CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, March 20, 2013
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall
Time: 9:00 a.m.
9:00 a.m. (UV) Getchell Accessory Dwelling, 11333 N. Gray Rd.
The applicant seeks the following use variance approval for an accessory dwelling.
Docket No. 13010015 UV ZO Chptr. 5.01.01 - Permitted Uses in S-1 zone.
The site is located at 1133 N. Gray Road. It is zoned S-1/Residence District. Filed by Joe Getchell, owner.
Joe Getchell presented on behalf of the petitioner. This project would be adding a two-car garage with living
quarters above.

- The gas main is located on the south side of the property so getting gas to the site should not be an issue.

- Letter sent. Regarding the path, any time someone requests permission from a board or commission, these
things will come into play. In this case, the thoroughfare plan requires a 10-foot path. The developer
would have an option to provide a monetary commitment to the City worth the same value, but would need
to work with the Engineering Department on this arrangement.

Alexia Donahue-Wold – City of Carmel Planning & Zoning
- Asked how tall the structure would be, particularly to the peak. Mr. Getchell stated the total height of the
peak would be 30-feet total. The mid-point of the roof would be 21-feet. Ms. Donahue-Wold asked how
far the building is set back off the front property line, and Mr. Getchell said he did not know, but will clarify
this later. Mr. Getchell said he would like this amount to be 9 feet to line up with the driveway, and would
also like to stand on the front porch and not be able to see the barn. Ms. Donahue-Wold asked if petitioner
has received any other feedback from neighbors. Mr. Getchell said all of his neighbors have been very
supportive.

9:15 a.m. Docket No. 13020002 ADLS: Tom Wood Subaru Rebuild.
The applicant seeks site plan and design approval to tear down and rebuild the existing building (along with
other site modifications). The site is located at 3300 E. 96th St. The site is zoned B-3/Business. Filed by Paul
Reis of Krieg DeVault, LLP, on behalf of Wood Subaru RE, LLC.
Roger Ward of Roger Ward Engineering and Mike Belay with Belay Architects presented on behalf of the
petitioner. The new dealership will be located on the site just east of the current building. This building will be
demolished, and the dealership will be completely rebuilt. The developers will be attempting to gain LEED
Certification on this project. Subaru has their own green initiative, and Tom Wood prefers green construction as
well.

- Gas service will be removed. Ms. Clark asked if the building would need gas service later. Mr. Ward said
the east side of the new building would need gas service.

Daren Mindham – City of Carmel Urban Forester
- Comment letter sent. The letter did not contain references to the variances being requested. Mr. Ward
asked if there were any comments pertaining to the variance. Mr. Mindham said the only issue was to
remove the tree preservation detail. Mr. Ward said part of the LEED certification is to use drought-tolerant,
native plants. Mr. Belay said the areas of landscaping are not going to change. The only change would be
to use native plants. Mr. Mindham said his recommended tree list contains both native and exotics, and he
will provide this list to the developers, as well as highlight the native trees that grow well in central Indiana.
Mr. Ward said the client, Jeff Wood, would also like to meet in person with a landscape plan, and asked Mr.
Mindham if it would be possible to meet on April 26, which is after Plan Commission, but prior to Special
Studies. Mr. Mindham said as long as he has a plan that was approvable, this would be fine.

Alexia Donahue-Wold – City of Carmel Planning & Zoning
- Ms. Donahue-Wold said it is great the developer will be going for LEED certification, and said she has
heard discussions of a windmill possibly being installed on the site. Mr. Belay said this was initially
discussed, but his consultant has informed him this wouldn’t be a net energy gain unless the windmill could
be 150-feet tall, which would not work well in an urban environment. Mr. Belay said there is however a
large photovoltaic array on the front of the building. Another benefit of this design will be the white,
reflective roof that will deflect sunlight. The developer is also trying to add a rainwater harvesting system,
which would be used to flush toilets, as well as provide water to hose down the shop.

The applicant seeks site plan and design approval for a multi-family apartment development and a senior living

community. (The office building is not part of this.) The plat will be 3 lots/blocks on 26.4 acres. The site is
located at the southwest corner of 136th St. & Illinois St. and is zoned PUD/Planned Unit Development. Filed by
Paul Reis of Krieg DeVault, LLP.
Todd May and Johnny Hart with J.C. Hart, Jim Shields with Weihe Engineering, and Drew Royster with
Spectrum Retirement presented on behalf of the petitioner. This project is a PUD which will consist of a 150-
unit senior living community on the east side of the site, apartments in the center, and a future commercial
development to the west. There have been wetlands identified on this site. Mr. Shields said he has been
working with IDEM to conserve wetlands on the site, as well as preserve Waters of the U.S.

Shirley Hunter – Duke Energy
- Mr. Shields said at this point, he has only indentified the corridor in which the project will require
electricity. The specific locations of transformers have not yet been identified. Ms. Hunter asked if
apartment units will be gas or electric. Mr. May said all units will be electric, but the main clubhouse will
require gas service as well. Ms. Hunter said Duke Energy will require a breakdown each apartment unit
and what will be required for electric service. Ms. Hunter asked when the anticipated start date would be.
Mr. Shields said as soon as the developer can gain approvals, they would like to start construction.

- Ms. Conn said Rachel Boone in Carmel Planning & Zoning had sent a detailed comment letter to Paul Reis,

9:35 a.m. Docket No. 13020016 SP: Hadley Grove Secondary Plat.
The applicant seeks secondary plat & construction plan approvals for 38 lots on 30.1 acres. The site is located at
2424 W. 131st St. (the NWC of Towne Rd. & Main St.). The site is zoned S-1/Residence, pending a
PUD/Planned Unit Development rezone at City Council. Filed by Ed Fleming of Weihe Engineers, for M/I
Homes of Indiana LP.
Jim Shields with Weihe Engineers presented on behalf of the petitioner. This project sits on 30-acres. There
was previously a home on the property, and some of the land used to be farmed. The project is currently going
through the PUD process, and was recently in front of the City Council’s Land Use review meeting. The project
is 38 total lots. M/I Homes will be the builder, and is looking at a senior living style development. The homes
will be small, single-family homes with a first-floor style design.
This site contains wetlands, and the developer has contacted the Army Corps of Engineers to ask that this be
classified as isolated wetlands for the State of Indiana. There will be some flood mitigation on the site, and the
developer is working on the plan for this. Mr. Shields said this site contains a large amount of fill from when
Towne Rd. and Main St. were constructed. The developer is working to start this construction this summer, so
the site can be paved by the end of the year.

- Duke Energy will need a CAD file. Mr. Shields said the developer has been waiting to send this until they
know nothing else will be changing, and there have been some shifting of the easements due to the
wetlands. Ms. Hunter asked if there was an entrance off Towne Road. Mr. Shields said the only entrance is
off Main Street.

- No comments. Mr. Shields said he would like to have a meeting with Engineering, Urban Forestry, and the
Surveyor’s Office to discuss the comments. Mr. Shields said there is a lot going on with the site design
because of the wetlands, and he would like everyone to meet to make it easier coordinate the site. One of
the requests was for a sidewalk on this site that would have run into wetlands, but one of the goals of the
project is to preserve wetlands. This is one example of some of the requests being made that contradict
each other. Mr. Shields said he is also trying to figure out how this should be handled for future
development, where the drainage ordinance is extremely restrictive, even though the developer is making an
attempt to preserve wetlands and natural features of the site. Mr. Redden asked Mr. Shields to contact Gary
Duncan to set up a meeting with Engineering. Mr. Shields said he would like this meeting to take place
soon.
