Please indicate on Sheet C101 that the existing pavement edge shall be saw cut to a clean edge. 2. Sheet C102. Plan Note 14. City standard ADA ramps shall be utilized in the right-of-way and differentiated on the plans if different ramp details are proposed interior to the development. 3. Please indicate the types of ADA ramps to be constructed din the right-of-way. All ramps in right-of-way are referenced by plan note 14. 4. A recovery taper is required for the auxiliary lanes along River Road.This taper may be 100-feet in length and must have a 3-foot wide, 6-inch deep stone shoulder with a sub-surface drain. 5. The City Engineer does not support the proposed right-in entrance from River Road. Approval from the BPW is required for this curb cut and it will not be supported. 6. Please indicate any signage in the River Road right-of-way that needs to be relocated due to this project. 7. Will all BMP easements be granted at this time? Is the SWQ systems proposed within the limits of the storm water quality park proposed to be in one large easement? 8. Please label the existing and proposed rights-of-way (if different)for 146th Street and River Road. 9. The Department assumes that the pavement specification for the 146th Street auxiliary lanes and the River Road auxiliary lanes will be different. Please differentiate on the plans and make reference to the appropriate detail in the detail sheets. 10. The deceleration taper and deceleration lane for the southernmost River Road entrance may each be 100-feet in length. 11. Are any landscaping or tree preservation easements proposed to be established with this project? 12. Please confirm if the existing right-of way monument at the proposed southernmost River Road entrance will be reset 13. As we discussed,the Department requires confirmation that detention for this site exists within the limits of the future storm water park and that the fill in the floodplain proposed with this project has been mitigated. 14. Please indicate if grading is to occur between the Turkey Hill site and the proposed SWQ system. Who will perform this grading? 15. Please complete the Discharge Summary on Sheet C103. 16. Further review of the plans indicates that the site sits slightly higher than the adjacent roadway and most of the site drains towards river road and 146th Street. Please indicate why this is being changed and that the minimum 15-inches above the existing roadway cannot be provided. 17. Please establish the MLAG and MFPG elevations. 18. Please provide a note on the plans that requires all existing storm structures to be core drilled for new piping connections. 19. Is the casting at the northwest corner of the proposed intersection of the southernmost entrance and River Road to be replaced? 20. Please confirm that the gas service will be installed by trenchless method within the River Road right-of-way. 21. As discussed, please revise the piping between Storm Structures 206 and 205, 205-202, 204-203, 203-202 and 202-201A to be sanitary sewer grade pipe and gaskets. 22. Thank you for providing the note regarding no valves or castings in the pavement, walk, path and curb in the right-of-way. It appears that some water castings will be located within the limits of the proposed path. 23. Please review if the excavations of the lift station, car wash underground storage tanks and the grease trap need to be lined to protect the groundwater. 1 24. Is the water table and the 100-year base flood elevation of White River and maximum water surface elevation of the adjacent proposed storm water park an issue for the proposed lift station, grease trap,fuel tanks and car wash storage tanks? 25. Please verify that the proposed barrel taper length on 146th Street is appropriate for the posted speed limit. 26. Does the maintenance of traffic plan conform to the Work Zone Safety Manual? 27. Please move detail 10-16 from sheet C201 to a site layout detail sheet. 28. Please include the City ADA ramp details. 29. Please revise the heavy duty asphalt right-of-way pavement section detail to read "River Road". Please include the appropriate County detail for the 146th Street pavement. 30. If differing RCP bedding sections are proposed (the City detail is included with two Weihe Details) they must be differentiated on the plans 31. Paving specifications on Sheet C301. Please revise to require paving in the right-of-way to conform to the City Paving Policy. Please delete all curbing specifications from this section as all curbing shall conform to the City's curbing policy 32. Sheet SA1. Please indicate the total construction limits on this sheet. The stormwater basins are not included in the construction limits indicated. Also, please indicate the battery limits of the Turkey Hill work on this sheet. 33. Has the utility requested the force main to be located within the 146th Street right-of-way versus and easement within the Legacy property? 34. Sheet SA6. Is it not possible to match the pipe crowns at Structure 501? 35. A 21-inch pipe is indicated "by others" into Structure 505. Who is installing this pipe? 36. Structures 502 and 503 appear to be mislabeled in the right profile on Sheet SA6. 37. Please delete the "Storm Sewer Note"from the water main plan sheets. 38. The path location along River Road on Sheet SA8 does not agree with the layout presented on the Turkey Hill Plans. 39. Is cross section A-A on Sheet SP1 correct?The easternmost top bank is labeled as 748 but it appears that the top of bank is actually 752. 40. Does River Road and 146th Street presently overtop t o the east before it floods into the property? I cannot read the spot shots on the eastern pavement edge. If the right-of-way does drain into the property during the 100- year rain event, with the elimination of the right-in only entrance, is it possible to re-grade the eastern part of the site to bring the water south of the proposed building and provide more freeboard? 41. Has the on-site maximum water surface elevation with all inlets plugged been established? 42. Section 104.02 requires the building's lowest entry elevation that is adjacent to and facing a road shall be a minimum of 15 inches above the road elevation. Are there any legal drain easements on the property? 19. Please label the slopes of the pond bottom. 20. Please provide more detail for the grading of the deceleration taper and lane. It is not apparent how the lanes and the adjacent area in the right-of-way will drain. 21. Pleas indicate an underdrain in the SWQ system adjacent to the pipeline unless such an underdrain will inhibit the function of the proposed SWQ system. 22. Please confirm if the water meter and FDC are located within the proposed path along 106`" Street. 23. Underdrains are required in the pond bottom if the slope is less than 2%. The minimum pond bottom slope with underdrain is 1%. 24. Will the gas service be installed by trenchless method? 25. Thank you for providing the required drainage summary. If a 6-inch orifice is proposed for installation, please include the 10-year and 100-year flows with a 6-inch orifice. 26. Is detention of the fully developed adjacent right-of-way provided in the proposed system? 27. It appears that repair of the path will be required for the sanitary sewer connection. The Building Pad Elevation is 759.00. Are you ok with the Building not 2' above the 100 yr, as we discusses with ADA requirements and Turkey Hill's building design (no curb), 2' would be unreasonable. I also checked the building with the adjacent grades of River Road and 146th Street. These areas at their lowest spot is 15" above the "gutter" level. The project is scheduled for review at the December 15,2010 Technical Advisory Committee meeting. We offer the following comments: GENERAL INFORMATION 1. 'These comments represent the Department of Engineering's first review of the preliminary development plans for this project. 2. We request that all responses to our comments be provided in writing and be accompanied by a drawing reflecting the requested revisions. Failure to provide written responses may result in the delay of the review process. 3. It is critical that this office be made aware of all modifications made on the plans being re- submitted,particularly if any such changes are considered"new"or fall outside of our previous reviews. Please provide revised plans including all revisions. Temporary Construction Entrance Approval. It appears the planned construction entrance is located at the site of a permanent curb cut planned on Grand Boulevard. Therefore,a separate approval from the Board will not be required. 21. The installation of any permanent,privately owned and/or maintained improvement(signs, decorative street signs,walls,streetlights,etc.)within dedicated right of way or dedicated easements requires the execution of a Consent to Encroach Agreement between the Owner and the City of Carmel. Such agreements are executed by the Board of Public Works and Safety. The City Engineer may approve irrigation system agreements. 22. Secondary Plat approval if applicable. Ali performance guarantees must be posted prior to submission of secondary plats for Board of Public Works and Safety approval. 23. Dedication of right-of-way if not platted. This is based upon the City of Carmel 20-Year Thoroughfare Plan requirements. Dedication documents are available upon request. Please be advised that all Right-of-Way Dedications must be accompanied by a Sales Disclosure Agreement completed by the owner for the property being dedicated to the City. The dedication document cannot be recorded without a completed Sales Disclosure. The form is available upon request. 24. Any open pavement cuts of River Road,other than those required for the curb cut,will require Board approval. • BONDING REQUIREMENTS 25. Please contact Mr. Dave Barnes to review performance guarantee requirements. Please contact Mr.John Duffy to review water and sanitary sewer bonding requirements. 26. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%of the cost of labor and materials to construct the individual improvements,to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs,pipe sizes,and materials,etc. 27. Upon completion and release of individual Performance Guarantees,a three-year Maintenance Guarantee will be required(see Street Sign comments above). The Maintenance Guarantee amount is based upon l5%of the Performance amount for Streets and Curbs and 10%of the Performance amount for all other improvements. 28. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. 29. Please reference the available enclosures for more detailed explanation of our procedures. RIGHT OF WAY PERMIT AND BONDING 30. Any work in the dedicated right-of-way will require an approved Right-of-Way Permit and a License&Permit Bond. 31. The bond amount is determined by our Right-of-Way Manager. However, if the work is included in the scope of work of a required and posted Performance Guarantee,the Performance Guarantee may be used to satisfy the bond requirements of the Right-of-Way Permit. 32. Please contact our Right-of-Way Manager,Fred Glaser,to arrange right-of-way permitting and bonding. AVAILABILITY AND CONNECTION FEES 33. We defer to Carmel Utilities regarding this issue. 34. If an entryway or overall site irrigation system is planned for this development, additional Water Connection Fees will be assessed based upon the size and usage of the system and upon the recommendations of the.Director of Carmel Utilities. 35. These fees are required to be paid prior to final approval of construction plans by Engineering and prior to issuance of building permits by Building Codes Services. Please confirm these fees and calculations with Carmel Utilities. Please revise the plans to include and label these facilities. 3) The City of Cannel's Bicycle and Pedestrian Plan and the Legacy Street Standards both require a minimum of five (5)foot sidewalks along all streets. It is difficult to determine everything that is being built for this project based on the submitted plans. Please provide a master plan sheet that shows all intended areas of disturbance and the respective construction limits for everything that the developer is seeking approval. 2. This project lies within the 1 year time of travel of wells operated by multiple entities. Some of these entities may have more restrictive UST regulations than Carmel. The Hamilton County Wellhead Protection Committee has placed this item on their agenda for discussion at the next meeting in January. It will also be on the City of Carmel's Wellhead Protection Local Planning Team agenda in February. Please note that final SWPPP approval will be determined after the meetings and any findings may have a bearing on final SWPPP approval. 3. It appears that portions of this project will impact the floodplain. None of the downstream Legacy master infrastructure has been installed and we have never approved the master plan upon which this project seems to be depending. Fill/ detention in the floodplain will need to be mitigated in the areas reserved for the mitigation. How will this be addressed? 4. Please submit the "Overall Drainage and Water Quality Master Plan" for Legacy that was referenced in the drainage report. 5. Are the storm structures sized large enough to contain the Snout w/Bioskirt BM Ps? 6. How will the Car Wash wastewater be handled? Are settling tanks proposed? If so, will these tanks be pressure tested or placed in an excavation with an impermeable liner? 7. Additional measures should be implemented to prevent leakage of stormwater from storm lines and storm structures. a. Can a sanitary grade pipe be used in lieu of traditional RCP between storm structures susceptible to fueling spills (bwt snout structures and stormceptor)? b. Can the snout structures and stormceptor be sealed and pressure tested or placed in excavations with an impermeable liner? c. Can an impermeable "ripley dam" or equivalent be used to seal off the storm sewer stone bedding at the end of the storm run (downstream of the stormceptor)? 8. Secondary containment will be needed on the USTs and piping since the fueling station is located in a one year TOT.
