As far as the sidewalk connection comment below goes. I thought that by adding the connection north of Lot 17 that would provide pedestrian access near the round -a -bout. Since there is no sidewalk. on the outer perimeter of the frontage road, providing a connection point near Lot 15 would require a pedestrian crossing across the frontage road. A pedestrian crossing not at an intersection would require at a minimum crosswalk striping and a Ped- Crossing sign. Even with that. I still believe this would be a dangerous area for pedestrians to cross the frontage road du.e to the curve in the road. If a motorist is exceeding the speed limit and comes around the corner too fast to notice the crosswalk in time; there is potential for accidents. Would you agree? Brett A. Is that a reasonable expectation? • Meadows & Overlook — During our meeting on 5/22 you said that you needed to discuss with Mike McBride how we have currently designed the entrances to the frontage places to accommodate turning motions for fire trucks (without curbs but rather with stamped concrete). Do you have any direction on this issue for us? • Master Infrastructure, Community Drive Multi- Purpose Path (requirement to Primary Plat Approval for the Meadows) — The primary plats for Meadows and Overlook were approved at Sub - committee on Tuesday. The approval of the meadows was contingent on us providing a single 10' multi- purpose path along one side of Community Drive in -lieu of the previously designed 5' walk on the east side and 6' walk on the west. Here are the last few outstanding comments the Planning /Zoning Dept. has: 1. Please try to add a sidewalk connection from the sidewalk near Lot 15 to go out toward the path that is along the roundabout for Cherry Creek Blvd. and for Community Dr. 2. There is still a Typo on sheet 1: Zoning- PUD Ordinance. 3. Please add the neighborhood sign easement to the plat. (If there is not a sign easement, does the Common Area encompass sign easements, too ?) 4. Staff has been advised that we cannot present a Secondary Plat to the Director for signature from this point forward until Ms. Terry Krueskamp (tkrueskamp @carmel.in.gov) in Information Systems has received an e-mail with an electronic file attached (MicroStation .dgn is preferred, or AutoCad .dwg of the subdivision) and it (the e -mail) has been copied to myself (aconn @carmel.in.gov). 5. As you know, the big aesthetic benefit of frontage drives is that they allow the fronts of homes (versus the backs of homes) to face outward toward the street, and the Legacy PUD permits by right these frontage drives as private streets, as they are now designed and now shown on the proposed plats. It is our understanding that the Department of Engineering (the "DOE ") met with Tim Walter and agreed on the street design, including the frontage drives, for the 2 proposed plats. While the street designs are acceptable to the DOE and do not have to change in any manner regardless of whether they are public or private, it is our understanding that the DOE prefers that the frontage drives be characterized (and dedicated) as public streets and not as private streets. We are ok with this, but there is one glitch to overcome. This glitch is that the Subdivision Control Ordinance includes a standard applicable to public streets but not applicable to private streets in the PUD. This standard is that public (not private) frontage drives not exceed 600' in length. Even though the Legacy PUD permits by right these frontage streets as private drives that can exceed 600' in length, we have no problem accommodating the request of the DOE that the frontage streets, as designed, be characterized (and dedicated) as public streets. But we need to avoid the trick -bag of then being required to obtain a subdivision waiver from the Plan Commission, which will result in delay and expense, as the frontage drives were originally filed as private streets, as permitted, obviating the need for a subdivision waiver. There are some solutions to accommodate and allow the DOE's preference without the need for the filing of a waiver. One solution is for the Plan Commission, being aware of the situation, to just approve the frontage drives as public streets. In this way, the Plan Commission implicitly approves the street designs. This first solution is not uncommon —plats and streets with minor discrepancies are approved from time to time throughout the State. A second solution would be to approve the frontage drives as private at the primary plat stage and to then dedicate them as public at the secondary plat stage. This second solution is also not uncommon —in the past Carmel has, without the requirement of a waiver, accepted dedication of private streets that do not 100% comply with all standards of the Subdivision Control Ordinance. So, in summary, we very much want to accommodate the preference of the DOE, but we need to avoid the expense and delay of a waiver and, to this end, we offer the above 2 solutions. Please let us know your thoughts. Thanks, Jon Jon C. Suggestion #1: Approval of variance related to garage door and 3 foot setback: Consider establishing a % for the number of homes that could have less than a 3 foot garage setback. Perhaps a reasonable equation is that no more than 25 %? This would ensure that the proposed housing is developed and (mostly) consistent with the original intent of the Legacy PUD design standards? Suggestion #2: During the public hearing, Steve Lawson pointed out that one pedestrian path transitioned from 8 or 10 feet down to a much narrower configuration along Community Drive (near River Rd). While this may be consistent with how the PUD was originally written, it is a safety hazard and should be changed. Since you will approve a Variance /waiver it only makes sense to correct this deficiency too. Due to schedule conflicts I will not be able to attend the hearing, however I would like to voice my opinion and concerns regarding the proposed primary plat. I am in favor of the development of this property with one caveat... the promises made to the surrounding homeowners when the PUD was first approved be honored. Prior to this property being rezoned to the current PUD many of us met with the developers at multiple open meetings (held at Prairie Trace School) to share our concerns regarding this higher density project (higher density than the original zoning, even more so when you consider a large part of the green area for the development is located across River Road, away from the housing sections). One of the issues that was raised at the time was the density of the housing boarding the Settlers Ridge section of the Haverstick development. At that time the developer agreed that all of the Tots boarding Settlers Ridge would be the larger home sites for the development. I have attached the map file The Legacy provided which shows the lots boarding Settlers Ridge, as you can see these are equal in size to the largest lots planned for the development. Additionally at the time of the public meetings the original Legacy plan called for a pond to boarder Settlers Ridge (backing up to our pond to separate the two communities). At some point this was changed to the plan that I have attached. The plan displayed a large pond, the pond that was built appears to be a smaller pond (and if you look at Google maps, one that is not very attractive and holds very little water). Now the developer is requesting that smaller Tots be platted next to Settlers Ridge. Originally the portion of the development (next to Settlers Ridge) affected by this request was to hold 32 homes. The new design appears to cover about two and a half times the original area but will hold four and a half times as many homes, almost double the original planned density for this area. I understand economic conditions are much different today than when the PUD was put in place, at the same time prior to this being approved I would expect the developers would have met with the surrounding neighbors to allow them to discuss this complete reversal of the original plan, and to provide a drawing of the proposed lot plat. We were told that the homes boarding Settlers Ridge would be priced at a much higher level than the homes in our neighborhood therefore helping our property values. I am concerned the new homes will be priced at a lower price point hurting our home values. If you do decided to approve this plan I would urge you to require a dense green barrier (many large trees) at the edge of the adjoining properties (primarily the South Western edge which has no trees) to visually separate the two communities. Given the promises made at the time the PUD was approved I do not believe this plat should be approved as presented. Provide Crossroad Engineers with the Pre - Developed Drainage Report, Post Developed Drainage Report, and a Summary Report per the Storm Water Technical Standards Manual Section 102.05 6. Will the BFE of White River flood into the on -site network and cause. flooding? 7. The plat is located within a wellhead protection area. Please provide a narrative of how storm water features will conform to the wellhead protection ordinance. 8. The plat indicates that "Lakes" will be used as storm water features. Attempts to construct wet ponds in this area have been abandoned due to high dewatering and lining costs. Please provide a narrative on how the wet bottom ponds will be constructed. 9. Are the soils on -site suitable . for residences and /or basements? 10. All storm sewers shall be located within a 30 .foot easement, centered on the pipe. Please extend the easements between Lots 43 and 44 and between Lots 112 and 113, so that the transition to a 20 foot easement does not occur until 15 feet past the stone structure. 11. Perimeter easements shall be per 6.06 of the Subdivision Control Ordinance. 12. It appears that portions of this site rely on infrastructure that has not been approved or constructed: a. The Subdivision Control ordinance states that no land can be subdivided unless adequate access to the land over improved streets exists. Community Drive and Cherry Creek Boulevard have not been approved or constructed. The Department understands that the portion of Cherry Creek Boulevard across the frontage of this development will be included in this plat. The east entrance to this site is accessed from Community Drive. Plans have been submitted to this office for certain parts of the second phase of the Master Infrastructure; however detailed plans for Community Drive were not included. b. The primary plat indicates stonnwater from a large portion of the site (the NE corner of The Meadows, draining all or portions of 64 lots within the subdivision) being directed to Cherry Creek Boulevard. Also, the primary plat indicates that a portion of this site at the southeast corner to drain to the south through storm sewer that is shown as existing. This storm sewer has not been approved or constructed. Additionally, this storm sewer appears to outlet to a detention /stonnwater facility that has not been approved or constructed. Section 5.02.05 of the Subdivision Control Ordinance requires an acceptable storm water outlet for the subdivision. The Department needs to better understand the location of this outfall and when it will be constructed. 13. As phasing of this subdivision is considered, please be advised that a maximum of 15 -lots may be served by a single entrance front a public roadway. A second entrance is required when there are more than 15 -lots. 14. The "Typical Private Street" cross section on Sheet .3 is not allowed by the Legacy PUD or by City standards, The Department understands that this roadway will be designed as a Frontage Place and located within right -of -way. If the private drive is changed to a Frontage Place, Section 6.03.24 of the Subdivision Control Ordinance applies. This section includes, but is not limited to: Mr. Brett A. Huff May 9, 2012 RE: The Meadows at Legacy, Section 1- Project Review 41 Supplemental Comments Page 3 of 3 a. Frontage places shall not be in excess of 600 feet in length between thoroughfare access points. b. Frontage places shall terminate at streets. We discussed the possibility of terminating the southernmost frontage place into a cul -de -sac. 15. Is on- street parking planned for perimeter streets (Community Drive and Cherry Creek Boulevard)? 16. The current primary plat does not allow the Engineering Department to evaluate if curb and right -of -way radii at intersections satisfy the Legacy PUD. I7. Please provide the pad elevations for individual lots per 5.03.04 of the Subdivision Control Ordinance. 18. Any changes to the existing legal drain on -site shall have the proper approvals and permits from the Hamilton County Surveyor's Office. 19. Curbing is required at the intersections of Larson Drive /Cherry Creek Blvd, James Dean Drive /Cherry Creek Blvd, and James Dean Drive /Community Drive, unless allowed by the Legacy PUD. 20. The two "Typical" street cross sections on Sheet 6 different form each other. Where will each section he installed? Should they be labeled "Street Type A ", per the Legacy PUD? 21. Please include the City standard curb detail. 22. Please update the sidewalk detail on Sheet 6 to the current City standard curb detail. 23. City of Carmel Dept. of Community Services Angelina Conn April 30, 2012 Page 2 of 3 C:)Per our discussions with David Littlejohn of your office, David will verify with Prairie Trace Elementary if the school desires pedestrian connectivity with the development. If so, we can provide access to the school between roughly Lots 42 & 43 with a 10' Common Area to be platted as a Pedestrian Access Easement. This is basically the location of the sidewalk that comes out of the north entrance to the school extended through our project. °Also as discussed with David Littlejohn, we have revised the right of way on James Dean Drive north of John Dickinson Drive to 52'. This allows us to install a 6' wide primary pedestrian path North to Cherry Creek Boulevard as well as the previously shown 6' path that runs east and west along John Dickinson Drive and James Dean Drive. In addition, we will modify the plans recently submitted to your office for review titled Legacy Master Infrastructure Phase 2 changing the 5' primary sidewalk to a 6' pedestrian path along the west side of Community Drive between River Road and the 10' multi- purpose path to be located along Cherry Creek Boulevard. X The adjacent future road right of ways to this project are now labeled. he Covenants and Restrictions are currently being prepared by Nelson and Frankenberger and will be provided when a draft is complete. All Neighborhood sign locations are depicted on the Landscape Plans more specifically where all internal streets intersect with Cherry Creek Boulevard and Community Drive. In addition, we have added a plan and detail A sidewalk connection is now shown north of Lot 17 from the road intersection to the future path along Cherry Creek Boulevard. For safety reasons we feel this will be a better location for pedestrian road crossing than at the bend in the private drive near Lot 15. The neighborhood sign column has been modified to better reflect the character of Exhibit 16 of the PUD and to match the neighborhood columns installed at the Legacy Towns and Flats project. In addition, we have included in the Landscape Plans a plan and detail for an entry wall similar in character to Exhibit 16 and incorporating our column design to be located in the median of Community Drive at River Road. . The sign on the entry column now reads The Meadows at Legacy to be consistent with the existing signage for the Towns and Flats. )The private drives will be platted as right of way instead of Common Area. Below is the signage review from our Department: "I think the Entry wall sign (01) in Exhibit 16 of the Legacy PUD should be placed at the corners of River Rd. and Community Dr. and River Road and Cherry Creek Blvd. Since we got Turkey Hill to go along with this design, I think it would be best to continue it at these other major intersections. The Interior Development sign (04) on Exhibit 16 could maybe be used for commercial or office developments inside Legacy. I think they've designed their entry monument sign pretty close to the Neighborhood Sign Column (03) on Exhibit 16. It doesn't have it as a suspended sign, but I think it still looks nice as proposed. And the drawings do say "typical" residential signs. The only question is: should we make them make it look more like the 03 column? I think it would be nice if it did. Maybe they could put the name plate in the middle of it and still not have the suspended sign. Maybe that would work for them ?" -Angie Conn, Planning Administrator 1 U EYOR''SSOFp ICt (Th April 16, 2012 .Kenton C. `Ward, C(F.MM Surveyor of J- (amilton County 'Phone (317) 776 -8495 'Fax (317) 776-9623 Stoeppelwerth & Associates, Inc. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES fall in a Carmel Wellhead Protection Zone. 3. The proposed project does fall in the Tunis Garrard and Elizabeth Warner Regulated - Drain Watersheds. 4. The required outlet permit for The Meadows at Legacy, Section 1 to the Tunis Garrard Drain has been received. 5. The Master Drainage Plan for Legacy will need to be finalized and approved, along with the Tunis Garrard Detention Basin construction, so the detention requirements per the HCSMTSM are in place for this section. 6. The floodplain compensation tracking needs to be brought up to data and provided to our office for review, so the floodplain fill mitigation per the Drainage Board Variance can be checked. 7. The reconstruction of the Tunis Garrard Regulated Drain needs to move forward to provide a good outlet for this proposed section of Legacy. 8. Further review of these plans will be required after the master infrastructure items have been addressed. Should you have any questions, I can be reached at 317- 776 -8495. The project is scheduled for review at the April 18, 2012 Technical Advisory Committee meeting. We offer the following comments: This section relies on an unapproved, non - existent storm water park for management and treatment of storm water runoff. This section also relies on roadways that are not yet constructed and, although previously approved and released for construction, are part of construction plans that were voluntarily revised•by the former developer to the extent that the Department of Engineering is requesting the plans be resubmitted for approval. For these reasons, we recommend the plan review process for this section :be suspended until such time as the construction plans for the off -site infrastructure upon which this section relies are approved and a timeline established for the construction, lfyou have questions, please contact me at 571-2441. I have reviewed the drawings and offer the following comments: URBAN FORESTRY REVIEW COMMENTS 1) I prefer the planting detail on sheet C910 be replaced with the City of Carmel Standard Planting Details. See attached. 2) Please replace the recommended tree list on sheet C910 with the current City of Carmel recommended tree list. 3) Please replace all of the Chinese Elm on this project with Japanese Zelkova or a Hybrid Elm off the recommend tree list. I would like to see Chinese Elm removed from all locations on the entire Legacy project, if possible. It is generally not a tree chosen for high quality landscape designs. It would have been on the not recommended list but it is so rarely planted it is not listed. 4) On Sheet C303, is it possible to limit the mowed grass area and replace some of it with prairie grass? On Sheet C303 the location is called CA #9 but is it not called LCA #3 Lake #1 on the Cover page - am I reading this right? 5) Is there proposed landscaping for the future Common Areas? I would like to see prairie grass and other natural vegetation (trees) to support a better ecosystem and limit mowing. I think this is where a neighborhood can be unique and set apart. I try recommending unique features like a pine plantation look, prairie, apple orchard, bald cypress wetland or something else special to draw people's attention. Please illustrate how these comments will be addressed by letter or revised plan. If you have any questions, feel free to contact me. Thanks. A commitment to address all of these items to our satisfaction must be submitted to our department by the new owner and verification that all bonding is in good standing must be provided prior to issuance of a "conditional" permit. Sincerely, John Thomas, CPESC, CMS4S Stormwater Administrator City of Carmel Engineering Department (p) 317 - 571 -2314 (f) 317 - 571 -2439 From: Duncan, Gary R Sent: Thursday, March 22, 2012 12:27 PM To: Tim Walter Cc: Barnes, David R; Conn, Angelina V; Duffy, John M; Foley, Amanda J; Hollibaugh, Mike P; Greg R. Hoyes; 'gilko @crossroadengineers.com'; McBride, Mike T; Redden, Nick; Thomas, John G Subject: RE: Legacy - 2012 Construction /Approval priorities Tim, The Engineering Department has met for the purposes of getting the new owner of Legacy started. We have read through and discussed your specified priorities and have begun inspecting the site for existing conditions. Taking into consideration what you have laid out as your priorities, both in your email dated 2/22 and in the meeting we had with you on 2/21, the following is a list of how to proceed; Legacy Residential Phase 1, Section 1. Platinum Comments 1. Plans are approved. Need feedback from Carmel regarding bonding, NOI and stormwater permit requirements related to the change of ownership. 2. Need feedback from Surveyors Office regarding which structures are actually considered as part of the legal drain reconstruction. They have as- builts and have completed inspections of all structures from Haverstick up to Lake #2, but Luther thought there may be a few other structures up stream of lake 2 that should be included as well. Carmel's Response: A. Due to the change in ownership, a new storm water permit application will need to be submitted for the project. B. We are compiling a list of items for Residential Phase 1, Section 1 that will need to be completed prior to any additional work being permitted. This list will include (1) existing improvements that are now substandard due to the timeframe that they have remained uncompleted and (2) any deficiencies noted while this section was under construction. Any existing roadbed proofroll tests will be considered invalid. We anticipate sending it to you soon. When this list is developed, we will need a plan of action and a firm timeline for remedying these issues. C. Before the permit can be issued; i. We will need to verify that all bonds are in good standing. 2 ii. We will need a commitment to repair all items noted by our Department, or any other City Department, to our satisfaction, prior to any other work. D. A pre- construction meeting will need to be held prior to any construction activities including the repair activities. E. Once all repairs have been made and approved by the City, the project may commence per the approved plan. F. Outstanding issues with the retaining wall need to be resolved. Legacy Master Infrastructure Phase 2 (excluding Cherry Creek Boulevard: from existing RAB to River Road). Platinum Comments 1. The entirety of Legacy Master Infrastructure Phase 2 construction plans were previously approved. Bonds, NOI and necessary permits were previously submitted to construct Project 1 as listed in the plans which included Community Drive, a portion of Cherry Creek Blvd west of the existing RAB, construction of the entirety of the stormwater basin east of Community Drive and placement of soil throughout the site as described on the SWPPP for the excess soil to be excavated from the stormwater basin. Construction at this time will include the completion of the earthwork necessary to complete the stormwater basin and the Community Drive portion of Project 1, but not the Cherry Creek Blvd portion. 2. Need feedback from Carmel regarding bonding, NOl and stormwater permit requirements related to the change of ownership. 3. As part of the construction of Community Drive, we are requesting approval to include the revised stormwater basin plan titled "Southeast Residential Stormwater Basin, Legacy - Stormwater Master Infrastructure" as prepared by Williams Creek Consulting as an addendum to the currently approved Master Infrastructure Phase 2 Plans. a. Need feedback from Carmel to recommence construction and include the revised stormwater basin plan and are requesting approval to be provided in two steps: i. First, after the bonding, NOl and stormwater permit requirements related to the change of ownership are addressed, approval would be granted to commence construction under the current approved plans. However, excavation of the stormwater basin would be restricted to stay above an elevation of 745. ii. Second, after comments of all agencies regarding the revised stormwater basin plan have been addressed, approval would be granted for the final construction of the stormwater basin below the 745 elevation. b. Need feedback from The Surveyors Office regarding any petition or permit changes that may be necessary related to the change of ownership. We also will provide a spreadsheet analysis of the original cross section locations to describe how the new plan affects the fill in the floodplain variance including revised stormwater detention calculations. Carmel's Response A. A new set of plans specifically outlining what will be constructed with this project will need to be submitted in lieu of an addendum to the approved set. The current set of plans is outdated and contains items which will not be constructed at this time. B. The plans must include not only the earthwork necessary to complete the stormwater basin but the installation of stormwater quality features as well. C. Construction of the roadways indicated will be the only work in the eastern watershed allowed to be constructed simultaneously with the Stormwater Park. We will not allow the roadway to be constructed prior to the Stormwater Park being constructed. D. New bonds will be required for this project due to the change in scope of work and plans. E. Due to the change in ownership, a new storm water permit application will need to be submitted for the project. F. We will not support the proposed plan to work this area above a certain elevation and then come back in the future to complete the improvement. G. We are compiling a list-of items for this section that will need to be completed prior to any additional work being permitted. I am not certain how much of this construction actually occurred. This list will include (1) existing improvements that are now substandard due to the timeframe that they have remained uncompleted and (2) any deficiencies noted while this section was under construction. Any existing 3 roadbed proofroll tests will be considered invalid. We anticipate sending it to you soon. When this list is developed, we will need a plan of action and a firm timeline for remedying these issues. Legacy Master Drainage and Water Quality Plan. Platinum Comments A. We are requesting review and final approval of the overall Master Drainage and Water Quality plan for the Legacy as presented at the meeting yesterday which was last revised in 2010. We acknowledge that some of the areas described in the 2010 plan have changed. However, the initial intent of the Master Plan was to provide an overall baseline for handling stormwater retention and water quality across the entirety of the Legacy. Then as individual developments are added in, the responsibility to show how those individual developments fall within the guidelines of the master plan falls on construction documents for those individual developments. To follow that model, we will provide supplemental drainage and water quality calculations to show how the new developments we are submitting above (the Overlook and Meadows) fall within the guidelines of the 2010 version of the master plan. B. Need feedback from Carmel regarding what they will need to re- commence the review process and if the current revised 2010 presentation is acceptable. If the 2010 version is not acceptable, are there certain overarching items that we can add without actually starting over with an entirely new master plan? C. It is understood that this will take some time to address. It would be our intent to have this track with the overall approvals of the Meadows and Overlook which based on the preliminary plat schedule for plan commission meetings would not be complete until June 19, 2012. Carmel's Response 1. We need a formal submittal of the Final Master Drainage and Water Quality Plan. This needs to be a complete plan that will not be subject to further changes. The plans for Legacy Infrastructure Phase 2, which must include construction of the stormwater park will be checked for conformance to this plan. 2. Please be advised - With the exception of the modified Legacy Master Infrastructure Phase 2 project, all projects that drain to the Stormwater Park (the eastern watershed) will not be reviewed until the Master Plan has been approved in our office. Subsequently, all future projects in the eastern watershed will not be approved until the Stormwater Park has been fully constructed. The Overlook and The Meadows Platinum Comments A. We will be submitting a preliminary plat approval request for two new residential sections to be known as (1) "The Overlook at Legacy" that will front Community Drive and Cherry Creek Boulevard in the southeast quadrant of Legacy, and (2) "The Meadows at Legacy" that will replace the previously submitted retirement community by Baptist Homes of Indiana known as Prairie Landing (see attached). B. We also will be submitting secondary plat and construction plan approval requests for the first section of each of these subdivisions. We plan to go through the typical approval process and intend to file on March 16, 2012. Carmel's Response 1. These sections rely on master planned detention and storm water treatment facilities that have not yet been approved or constructed. All previous approved sections were allowed to move forward with the understanding that construction of the storm water park would follow. We allowed initial development to proceed with the knowledge that the runoff from the approved areas would not leave the site or would need to travel across long distances before doing so. We are no longer able to support our previous position due to the fact that the master planned facilities have not yet been installed. 2. The storm water permit for The Meadows and The Overlook will not be issued until the Storm Water Park AND Modified Master Infrastructure Phase 2 have been constructed to the City's satisfaction. 3. Once the Stormwater Park and Modified Legacy Master Infrastructure Phase 2 have been approved and constructed; the Engineering Department can focus on the approval of The Overlook and The Meadows. General Items Lift Station 1. Broken and cracked concrete at the entry to lift station needs to hauled away and new concrete placed. 2. If this facility has not yet been transferred to the City: a. Trash and debris needs to be cleaned at, around, and on the road leading to the City's lift station. b. The existing road to the lift station needs to be graded and re- stoned to the original condition 4 Community Drive 1. Clean, adjust, and place new erosion control mats along the roadway. 2. Clean streets, pavers, and all stub streets of trash and debris. 3. Re -place broken and cracked curbs and walks as marked. 4. Repair /or remove broken barricade. 5. Repair /replace cracked cross -walk at Simplicity Community. 6. There are outstanding issues with a pipe opening in a retaining wall as I recall, The installation was not installed per the approved plans or the plans that were subsequently submitted. Former Staging Area 1. Remove fuel tank, clean -up oil spill and return area to original condition. Hamilton County Surveyors Office 2. Any outstanding issues with the Hamilton County Surveyors Office need to be resolved.
