DEPARTMENT REPORT
January10, 2012
6. Docket No. 12120003 Z: C-1 Rezone of Arby's/Party Time/Langston Properties.
The applicant seeks to rezone 6 properties from B-3/Business and I-1/Industrial zoning, within the
Carmel Dr/Range Line Rd Overlay Zone, to the C-1/City Center zoning classification. The properties
are located at the northwest corner of Range Line Rd. and Carmel Dr., near 1212 S. Range Line. Rd.
Filed by the Dept. of Community Services, on behalf of the Carmel Plan Commission.
Please view the petitioner's info packet for further detail.
The City of Carmel is petitioning to rezone several parcels located at the NW corner of Carmel Drive and Range
Line Road to the C-1/City Center District, as established in Chapter 20E of the Carmel Zoning Ordinance.
The subject properties are currently zoned B-3/Business and I-1/Industrial within the Cannel Drive/Range
Line Road Overlay Zone. A map of'the subject parcels is included in the info packet. More specifically, the
properties' addresses are:
1. 1132 S. Range Line Road (Langston Offices—includes 4 parcels of land) B-3/Business
2. 1212 S. Range Line Road (former Party Time Rental) I-1/Industrial
3.. 1224 S. Range Line Road(Arby's) B-3/Business
In requesting this rezoning, the City considers the following:
- Land Use Goals. Allow residential and business to co-exist in a mixed use environment. Although the
Carmel Dr - Range Line Overlay would allow for residential where I-1/Industrial would not otherwise
permit residential, keeping a split zoning could be problematic.if the.properties redevelop. The Arby's
site functions well for its current use; however, due to its small size, is unlikely to redevelop without
coordination with surrounding.property.
- Approval.Process. So that review efforts are not duplicated between the Plan Commission and
Redevelopment Commission, the C-i/City Center District establishes the Carmel Redevelopment
Commission as the lead the review and approval body.
Recommendation:
The Dept. of Community Services (DOCS) recommends that the Commission sends this item to the Feb. 5
Special Studies Committee meeting for further review and discussion, unless the Commission feels comfortable
with suspending their rules of procedure and forwarding this rezone item onto City Council with a positive
recommendation.
