RE: Stafford Lane Residential, Sections 2 & 3- Project Review #1
Dear Mr. Burke:
The City has received the construction plans for this project dated August 1, 2008 to be reviewed at the
September 17, 2008 Technical Advisory Committee meeting. This letter is being issued as a supplement to
any previously issued letters regarding Stafford Lane. Some comments from previous review letters may be
repeated. We offer the following comments:
GENERAL INFORMATION
1. These comments represent the Department of Engineering's first review of the Section 2 and
Section 3 construction plans after phasing of the subdivision.
2. We request that all responses to our comments be provided in writing and be accompanied by
a drawing reflecting the requested revisions. Failure to provide written responses may result
in the delay of the review process.
3. It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularly if any such changes are considered "new" or fail outside of our
previous reviews. Please provide revised plans including all revisions. Please notify us of
any changes and specifically state any changes, including changes resulting from Plan
Commission, BZA or other committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office for review. If you have not already done so, please
provide a set of drainage plans and calculations to their office for review. We will share
Crossroad's comments as they are received.
5. Final drawings will not be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor
issues have been resolved.
b. All bonds and performance guarantees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency
approvals (if required) are obtained.
d. AIi off-site easements necessary to install utilities to serve the development are secured.
e. SWPPP is approved.
f. All fees are paid.
6. The Department reserves the right to provide additional comments based upon subsequent
reviews.
7. An approved Storm Water Management Permit is required prior to commencing any earth
disturbing activity.
8. An approved right -of -way permit is required prior to commencing any work in the public
right -of -way.
9. If it will be necessary to relocate existing utility poles, they must be relocated to within one
foot of the proposed right -of -way. Costs for such relocations are to be borne by the
developer.

10. The Department requires that the construction drawings be developed in accordance with the
City of Carmel digital submission standards and that all required submittals for primary plat,
secondary plat, and construction drawings be made. The digital files must be submitted to
the Department of Engineering prior to the approval of the construction plans. Please contact
the City GIS Department for the requirements.
11. Jurisdictions:
a. The project site is located within current City of Carmel Corporate Limits.
b. Streets and Right of Way — City of Carmel (Interior Streets) / Hamilton County Highway
Department (146`s Street)
c. Water— City of Carmel Utilities
d. Sanitary Sewers — City of Carmel Utilities
e. Storm Sewers /Drainage — City of Carmel.
f. Legal Drains — Hamilton County Surveyor's Office.
12. Drawings submitted for approval:
a. The design engineer must certify all drawings submitted for final approval.
b. This office will require a minimum of 9 -sets of drawings for approval after all issues
have been resolved. The drawings will be stamped as approved and signed by the City
Engineer and by Carmel Utilities. The Owner will receive 3 -sets, one of which must be
maintained on the construction site at all times.
13. Carmel Utilities will provide separate reviews of this project for water and sanitary sewer
issues. Please assure that copies of all drawings are sent to:

Failure to include Carmel Utilities in all drawing distributions may result in the delay in
approval of the project.
14. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all
water main and sanitary sewer locations.
15. The following items, upon request, will be sent electronically regarding this correspondence
and project:
a. Project Approval Checklist
b. Performance /Maintenance Guarantees
c. Street Signage
d. Utility Jurisdictions /Right of Way Permits
e. Availability (acreage) Fees
BOARD OF PUBLIC WORKS AND SAFETY
16. A schedule for Board of Public Works and Safety meeting dates and agenda deadlines has
previously been sent. Please use the Engineering Department deadlines for submissions to
the Board.
17. Any submission to the Board requires prior approval by the Carmel Clay Plan
Commission and /or the Board of Zoning Appeals (if applicable) and completion of
review by the Technical Advisory Committee. All written requests to be placed on the
Board's agenda must include the appropriate Docket Number and the date (or dates) of
approval by the Plan Commission and /or the Board of Zoning Appeals (if applicable).
18. Water and Sanitary Sewer Availability approval from the Board will be required. This is an
EDU approval based upon the total number of residential lots @ 1.0 EDU per lot. The letter
of request should include the total number of residential lots and the total platted acreage of
the development.
19. Commercial Curb Cut Approval — It appears that this will be a typical platted residential
subdivision, which normally would not require BPWS curb cut approval. However, since

146`h Street is under the jurisdiction of the Hamilton County Highway Department, approval
of the 146th Street entrance should be obtained from them.
20. Temporary Construction Entrance approval if the location is at a site other than the location
of the proposed permanent entrance to the development. Again, if this is to be located on
146th Street, Hamilton County Highway Department approval will be required.
21. The installation of any permanent, privately owned and /or maintained improvement (signs,
decorative street signs, walls, streetlights, etc.) within dedicated right of way (other than
146th Street) or dedicated easements requires the execution of a Consent to Encroach
Agreement between the Owner and the City of Carmel. Such agreements are executed by the
Board of Public Works and Safety. The City Engineer may approve irrigation system
agreements.
22. Secondary Plat approval if applicable. All performance guarantees must be posted prior to
submission of secondary plats for Board of Public Works and Safety approval.
23. Dedication of Right of Way if not platted.
24. Any open pavement cuts of the existing subdivision streets in the Copperwood subdivision.
BONDING REQUIREMENTS
25. Upon initial review, it appears performance guarantees for the Stafford Lane Residential
Section 2 and Section 3development shall be provided for the following:
a. Interior Streets (stone base, asphalt binder and asphalt surface).
b. Interior Curb & Gutters
c. Water Mains.
d. Sanitary Sewers. Onsite and offsite may be bonded separately or together. However, if
bonded together, all of the construction must be complete prior to release of the
performance.
e. Storm Sewers /Storm Drainage. Onsite and offsite may be bonded separately or together.
However, if bonded together, all of the construction must be complete prior to release of
the performance.
f. Street Signs. Please designate if Standard City of Carmel Street Signs or decorative type
street signs will be installed. A Performance Guarantee is required in either case.
However, if decorative signs are installed, they must meet our minimum standards.
Additionally, after the Performance Guarantee for decorative signs has been released, 3-
Year Maintenance Guarantee will not be required as future maintenance will be the
responsibility of the Developer /Owner/HOA.
g. Monuments & Markers. Street centerline markers and perimeter concrete monuments.
h. Interior Sidewalks. These are the builder's lot right of way sidewalks.
i. Exterior Sidewalks. These are sidewalks that are constructed in the right of way adjacent
to common areas or perimeter streets. Any sidewalk or asphalt path construction in the
right of way of 146th Street should not be bonded with the City of Carmel
j. 146th Street right of way improvements will be under the jurisdiction of the Hamilton
County Highway Department who may require bonds to be posted. This could include
acceleration /deceleration lanes, passing blister, pavement widening, thermoplastic
striping, stone shoulders, curbs, paths /sidewalks, etc.
k. Erosion and Sediment Control and Storm Water Quality. Please contact Amanda Foley,
Engineering Department Stormwater Administrator, for details regarding engineer's
estimates /performance guarantee requirements for these items.
26. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for
100% of the cost of labor and materials to construct the individual improvements, to be
provided by the design engineer. Please provide detailed Engineer's Estimates for each
improvement including quantities, unit costs, pipe sizes and materials, etc. Please provide
the estimates to this office as soon as possible and certainly prior to submission of
Performance Guarantees by the Developer in order to give us sufficient time to review the
estimates.

27. Upon completion and release of individual Performance Guarantees, a three -year
Maintenance Guarantee will be required (see Street Sign comments above). The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets
and Curbs and 10% of the Performance amount for all other improvements.
28. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.
29. Please refer to comment 15(b) if additional information is desired.
RIGHT OF WAY PERMIT AND BONDING
30. Any work in the dedicated right of way of 146'h Street is under the jurisdiction of the
Hamilton County Highway Department who should be contacted regarding Right of Way
Permits. If any construction activities are scheduled within the right of way of
Queensborough Drive in the Copperwood subdivision, a Right of Way Permit with the City
of Carmel will be required.
31. If a Permit with the City of Carmel is required, the bond amount is determined by the number
of instances of work in the right of way at $2,000.00 per instance. However, if the work is
included in the scope of work of a required and posted Performance Guarantee, the
Performance Guarantee may be used to satisfy the bond requirements of the Right of Way
Permit.
32. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting
and bonding.
AVAILABILITY AND CONNECTION FEES
33. The Availability Fees are current as of this date but are subject to future revisions.
Availability (acreage) Fees must be paid after all other Engineering Department
Requirements have been satisfied and prior to approval and start of construction activities.
Availability Fees are based upon total platted acreage or legal description acreage and are as
follows:
a. Water Availability Fee = $1,010.00 per acre plus a $300.00 Development Application
Review Fee (effective 7/2/07). Based on the secondary plats, Water Availability Fees
would be:
Section 2 - 17.46 Acres @ $1,010.00 /Acre = $17,634.60
Section 3 - 7.42 Acres @ $1,010.00 /Acre = $ 7,494.20
+ $300.00 per Section unless Section 2 & 3 are to be presented and developed together,
then it is assumed that the $300.00 Fee would cover both sections. Check with Carmel
Utilities regarding this fee.
b. Sanitary Sewer Availability Fee = $1,365.00 per acre. Based upon the secondary plats,
Sanitary Sewer Availability Fees would be:
Section 2 - 17.46 Acres @ $1,365.00 /Acre = $23,832.90
Section 3 - 7.42 Acres @ $1,365.00 /Acre = $10,128.30
34. The Connection Fees are current as of this date but are subject to future revisions.
Connection Fees are paid on an individual lot basis after satisfactory completion of
infrastructure construction and when an application for a building permit is submitted.
a. Water Connection Fee = $1,396.00 per 1.0 EDU (effective 7/2/07).
b. Sanitary Sewer Connection Fee = $795.00 per 1.0 EDU
35. We would suggest That you contact Carmel Utilities in regard to pending fee revisions, the
timing of the revisions and how the revised fees will be implemented in regard to this
development.
36. If an entryway irrigation system, other community irrigation system, community swimming
pool, community clubhouse or community bath house is planned for this development,
additional Water Availability Fees and Water Connection Fees (and Sanitary Sewer
Availability and Connection Fees if applicable) will be assessed based upon the size and
usage of the system and upon the recommendations of the Director of Carmel Utilities.

CONSTRUCTION DRAWING REVIEW COMMENTS
37. General Comments
a. This project is subject to the City's Storm Water Manangement and Storm Water Quality
Ordinances.
b. The City defers to the Hamilton County Highway Department as to the details of the
146th Street entrance and all work within that right -of -way.
38. If decorative signs are planned, they shall be installed and maintained by the developer or the
HOA. The speed limit and stop signs must still be enacted by ordinance before they are
enforceable by Carmel Police Department.
39. Will the plans for Section 2 and Section 3 be presented for approval at the same time or
separately?
40. We have been notified by Bill Akers of Camel Communications that the subdivision name
has been changed from Stafford Land to Stafford Place. Please assure that all future
construction plans and secondary plats presented for review and/or approval reflect this name
change.
41. Please provide all of the information required by Chapter 100 of the Storm Water Technical
Standards Manual.
42. All lots adjacent to side yard easements shall be wide enough to accommodate the anticipated
house and any planned driveways such that there is no encroachment into the easements.
43. SheetC302
a. Stop signage should be provided according to the Indiana Manual on Traffic Control
Devices, which will not support the multi -way stops that have been indicated at the
intersections of Prevail Drive West/Alderbrook Trail and Alderbrook
Trail /Queensborough Drive. You have signed the intersection of Prevail Drive East and
Wellswood Bend correctly. Please provide signage similarly for the other two
intersections stopping only Queensborough Drive at its intersection with Alderbrook
Drive and stopping only Prevail Drive West at its intersection with Alderbrook Trail.
44. Sheet C801
a. Details 1 /C801, 2/C801, and 10 /C801 need be shown darker.
b. Curb Joint Detail, 5/C801 — Please indicate that the maximum spacing of transverse
contraction joints is 10 feet on tangents and 5 feet on radii.
45. Sheet C805
a. Most of the standard drawings on this sheet need to be darkened.
