comments have been addressed. If you have

Dear Mr. Hoyes:
Please find enclosed revised Primary Plats, which were revised in
accordance with the comments listed in your letter dated April 17, 2012. A
Construction Plans submittal with further design detail for Section 1 construction
will be submitted separately. Those comments were addressed as follows:
1. Noted. We are currently working with John Thomas at Cannel
Engineering.
2. Noted. The developer is aware this is in a Wellhead Protection Zone
and additional measures are being taken in accordance with the
requirements for projects within this Zone.

4, Thank you for the acknowledgement for the receipt of the Outlet Permit
for the Tunis Garrard Drain,
5, Noted. The Master Drainage Plan completed by Williams Creek
Consulting is currently being revised and will be resubmitted for final
approval soon. Also, the previously Legacy Master Infrastructure Phase
2 plans have been updated and resubmitted for re- approval, Those plans
now include the revised Tunis Garrad Detention Basin per Williams
Creek Consulting's design. That construction is planned to take place as
soon as approval is granted and permits are re- issued as part of Project
#1 within those Construction Plans,
6. The current status of the floodplain compensation will be noted in the
revised Master Drainage Plan submitted by Williams Creek Consulting.
This report will continue to be updated within the drainage reports for
future sections of development.
7. As stated previously the large Tunis Garrad Detention Basin is now
shown in the revised Legacy Master Infrastructure, Phase 2 plans and
will be constructed as soon as permits and approvals are issued, The
current ditch that connects the stormwater park area to this large
detention basin will remain in place to convey overland stormwater flow

until the pavement for Cherry Creek Boulevard is installed east of the
round -a -bout, At which time the Twin 30" R.C,P.'s will be installed to
maintain connectivity, The legal drains that are exposed in the large
detention area will be tied into the drainage design for that area to
maintain positive flow and proper outlet.
8, Noted,
We have addressed all other agency comments except engineering and will
notify you if changes are required after we completely address comments from John
Thomas and Gary Duncan at Carmel Engineering,

Enclosed please find the Primary Plat and Landscape Plans which have been
revised in accordance with the comments listed in Y our email dated March 28,
2012. Those comments were addressed as follows:
1. The planting details on sheet C910 have been replaced with the Cannel
•
standard planting details.
2. The recommended tree list on sheet C910 has been replaced with the
Carmel recommended tree list.
3. All references to the Chinese Elm have been removed and replaced with
either Japanese Zelkova or a Hybrid Elm off of the Carmel
recommended tree list.
4. Thank you for the recommendation. We will consider more native
plantings similar to other areas of the Legacy as we complete
construction documents for each section. The cover page and Sheet
C303 have been revised as necessary.
5. We are currently in compliance with the landscape requirements
described in the Legacy PUD. However, we have included additional
landscaping along the 6' primary walking path in LCA#6 and LCA#8 as
shown on sheets C904 and C905.
